A.3 TMP-1257 Receive a presentation on the Citywide Trail Master Plan.
A.4 TMP-1336 Discuss agenda items for future City Council meetings.

C.1 TMP-1327 Recognize the winners of the “Name the Frog” Contest and
announce the name for the frog mascot as it pertains to the
Farmers Branch Aquatics Center Frog Pond.

appropriate action.

E. CITY MANAGER'S REPORT AND ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City
Administration may report information on the following items: 1) expression of thanks,
congratulations or condolences, 2) information about holiday schedules, 3) recognition of
individuals, 4) reminders about upcoming City events, 5) information about community
events, and 6) announcements involving an imminent threat to public health and safety.

This agenda item provides an opportunity for citizens to address the City Council on any
matter that is not posted on the agenda. Anyone wishing to address the City Council should
complete a Citizen Comments Registration Card and submit it to the City Secretary or City
Administration prior to the start of the City Council meeting. There is a three (3) minute time
limit for each citizen to speak. Anyone wishing to speak shall be courteous and cordial. No
disparaging or inflammatory remarks directed at any member of the City Council or City staff
will be allowed.
The City Council is not permitted to take action on any subject raised by a speaker during
Citizen Comments. However, the City Council may have the item placed on a future agenda
for action; refer the item to the City Manager and/or City Administration for further study or
action; briefly state existing City policy; or provide a brief statement of factual information in
response to the inquiry.
G. CONSENT AGENDA
G.1 TMP-1326 Consider approval of minutes of the Town Hall meeting held on
July 30, 2015 and the City Council meeting held on August 4, 2015,
and take appropriate action.
G.2 ORD-3331 Consider adopting Ordinance No. 3331 establishing term limits for
board and commission members and take appropriate action.
G.3 ORD-3340 Consider adopting Ordinance No. 3340 amending the number of
members required for the Community Watch Committee and take
appropriate action.
H. PUBLIC HEARINGS
H.1 TMP-1284 Conduct a public hearing to consider adopting a 60.2267-cent
property tax rate on September 15, 2015, and take appropriate
action.
H.2 ORD-3336 Conduct a public hearing and consider adopting Ordinance No.
3336 granting a Specific Use Permit for a banquet hall located at
3380 Beltline Road and take appropriate action.
H.3 ORD-3337 Conduct a public hearing and consider adopting Ordinance No.
3337 granting a Specific Use Permit for outside sales and storage
located at 12895 Josey Lane and take appropriate action.
H.4 ORD-3338 Conduct a public hearing and consider adopting Ordinance No.
3338 granting a Specific Use Permit for a 34-unit town home
development located at 4060 Spring Valley Road and take
appropriate action.

H.5 ORD-3339 Conduct a public hearing and consider adopting Ordinance No.
3339 granting a Specific Use Permit for an indoor firearms range
training facility located at 14202 Proton Road and take appropriate
action.
I. REGULAR AGENDA ITEMS
I.1 TMP-1321 Presentation and overview on body worn cameras utilized by law
enforcement.
I.2 R2015-073 Consider approving Resolution No. 2015-073 authorizing execution
of a Residential Demolition/Rebuild Program Incentive Agreement
for the owner of the property located at 2636 Leta Mae Lane and
take appropriate action.
I.3 R2015-075 Consider approving Resolution No. 2015-075 authorizing execution
of a Residential Demolition/Rebuild Program Incentive Agreement
for the owner of the property located at 12718 Epps Field and take
appropriate action.
I.4 R2015-076 Consider approving Resolution No. 2015-076 approving Economic
Development Incentives pursuant to the Commercial Facade Grant
Program for 2561 Valley View Lane and take appropriate action.
I.5 R2015-074 Consider approving Resolution No. 2015-074 ratifying payments to
Schneider Electric Company and other vendors for the repairs of
the Wicker 2 Pump Station, resulting from fire related damages,
and take appropriate action.
The City Council may convene into Closed Session for any of the Closed Session items listed
below at any time during the City Council Study Session Meeting or the City Council Regular
Meeting.
Recess into Closed Session in compliance with Section 551.001 et seq. Texas Government
Code, to wit:
J. CLOSED SESSION
J.1 TMP-1319 Discuss land acquisitions - Texas Government Code Section
551.072:
(a) Discuss purchase, exchange, sale, lease, or value of real
property in the area generally bounded by President George
Bush Turnpike, I-635, Valwood Parkway/Brookhaven Club
Drive, and Marsh Lane.
(b) Discuss purchase of the Neil Mallon Estate located at 2710
Farmers Branch Lane.

K. RECONVENE INTO REGULAR SESSION AND TAKE ANY ACTION
NECESSARY AS A RESULT OF THE CLOSED SESSION
L. ADJOURNMENT
Farmers Branch City Hall is wheelchair accessible. Access to the building and special
parking are available at the main entrance facing William Dodson Parkway. Persons with
