Special Meeting
Mayor Glancy called the meeting to order at 6:30 p.m.
Presiding: 1 - Mayor William P. Glancy
Present: 5 - Deputy Mayor Pro Tem Kirk Connally, Council Member Ben Robinson,
Council Member Harold Froehlich, Council Member Ana Reyes and Mayor
Pro Tem Jeff Fuller
A. INVOCATION & PLEDGE OF ALLEGIANCE
Brother Eddy Ketchersid from The Branch gave the Invocation and Mayor Glancy led
the Pledge of Allegiance.
B. CONSENT AGENDA
Approval of the Consent Agenda
A motion was made by Mayor Pro Tem Fuller, seconded by Council Member
Reyes, to approve the Consent Agenda. The motion carried by the following
vote:
Aye: 5- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council
Member Froehlich, Council Member Reyes and Mayor Pro Tem Fuller
B.1 Consider approving Resolution No. 2014-059 authorizing the
submission of an amended project application to Dallas County
for the 2014 Fiscal Year of the Dallas County Community
Development Block Grant project; repealing Resolution No.
2014-035; and take appropriate action.
This Resolution was approved.
C. CEREMONIAL ITEMS
C.1 Consider approving Resolution No. 2014-058 canvassing the
election returns of the June 21, 2014 Runoff Election for Mayor
and City Council District 2 and take appropriate action, including
swearing in of duly elected City Council members.

The official canvass, made and certified by Mayor Glancy for the City of Farmers
Branch, Texas, of the returns of the runoff election held on June 21, 2014 for the
purpose of electing a Mayor and a Council Member District 2, as reflected by the
results shown below:

A motion was made by Deputy Mayor Pro Tem Connally, seconded by Council
Member Robinson, that this Resolution be approved. The motion carried by the
following vote:
Aye: 5- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council
Member Froehlich, Council Member Reyes and Mayor Pro Tem Fuller
The Oath of Office for Harold Froehlich as City Council Member for District 2 was
administered by Mayor Glancy. The Oath of Office for Bob Phelps as Mayor was
administered by Judge Bruce Woody. Newly appointed Mayor Phelps and Council
Member Froehlich took their seat at the dais.
C.2 Elect a City Council Member to serve as Mayor Pro Tem and
Deputy Mayor Pro Tem.
Motion by Deputy Mayor Pro Tem Connally, seconded by Council Member
Reyes, for Jeff Fuller to serve at Mayor Pro Tem. Motion passed with all ayes.

Motion by Council Member Reyes; seconded by Mayor Pro Tem Fuller, for Kirk
Connally to serve as Deputy Mayor Pro Tem. Motion passed with all ayes.
C.3 Reception for newly elected Mayor Bob Phelps and City Council
Member, District 2, Harold Froehlich.
Meeting attendees were asked to attend a reception honoring the newly elected city
officials.
Mayor Phelps read the agenda for Executive Session item D.1. City Council took a
recess at 6:47 p.m.
D. EXECUTIVE SESSION
The City Council convened into Executive at 7:25 p.m.
D.1 Discuss personnel matters - Texas Government Code Section
551.074:
Discussion of a resident’s concern related to ethical conduct of a
Council representative.
The City Council concluded Executive Session at 8:31 p.m.
E. THE CITY COUNCIL RECONVENES INTO OPEN SESSION
Consider necessary action on items discussed in the Executive Session.
Mayor Phelps called Open Session to order at 8:34 p.m. Mayor Phelps announced
Mayor Pro Tem Fuller had recused himself from Executive Session.
No action was taken as a result of Executive Session.
F. ADJOURNMENT
A motion was made by Council Member Robinson, seconded by Council
Member Froehlich, that this Meeting be adjourned. The motion carried by the
following vote:
Aye: 5- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council
Member Froehlich, Council Member Reyes and Mayor Pro Tem Fuller
The City Council Meeting ended at 8:35 p.m.

Special Meeting
Hard copies of the full City Council agenda packet are accessible according to the following
locations and schedule:
1) Manske Library on the Saturday prior to the meeting
2) Justice Center on the Friday evening prior to the meeting
3) City Hall on the day of the meeting
Additionally, the agenda packet is available for download from the City’s web site at
www.farmersbranchtx.gov after 10 a.m. on the day of every regularly scheduled City Council
meeting. This download may be accessed from any computer with Internet access, including
computers at the Manske Library and in the lobby of City Hall.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.

The Mayor announces that the items of the agenda for the open session have been
concluded. After a short recess, the meeting will convene for items in the Executive Session.
The meeting will then reconvene into open session after the items have been discussed in
the Executive Session to consider any necessary action.
The City Council may convene into closed Executive Session for any of the Executive
Session items listed below at anytime during the City Council Meeting.

Farmers Branch City Hall is wheelchair accessible. Access to the building and special
parking are available at the main entrance facing William Dodson Parkway. Persons with
disabilities planing to attend this meeting who are deaf, hearing impaired or who may need
auxiliary aids such as sign interpreters or large print, are requested to contact the City
Secretary at (972) 919-2503 at least 72 hours prior to the meeting.
