Farmers Branch City Hall City of Farmers Branch 13000 Wm Dodson Pkwy Farmers Branch, TX 75234 Meeting Minutes - Final City Council Tuesday, February 17, 2015 6:00 PM Council Chambers Study Session Meeting held at 4:00 PM in the Study Session Room A. STUDY SESSION Mayor Phelps called the meeting to order at 4:02 pm. NOTE - Mayor Pro Tem Fuller was in attendance for the Study Session Meeting, but not in attendance for the Regular Meeting. Absent: 1 - Mayor Pro Tem Jeff Fuller Presiding: 1 - Mayor Bob Phelps Present: 4 - Deputy Mayor Pro Tem Kirk Connally, Council Member Ben Robinson, Council Member Harold Froehlich and Council Member Ana Reyes Staff: 17 - Gary D. No items were discussed. A.2 Presentation by the City Attorney on frequently asked questions relating to open government. City Attorney Peter Smith provided a presentation on frequently asked questions about open government. A.3 Receive an update on the Aquatics Center construction progress. Miklos Valdez, Aquatics Manager, and Rachael Arroyo, Aquatics Supervisor, provided a construction update on the Aquatics Center. A.4 Receive an update regarding the Farmers Branch Manske Library. Bob Windrow, Vice President of Business Development, provided an update on the recent ownership change of LSSI. Managing Director John Land presented results of the 2014 Citizens Satisfaction Survey as it relates to the Library. Erica Brown, Library Board Chair, provided year to date information on library usage, programs, and materials. City of Farmers Branch Page 1 City Council Meeting Minutes - Final February 17, 2015 A.5 Discuss City Council meeting dates for the remainder of calendar year 2015. Due to a conflict with National Night Out, the consensus of the City Council was to change the 1st meeting date in October to October 5. Consensus was to also only hold one regular meeting in June, July, and December. Meeting dates will be: June 16, 2015 July 14, 2015 December 15, 2015 The Study Session Meeting concluded at 5:31 pm. B. INVOCATION & PLEDGE OF ALLEGIANCE Mayor Phelps called the meeting to order at 6:01 pm. He announced Mayor Pro Tem Fuller would not be in attendance for the Regular Session Meeting. Council Member Robinson gave the Invocation and led the Pledge of Allegiance. C. CEREMONIAL ITEMS C.1 Presentation of service award to Officer Jim Stephens for thirty years of service to the Farmers Branch Police Department. Mayor Phelps presented Officer Jim Stephens with his service award in honor of his 30 years of service with the City. C.2 Consider Board and Commission appointments and take appropriate action. A motion was made by Council Member Robinson, seconded by Deputy Mayor Pro Tem Connally, moving George Thomas Neil from his current Alternate position and appointing him to a regular position on the Senior Advisory Board. The motion passed unanimously. Deputy Mayor Pro Tem Connally, seconded by Council Member Robinson, appointing Tom Wooldridge to an Alternate position on the Senior Advisory Board. The motion passed unanimously. Council Member Froehlich, seconded by Council Member Reyes, appointing Nic Rady to the Community Watch Committee. The motion passed unanimously. D. REPORT ON STUDY SESSION ITEMS Council Member Robinson reported on the following: Open Government Questions - City Attorney Peter Smith provided a presentation on frequently asked questions about open government. Aquatics Center Update - City Administration provided a construction update on the Aquatics Center. Manske Library Update - Bob Windrow, Vice President Business Development, provided an update on the recent ownership change of LSSI. CITY MANAGER'S REPORT AND ITEMS OF COMMUNITY INTEREST Deputy Mayor Pro Tem Connally reported he had attended a performance of The Drowsy Chaperone at the Firehouse Theatre; he encouraged everyone to attend a performance Topics for the City Manager's Report included: Coffee with a Cop - to be held on Saturday, February 21 from 10 until 11 am at the Four Corners Cafe located in the shopping center on the northeast corner of Valley View and Josey; members of the Police Department will be there to meet and greet the public to entertain questions, comments, and concerns Church Bell - celebrating the 30th anniversary of the move that brought the Old Church from Renner, Texas, to the Historical Park AND celebrating the reuniting of the original bell with the Old Church, there will be a ceremony and reception on Thursday, February 19 at the Historical Park at 