STUDY SESSION Mayor Phelps called the Study Session Meeting to order at 3:00 pm. NOTE - Mayor Pro Tem Fuller arrived at 3:12 pm. There was no discussion on this item. A.2 Discuss the City Manager's balanced budget and organizational funding requests related to the adoption of the Farmers Branch 2014-15 fiscal year budget. A short video regarding neighborhood revitalization was presented. Managing Director Charles Cox presented highlights of the proposed budget. Also included in the presentation were major revenue trends, property tax rate, neighborhood revitalization, proposed fee increases, water & sewer rate, stormwater/drainage utility fee, major expenditure trends, minor funds & capital improvement funds, and organizational funding requests. After discussion relating to the organizational funding requests, the consensus of the City of Farmers Branch Page 1 City Council Meeting Minutes - Final August 19, 2014 City Council was to provide $150,000 to Metrocrest Social Services and to leave funding for the other organizations as it was in last year's budget. The City Council took a short break at 4:59 pm and resumed the Study Session Meeting at 5:12 pm. A.3 Discuss a new Residential Revitalization Incentive Program. Managing Director John Land presented information on two potential program enhancements. City Council directed Administration to bring forth a resolution that includes the option of both program enhancements. A.4 Discuss changing the date of the October 7, 2014 City Council meeting due to a conflict with National Night Out. The City Council changed the date of their Tuesday, October 7, 2014 meeting to Monday, October 6, 2014. Mayor Phelps read the agenda for Executive Session Item J.1. The Study Session Meeting concluded at 5:41 pm. J. EXECUTIVE SESSION The City Council convened into Executive Session at 5:42 pm. J.1 Discuss land acquisitions - Texas Government Code Section 551.072: Discuss the purchase, sale, exchange, lease or value of real property in the area generally bounded by I-35, Valwood Parkway, Marsh Lane, and I-635. The City Council concluded Executive Session at 5:53 pm. B. INVOCATION & PLEDGE OF ALLEGIANCE Mayor Phelps called the Regular Session Meeting to order at 6:30 pm. Council Member Robinson gave the Invocation and Mayor Pro Tem Fuller led the Pledge of Allegiance. C. CEREMONIAL ITEMS C.1 Consider accepting a donation from the Carrollton-Farmers Branch Soccer Association and take appropriate action. Mr. Tommy Ellis representing CFBSA presented a donation of $500 to the City. A motion was made by Mayor Pro Tem Fuller, seconded by Council Member Froehlich, that this Donation be accepted. Fire Chief Parker and Fire Fighter/Paramedic Kyle Green, President of the Fire Fighters Association, presented proceeds from the "Fill the Boot" fundraising campaign to representatives from the MDA in the amount of $14,150.26. D. REPORT ON STUDY SESSION ITEMS Deputy Mayor Pro Tem Connally reported on the following: Budget Workshop - There will be a public hearings at tonight's meeting regarding the budget. City Administration presented highlights of the proposed budget. Also included in the presentation were organizational funding requests, major revenue trends, property tax rate, neighborhood revitalization, proposed fee increases, water & sewer rate, stormwater/drainage utility fee, major expenditure trends, and minor funds & capital improvement funds. Change Date of October Council Meeting - Due to a conflict with National Night Out, the date of the 1st meeting in October has been changed from Tuesday, October 7, 2014 to Monday, October 6, 2014. E. ITEMS OF COMMUNITY INTEREST Items presented for the City Manager's Report included: West Nile Virus - due to the combination of the extraordinarily wet summer, combined with the August heat, the conditions that promote mosquito-breeding have never been higher; as a result, during the past two weeks, four mosquito traps have produced samples that tested positive for West Nile Virus; these are the first positive mosquito tests we have had in two years; we are spraying those areas but urging residents to take precautions to eliminate those mosquito breeding zones Labor Day Hours - most City offices and facilities will be closed on Monday, September 1; the Community Recreation Center and Historical Park will both be open from 8:00 am to 5:00 pm; there will be no garbage collection Mark Your Calendars for the following: September 6 - Library Outdoor Movie: "E.T. - The Extra-Terrestrial" September 13 - Health & Wellness Expo and Library Outdoor Movie: "National Treasure" September 20 - Library Outdoor Movie: "The Amazing Spider-Man 2" September 27 - Movie in the Park at the Recreation Center: "Mary Poppins" F. CONSENT AGENDA Approval of the Consent Agenda A motion was made by Mayor Pro Tem Connally, seconded by Council Member Froehlich, to approve the Consent Agenda Items G.1 and G.2. The motion carried by the following vote: Aye: 4- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Mayor Pro Tem Fuller G.1 Consider approval of minutes of the City Council meetings held on July 24, 2014 and August 5, 2014, and take appropriate action. The Minutes were approved. G.2 Consider adopting Ordinance No. 3295 amending the City of Farmers Branch Code of Ordinances, Chapter 82, Traffic and Vehicles, Article II, Division 6, Section 82-95, amending No Parking Zones on portions of Venture Drive and Galleria Place; and take appropriate action. This Ordinance was adopted. H. PUBLIC HEARINGS H.1 Conduct a public hearing to consider adopting a 62.41-cent property tax rate on September 16, 2014, and take appropriate action. Mayor Phelps opened the public hearing. No one wished to speak; Mayor Phelps closed the public hearing. I. REGULAR AGENDA ITEMS I.1 Receive a presentation from Dallas Area Rapid Transit (DART). Ms. Faye Moses-Wilkins presented an update on DART services in Farmers Branch. She also announced the Orange Line Extension, which is a new service being offered that provides service to the DFW Airport. I.2 Consider adopting Ordinance No. 3296 relating to the appointment of Alternate Municipal Court Judges for the City of Farmers Branch and take appropriate action. Council Member Froehlich reported there were other resumes that he would like the Council to review before making a decision on Alternate Municipal Court Judges. A motion was made by Council Member Robinson, seconded by Mayor Pro Tem Fuller, that this Ordinance be adopted. The motion carried by the following vote: City of Farmers Branch Page 4 City Council Meeting Minutes - Final August 19, 2014 Nay: 1- Council Member Froehlich Aye: 3- Deputy Mayor Pro Tem Connally, Council Member Robinson and Mayor Pro Tem Fuller I.3 Receive an update on the Farmers Branch Aquatics Center project and consider naming the natatorium “The Margaret Young Natatorium” and take appropriate action. Miklos Valdez, Aquatic Manager, presented a site plan of the outdoor facility, along with a rendering of the indoor facility, play structure, and water slides. He also showed photos of the recent construction. Mr. Valdez also provided background on the Don Showman pool, which has been referred to as the "frog pool" and how this played a role in the proposed mascots and logo. A motion was made by Mayor Pro Tem Fuller, seconded by Council Member Robinson, to name the natatorium "The Margaret Young Natatorium". The motion carried by the following vote: Aye: 4- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Mayor Pro Tem Fuller K. Consider necessary action on items discussed in the Executive Session. The following motions were made on Agenda Item J.1: Motion by Council Member Robinson, seconded by Deputy Mayor Pro Tem Connally, having received the report of the Chief Building Official, that the building at 3021 Primrose be declared a dangerous structure and that the City Manager be authorized to take such action on behalf of the City as may be reasonable and necessary to purchase Lot 14, Block A, Valley View Estates No. 3, an addition to the City of Farmers Branch, Dallas County, Texas, for a purchase price not to exceed $110,000 plus standard closing and acquisition costs and to sign, or authorize the City's agent to sign, such other agreements, documents, and any amendments thereto, as the City Manager, in consultation with the City Attorney, deems reasonable and necessary with respect to the closing of said transaction. The motion passed with all ayes. Motion by Council Member Froehlich, seconded by Mayor Pro Tem Fuller, that the City Manager be authorized to negotiate and sign contracts and such other documents that are reasonable and necessary with the Farmers Branch Local Government Corporation to sell to Marti G. Musso and wife Mary S. Musso, the property described as Lot 6, block 3, Valley View Estates No. 2, City of Farmers Branch, Texas, more commonly known as 2965 Eric Lane. The motion passed with all ayes. L. ADJOURNMENT A motion was made by Council Member Froehlich, seconded by Council Member Robinson, that this be adjourned.
