1. Call to Order
Ms. Chandler called the meeting to order at 7:05 p.m.
Members present were Kathy Chandler, Charley O’Hara, Lori LaFave, Leslie Rye and Steve
Selby. Staff members present were Danny Schlitt, Director of Recreation & Parks, and Amy
Maltese, Senior Program Supervisor.
2. Receipt of Public Petitions and Board Member Petitions
Ms. Chandler asked if there were any petitions from the public or board members. There were
none.
3. Minutes
Ms. Rye moved to approve the minutes from the December 4th meeting as amended. Mr. O’Hara
seconded the motion. Upon voice vote, the motion passed.
4. Recreation Director’s Report
• The Holiday Craft Show was overall successful. The attendance was high on Saturday
and low on Sunday due to the snow. This year the Senior Center was utilized for kids’
activities instead of vendors.
• Youth basketball games will begin in January due to the holiday season. Our registration
continues at a steady rate with a comparable amount of participation as last year.
• Winter/Spring class registration began today. Last year we collected approximately
$35,000 on the first day of City resident registration.
• We are closed to receiving bids for West End Park. Mr. Schlitt opened a purchase order
and gave permission for a company to produce technical specs. Those specs are expected
by the end of January. A public hearing to present the plans for West End Park will
potentially be scheduled for the March meeting.
• Mr. Schlitt will continue to peruse the possibility of conducting a recreation and parks
survey as well as needs assessment.
5. New Business
a. CIP Budget
• Mr. Schlitt added 1.150 million in the FY 15 CIP for the Open Space
Acquisition. If we are informed that the bondable money will not be
bonded, then we should ask for Council to immediately replace the money
in the Open Space account.
• In FY 15 $100,000 is allocated for Master Park Implementation and
$100,000 for Howard E. Herman Stream Valley Park (HEHSVP).
• The HEHSVP will receive a stream restoration this spring and we will
have funding available to add features as well and complete the park
appropriately. This will include a bridge, pathway and complete invasive
plant removal.
• Funding for the George Mason turf field replacement is scheduled for FY
16. However, this project may be delayed due to decisions on the best use
of school property.
• In FY 17 $448,000 is currently allotted for Howard Herman Stream Valley
Park. Mr. O’Hara suggested we move $100,000 from FY 17 to FY 16 for
site plan design at HEHSVP.
6. Old Business
a. Open Space Report
• The Open space fund has approximately $1,150,000 in bond capacity and
no cash left through the end of the year. No bonds have been issued for
Open Space and it has not been included in the most recent bond
resolution. It will be in the Department’s best interest to try to obtain this
funding through future CIP efforts.
• The Advisory Board suggested asking for $2 million dollars for Open
Space Acquisition in FY 15 instead of the 1.150 million proposed.
• The goal is to maintain $2 million dollars at all times in the account. The
funding needs to be readily accessible, replenished when used, and
substantial enough to purchase property.

8. Adjournment
Mr. Selby moved to adjourn the meeting; Mr. O’Hara seconded the motion. Following a
unanimous voice vote, Ms. Chandler adjourned the meeting at 7:55 p.m.
