MEETING MINUTES OF THE BOARD OF TRUSTEES

1. CALL TO ORDER
Library Director, Jenny Carroll, called the meeting to order at 6:01 p.m.
2. ROLL CALL AND INTRODUCTION OF GUESTS
The following Board members attended the meeting, and exceptions were noted:

3. RECEIPT OF PETITIONS
No Petitions
4. APPROVAL OF JULY 19, 2023 MEETING MINUTES
Upon a motion duly made by Mr. Leopold and seconded by Mr. Morse, the Library
Board approved the July 19, 2023 Meeting Minutes as corrected.
5. LIBRARY FOUNDATION REPORT AND OVERVIEW
This item was moved up in the agenda from item 6 to item 5. Ms. Sabo and Ms. Carroll
presented an overview of the MRSPL Foundation including history, board members, current
fundraising efforts and activities, and funding provided to the library in FY2023 and FY2024.
6. LIBRARY REPORT AND ANNOUNCEMENTS
• August/September program highlights- End of Summer Reading prize pick-up!
• July Statistics Notes
o Over 15,000 visitors to the library!
o Digital circulation appears that it went down by about 700 items this year as compared
to last year. However, last year's circulation included approximately 1,000 Free gal
circulations (digital music) which was discontinued in March 2023. Circulation in
Overdrive/Libby (ebooks/eaudiobooks) is up by 300 circulations from last year.
• Library will be closed September 3 and 4 in observance of Labor Day. Additionally, MRSPL
will be closed September 1 and 2 for cleaning and maintenance. Ms. Novotny requested that
Ms. Carroll confirm that there are no City events that would impact the library on those two
days.
• September's Board meeting will have a meet and greet with MRSPL Management Team.
• Ms. Carroll made a request for a Board representative for the 1251h Anniversary Workgroup.
Mr. Leopold volunteered.
• Ms. Carroll reviewed resources for the Board members including Virginia Library Association,
Library of Virginia Library Development and Networking Division, and United for Libraries.
Ms. Carroll will send a follow-up email to the Board with information and links to the resources
discussed.
• Great Streets project was presented to Council on August 7.
• Quinn/Homestretch Development has been formally referred to Boards and Commissions. Ms.
Stein volunteered to attend the Planning Commission meeting on September 9 and Ms.
Novotny agreed to also attend if work permits. Ms. Novotny suggested assembling a historical
table of prior Voluntary Concessions. Ms. Carroll will complete the table for the Board.
Official comments are due on October 13.

11. BUSINESS NOT ON THE AGENDA
Ms. McCray asked about how the recent book sale went. Ms. Carroll reported that the sale
earned over $3,000. After a survey of the area jurisdictions, the prices were raised in FY2024. Ms.
McCray advocated for volunteering for the sale. Book sales occur every other month; the next will be
in September.
12. ADJOURNMENT
There being no further business, upon a motion duly made by Ms. Novotny and seconded
by Ms. McCray, the Board of Trustees voted unanimously to adjourn the meeting at 7:20 p.m.
