Wireless Network Node equipment in public right-of-way and
authorizing fees.
A.4 TMP-2297 Receive a presentation on Code Enforcement Data Analysis.
A.5 TMP-2318 Receive a presentation regarding the new City website.
A.6 TMP-2295 Discuss 2017-2018 Parks and Recreation Event Proposal.

Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City
Administration may report information on the following items: 1) expression of thanks,
congratulations or condolences, 2) information about holiday schedules, 3) recognition of
individuals, 4) reminders about upcoming City events, 5) information about community
events, and 6) announcements involving an imminent threat to public health and safety.
F. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address the City Council on any
matter that is not posted on the agenda. Anyone wishing to address the City Council should
complete a Citizen Comments Registration Card and submit it to the City Secretary or City
Administration prior to the start of the City Council meeting. There is a three (3) minute time
limit for each citizen to speak. Anyone wishing to speak shall be courteous and cordial. No
disparaging or inflammatory remarks directed at any member of the City Council or City staff
will be allowed.
The City Council is not permitted to take action on any subject raised by a speaker during
Citizen Comments. However, the City Council may have the item placed on a future agenda
for action; refer the item to the City Manager and/or City Administration for further study or
action; briefly state existing City policy; or provide a brief statement of factual information in
response to the inquiry.
G. CONSENT AGENDA
G.1 17-552 Consider approving minutes of the regular City Council meeting
held on August 1, 2017; and take appropriate action.
G.2 R2017-096 Consider approving Resolution No. 2017-096 authorizing the City
Manager to apply for and accept a grant from the Criminal Justice
Division of the Governor’s Office through the Rifle Resistant Body
Armor Grant Program; and take appropriate action.
G.3 R2017-097 Consider approving Resolution No. 2017-097 adopting a revised
Historical Park rental policy; and take appropriate action.
G.4 ORD-3459 Consider adopting Ordinance No. 3459 amending the Code of
Ordinances by Amending in its entirety Division 2 “Permits” of
Chapter 22, Buildings and Building Regulations, Article II,
Administration, relating to the establishment and determination of
the amount of fees to be paid relating to the issuance of Building
Permits, review of Construction Plans, modification of Permits
previously issued, expedited review of certain applications, and a
Technology Fee, amending Appendix A fee schedule by amending
Building Permit Fees and adding a Technology fee; and take
appropriate action.
H. PUBLIC HEARINGS

H.1 TMP-2262 Conduct a public hearing to consider adopting a maximum
property tax rate of $0.602267 on September 12, 2017; and take
appropriate action.
I. REGULAR AGENDA ITEMS
I.1 ORD-3455 Consider adopting Ordinance No. 3455 calling for a bond election
in the amount of $15,000,000 to be held on November 7, 2017; and
take appropriate action.
I.2 ORD-3457 Consider adopting Ordinance No. 3457 regulating the installation of
wireless network node equipment within City Rights-Of-Way
including proposed fees and take appropriate action.
I.3 ORD-3458 Consider adopting Ordinance No. 3458 establishing design
standards for wireless network node equipment in special design
districts within the City, and take appropriate action.
I.4 17-558 Keep Farmers Branch Beautiful Presentation.
The City Council may convene into executive session at anytime during the Study Session or
Regular Session pursuant to Texas Government Code Section 551.071(2) for the purpose of
seeking confidential legal advice from the City Attorney on any regular or study session
agenda item.
J. EXECUTIVE SESSION
J.1 17-568 Council may convene into a closed executive session pursuant to
Section 551.071 of the Texas Government Code to deliberate
regarding:
· Consultation with City Attorney regarding Texas
Commission on Environmental Quality (TCEQ) Report No.
119885 relating to TCEQ Permit Nos. 5383 and 5383A to
Town of Addison for use of water in Farmers Branch Creek,
pending TCEQ Complaint regarding Farmers Branch Creek.
· Consultation with City Attorney regarding application for
Amended Permit to Expand Camelot LF (Texas Commission
on Environmental Quality MSW Permit Application No.
1312B)
K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED
