G. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City
Administration may report information on the following items: 1) expression of thanks,
congratulations or condolences, 2) information about holiday schedules, 3) recognition of
individuals, 4) reminders about upcoming City events, 5) information about community events,
and 6) announcements involving an imminent threat to public health and safety, and 7) reports
from Council Liaisons to supported organizations.
H. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address the City Council on any matter
that is not posted on the agenda. Anyone wishing to address the City Council should complete a
Citizen Comments Registration Card and submit it to the City Secretary or City Administration
prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen
to speak with a limit of five (5) speakers on one topic or item with a maximum of fifteen total
minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No
disparaging or inflammatory remarks directed at any member of the City Council or City staff will
be allowed.
The City Council is not permitted to take action on any subject raised by a speaker during Citizen
Comments. However, the City Council may have the item placed on a future agenda for action;
refer the item to the City Manager and/or City Administration for further study or action; briefly
state existing City policy; or provide a brief statement of factual information in response to the
inquiry.
I. CONSENT AGENDA
I.1 18-263 Consider approving minutes of the regular City Council meeting
held on December 11, 2018; and take appropriate action.
I.2 R2019-04 Consider approving Resolution No. 2019-04 authorizing the first
amendment to consolidated Public Safety Communications and
Dispatch Operations with the City of Carrollton, Town of Addison,
City of Coppell, North Texas Emergency Communications Center
(NTECC); and take appropriate action
I.3 R2019-05 Consider approving Resolution No. 2019-05 appointing Natasha
Singh, M.D. to the Metrocrest Hospital Authority Board; and take
appropriate action
I.4 ORD-3549 Consider adopting Ordinance No. 3549 amending section of the
Farmers Branch Food Code; and take appropriate action.

I.5 19-14 Consider approving the Farmers Branch 2019 Legislative Platform;
and take appropriate action
I.6 ORD-3550 Consider adopting Ordinance 3550 amending the heating
provisions and adding air conditioning provisions requirements to
Multi-family inspection program; and take appropriate action
I.7 ORD-3551 Consider adopting Ordinance No. 3551, amending Code of
Ordinances Chapter 34, “Environment,” Article III “Air Pollution” by
amending Section 34-142 “Definitions”; Amending Section 34-143
“Prohibited in Certain Public Areas” by prohibiting smoking in
public parks; providing a penalty; and take appropriate action
J. PUBLIC HEARING(S)
J.1 ORD-3548 Conduct a public hearing and consider adopting Ordinance No.
3548 approving a request to amend the Comprehensive Zoning
Ordinance including amending: Article 3. Zoning District
Dimensional Standards as it relates to measurement and exception
standards, and one-family residence and two-family residence
building area and dimensional standards; and take appropriate
action
K. REGULAR AGENDA ITEMS
K.1 R2019-01 Consider approving Resolution No. 2019-01 a request for a Detailed
Site Plan for a fire station and open space improvements located at
13333 Alpha Link; and take appropriate action
K.2 R2019-02 Consider approving Resolution No. 2019-02 authorizing the
execution of a Residential Demolition/Rebuild Program Incentive
Agreement for the owner of the property located at 13807 Lillard
Lane; and take appropriate action.
L. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
M. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or
Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of
seeking confidential legal advice from the City Attorney on any agenda item.

Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking
