Regular Meeting of the Advisory Board of Recreation and Parks Held at the Falls Church Community Center 223 Little Falls Street, Falls Church, Virginia 22046 DRAFT Minutes October 7, 2015 1. Call to Order Mr. Selby called the meeting to order at 7:07 p.m. Members present were Kathy Chandler, Susan Kearny, Leslie Rye, Charley O’Hara and Steve Selby. Staff members present were Paul Stoddard, Principal Planner, Danny Schlitt, Director of Recreation & Parks, and Ashley Williams. 2. Receipt of Public Petitions and Board Member Petitions Mr. Selby asked if there were any petitions. There were none. 3. Minutes Mr. O’Hara motioned to approve the September 9th meeting minutes. Mrs. Kearny seconded the motion. Upon unanimous voice vote, the motion passed. 4. Recreation Director’s Report a) Taste of Falls Church: The Fall Festival was a great success this year with. There were many visitors that enjoyed the food and entertainment of the City. b) Farm Day: The department is in preparation for Farm Day. With hopes of cooperative weather, we are expecting a great turnout. c) Sports: We have experienced growth of 100 more participants this year, bringing the program to a total of approximately 1,000 participants. Football registration has decreased by 40 participants. Securing additional field space will soon be a significant need of the very near future. d) Hiring: The department will begin interviewing for the Teen Coordinator position soon. The Cherry Hill Farmhouse Coordinator position description is in the final stages of editing before being advertised. e) Hobby Classes: Community participation in classes has slightly decreased as revenue has plateaued. With recent position changes, there are plans to grow offerings and revenue by adding an early release Wednesday program to include bus transportation from the schools to the community center for participants. f) The West End Park grand reopening will take place this Sunday and will include a safety workshop by the Falls Church Volunteer Fire Department, a ribbon cutting ceremony to include the mayor, and a performance by local bmx and skateboarders. 5. New Business a) Election of Officers: Mr. O’Hara nominated Mr. Selby as Advisory Board Chair. Mrs. Chandler seconded the nomination and Mr. Selby accepted. Under unanimous vote Mr. Selby was elected as Chair. Mrs. Kearny nominated Mr. O’Hara as as Advisory Board Vice Chair. Dr. Rye seconded the nomination and Mr. O’Hara accepted. Under unanimous vote, he was elected as Vice Chair. b) Paper Streets: Information was presented by the Citizens Advisory Committee on Transportation in support of a Play Streets program in Falls Church. They have invited the advisory board to a work session to discuss implementation. c) Paul Stoddard, city developments: Mr. Stoddard presented information on the plans and progress of the development around the city to include the West Broad Small Area Plan, W&OD Park, Paper Streets, the Mini Park at Broad Street, and Mason Row. He is scheduled to return February 3, 2016 to discuss a plan of action for the small area. Motion: In the case of the Mason Row developers voluntary concessions, Mr. O’Hara moves that voluntary concessions be made based on the previously approved formula that was drafted with the calculations suggested by the EDA. He also motioned to remove the words “in the immediate area” to allow that voluntary concessions be made available to all CITY parks. Mrs. Chandler seconded the motion. Under unanimous vote, the motion was approved. Motion: In regards to the Mason Row development, Mrs. Chandler motioned that a request be made to add public restrooms to the plans within the vicinity of the “Town Green” area in the Mason Row development. Mr. O’Hara seconded the motion. Under unanimous vote, the motion was approved. 6. Old Business Park project updates: Discussions have begun regarding the placement of ADA playground equipment in Cherry Hill Park and adding handicap accessible parking. 7. Adjournment Mrs. Kearny motioned to adjourn the meeting; Mrs. Chandler seconded the motion.
