Farmers Branch, TX 75234 Meeting Minutes - Final City Council Tuesday, May 6, 2014 6:30 PM Council Chambers Study Session Meeting to be held at 4:00 PM in the Study Session Room A. STUDY SESSION Mayor Glancy called the Study Session Meeting to order at 4:02 p.m. Absent: 1 - Council Member Ben Robinson Presiding: 1 - Mayor William P. Glancy Present: 4 - Mayor Pro Tem Jeff Fuller, Deputy Mayor Pro Tem Kirk Connally, Council Member Harold Froehlich and Council Member Ana Reyes Staff: 15 - Gary D. Greer City Manager, Peter G. No items were discussed. Council Member Froehlich requested a future agenda item to discuss paving of alleys. City Manager Gary D. Greer reported he recently met with City Administration on this and stated this will be on an upcoming agenda. A.2 Receive a presentation of the regulations regarding political signs. Building Official Jim Olk gave an update regarding political signs , which included state law information, sign ordinance information, placement of signs, public property/private property, simple standards, enforcement, and recent legislation. The consensus of the City Council is to leave the regulations as is. The Study Session Meeting ended at 4:33 p.m. B. INVOCATION & PLEDGE OF ALLEGIANCE Mayor Glancy called the Regular Meeting to order at 6:30 p.m. Deputy Mayor Pro Tem Connally gave the Invocation and Council Member Reyes led the Pledge of Allegiance. CEREMONIAL ITEMS C.1 Presentation of Platinum Leadership Circle Award for Financial Transparency by the Texas Comptroller of Public Accounts. On behalf of the City, Managing Director Charles Cox received the Platinum Leadership Circle Award for Financial Transparency by the Texas Comptroller of Public Accounts. C.2 Consider proclaiming May 2014 as Older Americans Month in Farmers Branch and take appropriate action. Mayor Glancy presented a proclamation celebrating May as Older Americans Month to Katie Roberts, Chairperson of the Senior Advisory Board. Members of the Senior Advisory Board were also in attendance. D. REPORT ON STUDY SESSION ITEMS Council Member Froehlich reported on the following: Political Sign Regulations - City Administration gave an update regarding political signs, which included state law information, sign ordinance information, placement of signs, public property/private property, simple standards, enforcement, and recent legislation. The consensus of the City Council is to leave the regulations as is. E. ITEMS OF COMMUNITY INTEREST Council Member Froehlich reported early voting ends today; election day is May 10, 2014 from 7:00 a.m. until 7:00 p.m. Mayor Glancy reported he heard what a great Fishin' Fun event was held this past weekend. Topics reported for the City Manager's Report included: Liberty Fest presents Stars and Strings - to be held on Saturday, May 24 at the Historical Park featuring the Dallas Symphony Orchestra; gates open at 6:30 p.m., free admission, food trucks, beer and wine, bounce houses and face painting with a spectacular fireworks finale Star Party - May 6 at the Historical Park; volunteers for the Texas Astronomical Society with high-powered telescopes will be in attendance; free admission, event is from dusk until around 9:00 p.m. Rabid Wild Animals - there have been 2 confirmed cases in the past few weeks; all residents are encouraged to avoid contact with wild animals; be sure all pets are up to date on rabies vaccinations Election Day - will be Saturday, May 10, 2014 from 7 a.m. until 7 p.m.; election information is available on the City's website; also available is a utility to find precinct number and polling locations by address; unofficial results will be posted on City media Saturday night as it becomes available City offices will be closed on Monday, May 26 in observance of Memorial Day; the Community Recreation Center and Historical Park are the only facilities open, which will be from 8:00 a.m. to 5:00 p.m.; no garbage collection on Memorial Day City of Farmers Branch Page 2 City Council Meeting Minutes - Final May 6, 2014 F. CITIZEN COMMENTS No one wished to speak. G. CONSENT AGENDA Approval of the Consent Agenda A motion was made by Mayor Pro Tem Fuller, seconded by Deputy Mayor Pro Tem Connally, to approve Consent Agenda Items G.1 through G.3. The motion carried by the following vote: Aye: 4- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Froehlich and Council Member Reyes G.1 Consider approval of minutes of the City Council meeting held on April 15, 2014 and take appropriate action. The Minutes were approved. G.2 Consider approving Resolution No. 2014-035 authorizing the submission of an application to Dallas County for the 2014 Fiscal Year of the Dallas County Community Development Block Grant project and take appropriate action. This Resolution was approved. G.3 Discuss and consider amending the incentive package for Centurion American Development Group and take appropriate action. This Agreement was approved. H. PUBLIC HEARINGS There were no Public Hearing items on the agenda. I. REGULAR AGENDA ITEMS I.1 Receive a presentation from Time Warner Cable regarding cable services in Farmers Branch. Mr. Steve Dboskin of Time Warner Cable were present to give a brief update on services offered in Farmers Branch. Services included video, internet, phone, and home security - intelligent home. I.2 Consider approving Resolution No. 2014-030 awarding a unit price contract for the Fiscal Year 2013-2014 Street