STUDY SESSION Mayor Glancy called the Study Session Meeting to order at 4:00 p.m. Mayor Pro Tem Fuller was in attendance for the Study Session Meeting but left prior to the start of the Regular Session Meeting due to illness. A.2 Receive an update from Fred Hill with Solutions for Local Control on issues in the upcoming legislative session. Fred Hill provided a brief update on issues affecting cities in the upcoming legislative session. A.3 Receive a presentation regarding the potential of beer and wine sales for off-premise consumption within the City. Andy Gillies, Director of Planning, gave a presentation regarding regulations relating to potential beer and wine sales for off-premise consumption in Farmers Branch. The consensus of the City Council was to establish an alcohol sales overlay district. Mr. Gillies will draft a proposal for the overlay district, which will be brought for approval at a future meeting. A.4 Receive an update regarding on-street parking in residential neighborhoods and provide direction regarding desired process. The consensus of the City Council was to continue seeking neighborhood input. Mayor Glancy read agenda item J.1 for Executive Session. The Study Session Meeting ended at 5:17 p.m. The City Council took a short break. J. EXECUTIVE SESSION The City Council convened into Executive Session at 5:31 p.m. J.1 Discuss economic development incentives - Texas Government Code Section 551.087: Consider incentives for the relocation of a construction company. The City Council concluded Executive Session at 5:49 p.m. K. THE CITY COUNCIL RECONVENES INTO OPEN SESSION Consider necessary action on items discussed in the Executive Session. The City Council reconvened into Open Session at 5:50 p.m. The following motion was made relating to Agenda Item J.1: Motion by Mayor Pro Tem Fuller, seconded by Deputy Mayor Pro Tem Connally, to authorize the City Manager to negotiate and execute an economic development agreement with Centurion American Development Group for 1750 Valley View to provide: annual property tax grant for five (5) years equal to 50% of the property taxes for the incremental increase of improvement only valuation with base year January 1, 2015 and a $25,000 cash grant upon certificate of occupancy provided Centurion acquires 1750 Valley View, Farmers Branch, 75234, relocates existing companies to site: Crescent Homes, Sienna Homes, Centurion American Construction Group, Centurion American Development Group, Creative Touch Interiors, Sendera Title with 100+ employees, and a $250,000 capital investment, and an additional cash grant of $25,000 when the building is 90% occupied. The motion passed unanimously. B. INVOCATION & PLEDGE OF ALLEGIANCE Mayor Glancy called the Regular Session Meeting to order at 6:30 p.m. Council Member Froehlich gave the Invocation a Deputy Mayor Pro Tem Connally led the Pledge of Allegiance. C. CEREMONIAL ITEMS There were no Ceremonial Items on the agenda. D. REPORT ON STUDY SESSION ITEMS Council Member Robinson reported on the following: Update from Fred Hill with Solutions for Local Control - Mr. Hill provided a brief update on issues affecting cities in the upcoming legislative session . ITEMS OF COMMUNITY INTEREST Council Member Froehlich reported the City received the Texas Comptroller Office Platinum Award for financial transparency. Topics presented for the City Manager's Report included: 12 Noon Jazz Unit - Brookhaven College's jazz ensemble will hold an outdoor concert on Saturday, April 5 at the Manske Library Amphitheater at 3:00 p.m.; free admission CityWide CleanUp Day - to be held on April 12 at Oran Good Park from 9:00 a.m. until 12 noon; services will include electronics recycling, document shredding, medication disposal; special this year will be household chemical collection by Dallas County Date Night - to be held on April 12 at the Historical Park; gates open at 6:30 p.m.; music from "Prophets & Outlaws" at 7:00 p.m.; food trucks will be available throughout the event; outdoor movie, "Delivery Man" will begin at dusk; event is free and open to the public Mid-Year Budget Workshop - to be held in advance of the regular Study Session meeting on Tuesday, April 15 at 3:00 p.m. in the Council Chambers Free Tax Help from AARP - available on Tuesdays from 10:00 a.m. until 2:00 p.m. at the Senior Center and from 1:00 p.m. until 7:00 p.m. at the Manske Library through April 15 F. CITIZEN COMMENTS The following person spoke: Bob Phelps (12705 Epps Field) - reported Ray Hutchison, husband of Senator Kay Bailey Hutchison had passed away; Mayor Glancy directed staff to send flowers G. CONSENT AGENDA Approval of the Consent Agenda A motion was made by Deputy Mayor Pro Tem Connally, seconded by Council Member Froehlich, to