E.3 19-84 Consider accepting a donation in the amount of $1,700 to fund a
park bench and tree at the Farmers Branch Skate Park in memory of
Shelby Hemstock
F. REPORT ON STUDY SESSION ITEMS
G. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City
Administration may report information on the following items: 1) expression of thanks,
congratulations or condolences, 2) information about holiday schedules, 3) recognition of
individuals, 4) reminders about upcoming City events, 5) information about community events,
and 6) announcements involving an imminent threat to public health and safety, and 7) reports
from Council Liaisons to supported organizations.
H. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address the City Council on any matter
that is not posted on the agenda. Anyone wishing to address the City Council should complete a
Citizen Comments Registration Card and submit it to the City Secretary or City Administration
prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen
to speak with a limit of five (5) speakers on one topic or item with a maximum of fifteen total
minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No
disparaging or inflammatory remarks directed at any member of the City Council or City staff will
be allowed.
The City Council is not permitted to take action on any subject raised by a speaker during Citizen
Comments. However, the City Council may have the item placed on a future agenda for action;
refer the item to the City Manager and/or City Administration for further study or action; briefly
state existing City policy; or provide a brief statement of factual information in response to the
inquiry.

I.1 19-77 Consider approving minutes of the special called City Council
meeting held on January 29, 2019 and regular meeting held on
February 5, 2019; and take appropriate action
I.2 19-37 Consider excusing the absence of Council Member Reyes from the
January 8, 2019, January 29, 2019 and February 5, 2019 City Council
meetings; and take appropriate action
I.3 R2019-22 Consider approving Resolution No. 2019-022 ratifying an
emergency purchase order with Rebcon, Inc. for emergency repairs
along Farmers Branch Creek; and take appropriate action
I.4 R2019-24 Consider approving Resolution No. 2019-24 authorizing the City
Manager to negotiate and execute and agreement amendment with
Quorum Architects, in an amount not to exceed $ 140,000, for
architectural services during the construction of phase one of the
Service Center Project; and take appropriate action.
I.5 19-89 Consider reappointing the members to the North Dallas County
Water Supply Corporation; and take appropriate action.
J. REGULAR AGENDA ITEMS
J.1 R2019-13 Consider approving Resolution No. 2019-13 authorizing the City
Manager to negotiate and enter into an agreement with Gallagher
Construction, in an amount not to exceed $480,000 to serve as
Construction Manager for the construction of phase one of the
Service Center Project and take appropriate action
K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
L. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or
Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of
seeking confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking
are available at the main entrance facing William Dodson Parkway. Persons with disabilities
planning to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids
such as sign interpreters or large print, are requested to contact the City Secretary at (972)
919-2503 at least 72 hours prior to the meeting.