Resurfacing Project to Jim Bowman Construction Company, LP; and take appropriate action. City of Farmers Branch Page 3 City Council Meeting Minutes - Final May 6, 2014 Director of Public Works Randy Walhood reported the project includes Templeton Trail from Valley View to Myra, Golfing Green from Josey to Longmeade, Montvale from Josey to Brandywine and Apple Valley from Pebble Beach to the south end . A motion was made by Council Member Reyes, seconded by Deputy Mayor Pro Tem Connally, that this Resolution be approved. The motion carried by the following vote: Aye: 4- Mayor Pro Tem Fuller, Deputy Mayor Pro Tem Connally, Council Member Froehlich and Council Member Reyes I.3 Consider approving Resolution No. 2014-036 authorizing execution of a Residential Demolition/Rebuild Program Incentive Agreement for the residence located at 2711 Mount View and take appropriate action. Economic Development Manager Allison Cook reported the project includes demolition and construction of a new single-family detached residential dwelling. The current improvement value is approximately $27,980 and the estimated value of the new dwelling will be $290,000. Council Member Froehlich requested an aerial map also be included in the back up information. J. EXECUTIVE SESSION No items were discussed. L. ADJOURNMENT A motion was made by Council Member Froehlich, seconded by Mayor Pro Tem Fuller, that this Meeting be adjourned. Farmers Branch, TX 75234 Meeting Agenda - Final City Council Tuesday, May 6, 2014 6:30 PM Council Chambers Study Session Meeting to be held at 4:00 PM in the Study Session Room Hard copies of the full City Council agenda packet are accessible prior to every regularly scheduled Tuesday Council meeting according to the following locations and schedule : 1) Manske Library on the Saturday prior to the meeting 2) Justice Center on the Friday evening prior to the meeting 3) City Hall on the day of the meeting Additionally, the agenda packet is available for download from the City’s web site at www.farmersbranchtx.gov after 10 a.m. on the day of every regularly scheduled City Council meeting. This download may be accessed from any computer with Internet access, including computers at the Manske Library and in the lobby of City Hall. As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be convened into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on any agenda item listed herein. Any individual who wishes to speak on an agenda item should fill out a Registration Form for Appearance before City Council (located in the back of the Council Chambers) and submit the completed card to the City Secretary or City Administration prior to the start of the City Council meeting. Those individuals will be recognized during the meeting at the time the agenda item is presented. ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code the City Council may report on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming city events, 5) information about community events and 6) announcements involving an imminent threat to public health and safety. F. CITIZEN COMMENTS The City Council invites citizens to speak to the City Council on any subject not listed on the City Council agenda. Any person who desires to address the City Council on such item shall complete and submit a Citizen Comments Registration Card to the City Secretary or City Administration prior to the start of the City Council meeting. Those individuals will be recognized by the Mayor during the meeting at the time the Citizen Comments Section is reached. When your name is called please approach the speaker's podium in the center of the Council Chambers, state your name and address for the record, and discuss the specific subject or topic of interest. Please direct your comments to the Mayor. Each speaker will be limited to three (3) minutes. Speaker time may not be shared with, or reserved for, other speakers. The City Council may not take specific action on any subject raised by a speaker during Citizen Comments. The City Council may: have the item placed on a future agenda for action; refer the item to the City Manager and/or staff for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. I.2 R2014-030 Consider approving Resolution No. 2014-030 awarding a unit price contract for the Fiscal Year 2013-2014 Street Resurfacing Project to Jim Bowman Construction Company, LP; and take appropriate action. I.3 R2014-036 Consider approving Resolution No. 2014-036 authorizing execution of a Residential Demolition/Rebuild Program Incentive Agreement for the residence located at 2711 Mount View and take appropriate action. The Mayor announces that the items of the agenda for the Regular Session have been concluded. After a short recess, the meeting will convene for items in the Executive Session. The meeting will then reconvene into open Regular Session after the items have been discussed in the Executive Session to consider any necessary action. The City Council may convene into closed Executive Session for any of the Executive Session items listed below at anytime during the City Council Study Session or the City Council Regular Meeting. J. EXECUTIVE SESSION K. THE CITY COUNCIL RECONVENES INTO OPEN SESSION Consider necessary action on items discussed in the Executive Session. L. ADJOURNMENT Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are available at the main entrance facing William Dodson Parkway.