approve the Consent Agenda. The Minutes were approved. H. PUBLIC HEARINGS H.1 Conduct a public hearing and consider adopting Ordinance No. 3275, a request from Five Star Convenience Stores for an amendment to a Specific Use Permit for a gasoline service station and associated Site Plan located at 2904 Valley View Lane. This site is located within the Planned Development No. 29 (PD-29) zoning district. Andy Gillies, Director of Planning, reported the applicant would like to expand its current retail business by adding 1,220 square feet of additional building space to the existing structure, for a total area of 3,182 square feet. The existing building would remain in place with lease space on the western and eastern side. Additional parking, new landscaping, signage, and facade are also proposed. Mayor Glancy opened the public hearing. The applicant spoke regarding the project. No one else wished to speak; Mayor Glancy closed the public hearing. A motion was made by Council Member Robinson, seconded by Council Member Reyes, that this Ordinance be adopted. The motion carried by the following vote: Aye: 4- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes H.2 Conduct a public hearing and consider adopting Ordinance No. 3276, a request from the Westwood School for a Specific Use Permit allowing a private school located at 12400 Ford Road. An associated Site Plan is included with this Specific Use request. This site is located within the Planned Development No. 74 (PD-74) zoning district. Andy Gillies, Director of Planning, reported the applicant is proposing to use the existing footprint. The project would include a complete internal redesign and improvements to the exterior. The applicant was present for the meeting. Mayor Glancy opened the public hearing. REGULAR AGENDA ITEMS I.1 Receive a report and consider recommendations of the Curbside Recycling Committee. Curbside Recycling Committee member Robert ter Kuile reported the Committee recommends a Curbside Recycling Program that includes: Once per week pick up for single family homes Use of 95 gallon roll-out style recycling storage totes Fee of $3/per month per household City Wide Education Campaign Mr. ter Kuile reported there is a future opportunity for the inclusion of multi-family residents. Council Member Froehlich voiced concern about the monthly fee. He suggested residents over 65, or residents with a disability, have the option to opt out. Council Member Reyes asked if the Recycling Committee could research and come back with a proposal to address the concerns. Resident John Wells (13521 Heartside) suggested using green bags for recycling instead of totes. A motion was made by Council Member Reyes, seconded by Council Member Robinson, that this Report be tabled for further study. The motion carried by the following vote: Nay: 1- Deputy Mayor Pro Tem Connally Aye: 3- Council Member Robinson, Council Member Froehlich and Council Member Reyes I.2 Consider approving Resolution No. 2014-028 relating to the giving of notice of intention to issue City of Farmers Branch, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2014 in an amount not to exceed $2,000,000; declaring intent to reimburse certain prior capital costs; providing an effective date and take appropriate action. Charles Cox, Managing Director, reported the certificates of obligation will be for the purpose of paying contractual obligations to be incurred for acquisition, equipping or constructing of a joint public safety dispatch, communications and training facilities; and paying for professional services of attorneys, financial advisors and other professionals in connection with the project and the issuance of the Certificates. The Certificates are expected to be issued with a ten year maturity which is estimated to result in a 0.6 cent property tax rate increase. A motion was made by Council Member Reyes, seconded by Council Member Robinson, that this Resolution be approved. The motion carried by the following vote: Aye: 4- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes I.3 Consider approving Resolution No. 2014-029 authorizing the City Manager to sign an Interlocal Agreement with the Town of Addison, City of Carrollton, and City of Coppell regarding a City of Farmers Branch Page 5 City Council Meeting Minutes - Final April 1, 2014 contract for professional consulting services with iXP Corporation relating to the construction, management, and operation of a consolidated public safety dispatch center and take appropriate action. Fire Chief Steve Parker provided background information on the project and proposed interlocal agreement. A motion was made by Deputy Mayor Pro Tem Connally, seconded by Council Member Froehlich, that this Resolution be approved.