4:00 pm Vintage Baseball - the Farmer Branch Mustangs Vintage Baseball team is inviting all those interested to come out on Saturday, February 21 for a Spring Training event to find out more about how the great game was played in the 1860s; the event is from 1 until 4 pm and no previous sports experience, or talent, is required; contact the Historical park for further details F. CITIZEN COMMENTS Diane Graifemberg (13656 Janwood Lane) - with LSSI, who is operating our library for profit, being bought by an equity investment company, does this mean two companies are now vying for and making money on our library with money that is paid by the taxpayers G. CONSENT AGENDA Council Member Reyes requested Agenda Item G.3 be moved to the Regular Session Agenda. Approval of the Consent Agenda A motion was made by Council Member Reyes , seconded by Council Member Froehlich, to approve Consent Agenda Items G.1, G.2, and G.4. The motion carried by the following vote: Aye: 4- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes City of Farmers Branch Page 3 City Council Meeting Minutes - Final February 17, 2015 G.1 Consider approval of minutes of the City Council Retreat held on January 30, 2015, and the City Council meeting held on February 3, 2015; and take appropriate action. The Minutes were approved. G.2 Consider approving Resolution No. 2015-014 authorizing a contract with DFW Services, LLC for large water meter replacement at various locations, and take appropriate action. This Resolution was approved. G.4 Consider a request for final plat approval of Santos Addition, Lot 1, Block A for development as a small commercial business and take appropriate action. This Plat was approved. H. PUBLIC HEARINGS There were no Public Hearing items on the agenda. I. REGULAR AGENDA ITEMS I.1 Receive a presentation regarding AT&T’s plans for providing faster broadband service to Farmers Branch residents. Mr. Fred Maldonado, Jr., AT&T Regional Director of External Affairs, gave a presentation regarding plans for providing faster broadband service to Farmers Branch residents. I.2 Receive a presentation of the Police Traffic Stop Data Analysis Report for calendar year 2014 as required by the Texas Code of Criminal Procedure Section 2.132. Police Chief Sid Fuller presented the 2014 Traffic Stop Data Analysis Report. I.3 Consider adopting Ordinance No. 3319 ordering a General Election to be held on May 9, 2015 for the purpose of electing members of the City Council for District 3 and District 5, and take appropriate action. A motion was made by Council Member Froehlich, seconded by Deputy Mayor Pro Tem Connally, that this Ordinance be adopted. The motion carried by the following vote: Aye: 4- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes I.4 Consider approving Resolution No. 2015-016 authorizing the City Manager to execute a notice of termination of lease agreement between Honors Academy and the City of Farmers Branch, and City of Farmers Branch Page 4 City Council Meeting Minutes - Final February 17, 2015 take appropriate action. A motion was made by Council Member Robinson, seconded by Council Member Reyes, that this Resolution be approved. The motion carried by the following vote: Aye: 4- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes G.3 Consider approving Resolution No. 2015-015 adopting the City’s 2015 Strategic Plan and take appropriate action. Council Member Reyes voiced concern about the numbered ordering of the Guiding Principles. She stated she would like to see Principle 8 and 9 moved up and made Principle 2 and 3. City Manager Gary Greer reported the items are not numbered by priority, but are done so for reference purposes. A motion was made by Council Member Robinson, seconded by Council Member Reyes, that this Resolution be approved, with modifications to the Guiding Principles to move Guiding Principles 8 and 9 up to the 2nd and 3rd place order, and to remove the numbering references all together. The motion carried by the following vote: Aye: 4- Deputy Mayor Pro Tem Connally, Council Member Robinson, Council Member Froehlich and Council Member Reyes J. CLOSED SESSION No items were discussed. L. ADJOURNMENT A motion was made by Council Member Froehlich, seconded by Council Member Robinson, that this be adjourned. The City Council may convene into Closed Session for any of the Closed Session items listed below at any time during the City Council Study Session Meeting or the City Council Regular Meeting.
