SPECIAL MEETING MINUTES OF THE BOARD OF TRUSTEES MARY RILEY STYLES PUBLIC LIBRARY Held in the Mary Riley Styles Public Library 120 N. Virginia Avenue Falls Church, VA22046 July 25,2017 1. CALL TO ORDER Board Chairman Brad Gemand called the meeting to order at 6:24 p.m. The following Board members attended the meeting: Brad Gemand ChetDeLong Terry Zawacki Jeff Peterson Ed Rose Absent: Ms. Stephanie Oppenheimer and Mr. Don Camp are excused. Also present were Mr. Wyatt Shields, City Manager, Ms. Cindy Mester, Assistant City Manager and Acting Human Resources Director, and Ms. Mary McMahon, Library Director. 2. CLOSED SESSION GOING IN TIME: 6:25 p.m. Upon a motion made by Board Member Chester DeLong, seconded by Board Member Ed Rose and passed by unanimous vote of the Library Board of Trustees, the Board went into closed session pursuant to Section 2.2-3711 (A)(1) of the Code ofVirginia for the "(d)iscussion, consideration or interviews of prospective candidates for employment; assignment, appointment, promotion, performance, demotion, salaries, disciplining or resignation of specific public officers, appointees or employees of any public body; ... " (Library Director Recruitment) COMING OUT TIME: 8:55 p.m. Upon a motion made by Board Member Ed Rose, seconded by Board Member Jeff Peterson and passed by unanimous vote of the Library Board of Trustees, the Board reconvened in open session. 3. CERTIFICATION Upon a motion made by Board Member Jeff Peterson and seconded by Board Member Chet DeLong and passed upon affirmative roll call vote in open session, it was certified that (i) only public business matters lawfully exempted from open meeting requirements and (ii) only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considers in the closed session or meeting by the Library Board of Trustees. LIBRARY DIRECTOR CANDIDATE RECOMMENDATION TO CITY MANAGER Upon a motion and a second the Board of Trustees recommended Candidate "A" to the City Manager. The motion passed. Upon a motion and a second the Board of Trustees and City Manager agreed that the Library Director candidate should appear before the Board of Trustees and library staff at the general staff meeting to be held on Friday, July 28, 2017 to introduce herself and answer questions posed by the staff and Board of Trustees. The motion passed. 5. OTHER BUSINESS NOT ON THE AGENDA Upon a motion and a second the Board of Trustees moved that their meeting be continued to Friday, July 28, 2017 when they would reconvene after the candidate had completed her presentation and answered questions by the staff and Board. Virginia Avenue Falls Church, VA 22046 July 28, 2017 The following Board members attended the continued meeting: Brad Gemand Chet DeLong Don Camp Ed Rose Stephanie Oppenheimer Terry Zawacki Absent: Jeff Peterson is excused. Also present were Mr. Wyatt Shields, City Manager, Ms. Cindy Mester, Assistant City Manager and Acting Human Resources Director, and Mrs. Mary McMahon, Library Director. Upon a motion and a second the Library Board of Trustees moved to reconvene their continued meeting of July 25, 2017. The motion passed. Upon a motion and a second the Library Board of Trustees passed a vote of confidence and support for the City Manager's recommended Library Director candidate. Upon a motion and a second the Library Board of Trustees moved to send thank you letters to those that served on the interview panel for their service on behalf of the Board and City. The motion passed. 2  Upon a motion and a second the Library Board of Trustees moved to reschedule their regular August 16, 2017 meeting to one week later, August 23, 2017 at 7:00 p.m. in the Library's conference room. The motion passed. Upon a motion and a second the Library Board of Trustees moved to adjourn their continued meeting at 9:55 a.m. on July 28, 2017. The motion passed.
