E.3 17-452 Consider accepting a donation of a scoreboard for Jaycee Park valued at $6,385 from the Carrollton - Farmers Branch Baseball Association to the Parks and Recreation Department; and take appropriate action. E.4 17-464 Consider accepting a donation of $2,700 from the Farmers Branch Police Association for the Farmers Branch Police Department and take appropriate action. F. REPORT ON STUDY SESSION ITEMS G. CITY MANAGER'S REPORT AND ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety. H. CITIZEN COMMENTS This agenda item provides an opportunity for citizens to address the City Council on any matter that is not posted on the agenda. Anyone wishing to address the City Council should complete a Citizen Comments Registration Card and submit it to the City Secretary or City Administration prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. The City Council is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the City Council may have the item placed on a future agenda for action; refer the item to the City Manager and/or City Administration for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. CONSENT AGENDA I.1 17-448 Consider approving minutes of the special called joint City Council and Historical Park Board meeting held on April 11, 2017 and the regular City Council meeting held on April 18, 2017; and take appropriate action. I.2 17-460 Consider accepting a $4,756 grant from PetSmart Charities for city participation in the May National Adoption Weekend Event to be held May 5th through May 7th, 2017; and take appropriate action. I.3 R2017-067 Consider approving Resolution No. 2017-067 designating Grant Thornton, LLP as the City’s Independent Auditor and authorizing the City Manager to execute a letter of agreement for Financial Audit Services beginning with the Fiscal Year End September 30, 2017; and take appropriate action. I.5 R2017-061 Consider approving Resolution No. 2017-061 authorizing the First Amended and Restated Professional Services Agreement with TRC Environmental Corporation for services relating to the waters of Farmers Branch Creek not to exceed $195,000; ratifying past actions of the City Manager and others; and take appropriate action. I.6 R2017-068 Consider approving Resolution No. 2017-068 approving the amended and restated Mercer Crossing Public Improvement District Reimbursement Agreement between City of Farmers Branch and CADG Mercer Crossing Holdings, LLC; and take appropriate action. I.7 R2017-069 Consider approving Resolution No. 2017-069 approving an amended and restated Continuing Disclosure Agreement by and among City of Farmers Branch, Texas, FMSbonds, Inc., Public Finance Authority, and Municap, Inc. with respect to the Public Finance Authority for Contract Revenue Bonds, Series 2017 (Mercer Crossing Public Improvement District Project); and take appropriate action. J. REGULAR AGENDA ITEMS J.1 17-459 Receive a Mid-Year update from Chief Executive Officer Tracy Eubanks with Metrocrest Services. The City Council may convene into executive session at anytime during the Study Session or Regular Session pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any regular or study session agenda item. K. RECONVENE INTO REGULAR SESSION AND TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION L. ADJOURNMENT Farmers Branch City Hall is wheelchair accessible.
