STUDY SESSION Mayor Phelps called the Study Session Meeting to order at 4:01 pm. Note - Managing Director John Land arrived at 4:57 pm. (H.1) - Council Member Froehlich asked if the proposed outdoor storage area would be visible. Planning Director Andy Gillies stated it would be screened by a masonry wall. (I.4) - Council Member Reyes asked if the radios would be used by all departments. Fire Chief Steve Parker reported they would only be used by the Fire Department. A.2 Receive a presentation from the Police and Fire Departments relating to their Public Safety Outreach Programs. Wendi Kimpton and Jason Shelby, Fire Department, and Eric Stokes, Police Department, presented an overview of the public education and outreach programs that are delivered to the youth of Farmers Branch. A.3 Receive an update on the conceptual planning of the Service Center Project. Fleet and Facilities Director presented an update on conceptual planning of the Service Center Project. A split site plan is being proposed; the existing site, which includes 5.67 acres would be used by Public Works, and 4.3 acres located at the Keenan Bridge would be used by Fleet Maintenance and the Parks & Recreation Department. INVOCATION & PLEDGE OF ALLEGIANCE Mayor Phelps called the meeting to order at 6:00 pm. Deputy Mayor Pro Tem Connally gave the Invocation and Council Member Froehlich led the Pledge of Allegiance. C. CEREMONIAL ITEMS C.1 Recognition of Katie Roberts for over 24 years of service to the senior community. Mayor Phelps presented a plaque to Katie for her voluntary efforts and dedication to the senior community. D. REPORT ON STUDY SESSION ITEMS Council Member Robinson reported on the following: Fire and Police Department Public Safety Outreach Program for Youth - Members of the Fire Department and Police Department presented an overview of the public education and outreach programs that are delivered to the youth of Farmers Branch. Update on conceptual planning of the Service Center Project - City Administration presented an update on conceptual planning of the Service Center Project. A split site plan is being proposed; the existing site, which includes 5.67 acres would be used by Public Works, and 4.3 acres located at the Keenan Bridge would be used by Fleet Maintenance and the Parks & Recreation Department. E. CITY MANAGER'S REPORT AND ITEMS OF COMMUNITY INTEREST Topics for the City Manager's Report included: Garbage Sack Delivery - the annual delivery of garbage sacks for 2015 was completed today Camping Under the Stars - the Spring edition of "Camping Under the Stars" at the Historical Park is planned for Saturday, March 14 into Sunday, March 15; registration begins February 2 and requires a $50 fee for each campsite Egyptology Session - while the Rollin Phipps collection on ancient Egypt continues to grace the Manske Library gallery this month, Mr. Phipps will be in house at the Library on Saturday, January 24 at 1:00 pm for a demonstration on the ancient Egyptian process of mummification Daddy Daughter Dance - to be held on Saturday, February 7, from 6 until 8 pm at the Community Recreation Center; there will be a DJ for dancing, face painting, a keepsake photo, cookies, punch and coffee; advance tickets are $5 each and are available through February 7; all tickets are $10 at the door Staff Notes - the Fire Department's Logistics Coordinator, Ken Muzalewski, has retired after nearly 24 years of service to the City; Police Chief Fuller has promoted three veteran officers to new positions, so, congratulations to Corporal Matt McCain, Sergeant Terry Eoff, and Lieutenant Erik Stokes City of Farmers Branch Page 2 City Council Meeting Minutes - Final January 20, 2015 F. CONSENT AGENDA Approval of the Consent Agenda A motion was made by Deputy Mayor Pro Tem Connally, seconded by Mayor Pro Tem Fuller, to approve the Consent Agenda as presented. The motion carried by the following vote: Aye: 5- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich, Council Member Reyes and Mayor Pro Tem Fuller G.1 Consider approval of the minutes of the City Council meeting held on January 6, 2015 and take appropriate action. The Minutes were approved. G.2 Consider excusing the absence of Mayor Pro Tem Jeff Fuller at the January 6, 2015 City Council meeting and take appropriate action. This Procedural Item was approved. G.3 Consider adopting Ordinance No. 3315 granting a Four Year Interim Specific Use Permit allowing a Special Event Center (Banquet Hall) at 13435 Bee Street, Suite Two, and take appropriate action. This Ordinance was adopted. G.4 Consider approving Resolution No. 2015-007 adopting the North Central Texas Council of Governments Clean Fleet Policy, and take appropriate action. This Resolution was approved. H. PUBLIC HEARINGS H.1 Conduct a public hearing and consider adopting Ordinance No. 3317 granting a Five Year, Interim Specific Use Permit for general automotive repair and outdoor storage for the property located at 2410 Valwood Parkway and take appropriate action. Planning Director Andy Gillies reported NTX Autos proposes establishing a motor vehicle repair business with associated outdoor storage, installation of new signage, and landscaping improvements. No one wished to speak. A motion was made by Deputy Mayor Pro Tem Connally, seconded by Council Member Reyes, to close the public hearing and that this Ordinance be adopted. REGULAR AGENDA ITEMS I.1 Consider approving Resolution No. 2015-003 adopting the Comprehensive Annual Financial Report for the fiscal year ending September 30, 2014 as submitted by Grant Thornton, LLP, and take appropriate action. Ben Kohnle, Partner from Grant Thornton, presented the results of the Comprehensive Annual Financial Report. No material weaknesses or significant deficiencies were identified in relation to the financial statement audit. No changes to significant accounting policies were recommended, and policies continue to be appropriate and consistent with their application. A motion was made by Council Member Robinson, seconded by Council Member Froehlich, that this Resolution be approved. The motion carried by the following vote: Aye: 5- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich, Council Member Reyes and Mayor Pro Tem Fuller I.2 Consider approving Resolution No. 2015-004 amending a Site Plan of 2.2 acres for an existing motel located at 13235 Stemmons Freeway and take appropriate action. Mr. Gillies reported due to the future expansion of US Interstate 35 East, additional right-of-way is required along the western edge of the existing freeway, which will impact the existing Motel 6. Losing this much area will cause the motel to eliminate a substantial portion of one of the motel buildings, as well as entirely razing a freestanding restaurant. The motel is proposing to remodel, add a new ingress/egress, and to add new landscaping. A motion was made by Mayor Pro Tem Fuller, seconded by Deputy Mayor Pro Tem Connally, that this Resolution be approved. The motion carried by the following vote: Aye: 5- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich, Council Member Reyes and Mayor Pro Tem Fuller I.3 Consider approving Resolution No. 2015-005 for a Detailed Site Plan for Phase One of a development located on a 5.37 acre tract at the southwest corner of LBJ Freeway and Mira Lago Boulevard, more commonly known as 11771 Mira Lago Boulevard, and take appropriate action. Mr. Gillies reported the proposed Detailed Site Plan is for Phase One of a development that was approved last year. The four story multi-family building will contain an internal parking structure and 238 dwelling units. The motion carried by the following vote: Aye: 5- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich, Council Member Reyes and Mayor Pro Tem Fuller I.4 Consider approving Resolution No. 2015-008 authorizing the purchase of portable radios and associated equipment from Motorola through the Houston-Galveston Area Council of Government purchasing contract as part of the 800 MHz P-25 Public Safety Radio system project, and take appropriate action. Fire Chief Steve Parker reported the Fire Department needs ruggedized radios that can stand up to the wear, tear, high-heat and water conditions that are found during fighting a structure fire. A motion was made by Council Member Reyes, seconded by Council Member Froehlich, that this Resolution be approved.
