MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. H. CITIZEN COMMENTS This agenda item provides an opportunity for citizens to address the City Council on any matter that is not posted on the agenda. Anyone wishing to address the City Council should complete a Citizen Comments Registration Card and submit it to the City Secretary or City Administration prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak with a limit of five (5) speakers on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. The City Council is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the City Council may have the item placed on a future agenda for action; refer the item to the City Manager and/or City Administration for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. I. CONSENT AGENDA I.1 18-175 Consider approving minutes of the Special Called Town Hall meeting held on October 10, 2018 and the regular City Council meeting held on October 16, 2018; and take appropriate action. I.2 18-197 Consider excusing the absence of Council Member Ana Reyes from the October 10, 2018 Special Called Town Hall meeting; and take appropriate action. I.3 18-199 Consider excusing the absence of Deputy Mayor Pro Tem Bomgardner from the October 16, 2018 City Council meeting; and take appropriate action. I.5 R2018-114 Consider approving Resolution No. 2018-114 authorizing the City Manager to enter into an agreement with the State of Texas for the placement of an entryway monument sign; and take appropriate action. I.6 R2018-116 Consider approving Resolution No. 2018-116 authorizing the City Manager to approve the purchase of four replacement patrol vehicles for Police Department in the total amount of $133,520 from Reliable Chevrolet through the Tarrant County Contract; and take appropriate action. I.7 R2018-117 Consider approving Resolution No. 2018-117 approving an agreement with Dunaway Associates, L.P. for Professional Services associated with the John F. Burke Nature Preserve Park Improvements; and take appropriate action. I.8 R2018-120 Consider approving Resolution No. 2018-120 reappointing Dr. Paul Lonquist and appointing Cristal Retana to serve as the City of Farmers Branch appointees to the Metrocrest Hospital Authority Board of Directors; and take appropriate action. J. PUBLIC HEARINGS J.1 ORD-3540 Conduct a public hearing and consider adopting Ordinance No. 3540 approving a request to amend the Comprehensive Zoning Ordinance including amending Article 2. Zoning District and Uses, Article 4. Site Development Standards, and Article 7. Definitions as it relates to allowing vehicle dispatch and storage uses and establishing related development standards; and take appropriate action. J.2 ORD-3541 Conduct a public hearing and consider adopting Ordinance No. 3541 approving a request for a Specific Use Permit to allow commercial amusement indoor use (gymnastics facility) located at 4141 LBJ Freeway; and take appropriate action. City of Farmers Branch Page 3 Printed on 11/6/2018 City Council Meeting Agenda November 6, 2018 J.3 ORD-3542 Conduct a Public Hearing and consider adopting Ordinance No. 3542 to authorize participation in the Texas Enterprise Zone Act, Chapter 2303 Texas Government Code, providing Tax Incentives, designating a Liaison for communication, and nominating TDIndustries to the office of the Governor Economic Development & Tourism through the Economic Development Bank as an enterprise project; and take appropriate action. J.4 O - 3516 Conduct a public hearing and consider adopting Ordinance No. 3516 for a zoning change from One-Family Residence District-6 (R-6) to Planned Development District No. 102 (PD-102), including but not limited to allowing one-family detached residences and municipally owned facilities, and establishing development standards for an approximate 3.4-acre site located at the southwest corner of Webb Chapel Road and Golfing Green Drive; and take appropriate action. (Continued Public Hearing from September 25, 2018 City Council meeting) J.5 R2018-110 Conduct a public hearing and consider Resolution No. 2018-110 approving a request for a Detailed Site Plan with special exceptions for proposed office/warehouse buildings located at 1903 Diplomat Drive; and take appropriate action. J.6 18 PL-11 Conduct a public hearing and consider a request from CADG Mercer Crossing Holdings, LLC. for final plat approval of Amesbury Addition, a replat of part of Block A of Westside Addition Section 1 and all of Lot 1, Block A of Trinity West Addition; and take appropriate action. J.7 18 PL-12 Conduct a public hearing and consider a request from CADG Mercer Crossing Holdings, LLC. and Transcontinental Realty Investors, Inc., for final approval of Windermere Addition, a replat of part of Block B of Westside Addition Section 1; and take appropriate action. J.8 ORD-3536 Conduct a public hearing and consider adopting Ordinance No. 3536 relative to the Farmers Branch Youth Programs Standards of Care in compliance with the Texas Human Resource Code, Chapter 42.041(b)(14); and take appropriate action. K. K.2 R2018-109 Consider approving Resolution No. 2018-109 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 3016 Selma Lane; and take appropriate action. K.3 R2018-107 Consider approving Resolution No. 2018-107 authorizing the purchase and installation of Athletic Field LED Lighting purchased through Groves Electrical Services, Inc., via the Buy Board Purchasing Cooperative agreement; and take appropriate action.
