EXECUTIVE SESSION B.1 19-108 City Council may convene into a closed executive session pursuant to Section 551.072 of the Texas Government Code to deliberate regarding: · Discuss the purchase, exchange, lease, or sale of real property located south of Valwood, north of 635, east of I-35, and west of Webb Chapel Road C. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST City of Farmers Branch Page 1 Printed on 2/27/2019 City Council Meeting Agenda March 5, 2019 Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. G. CITIZEN COMMENTS This agenda item provides an opportunity for citizens to address the City Council on any matter that is not posted on the agenda. Anyone wishing to address the City Council should complete a Citizen Comments Registration Card and submit it to the City Secretary or City Administration prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak with a limit of five (5) speakers on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. The City Council is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the City Council may have the item placed on a future agenda for action; refer the item to the City Manager and/or City Administration for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. H. CONSENT AGENDA H.1 19-105 Consider approving minutes of the City Council meeting held on February 19, 2019 and City Council retreat held on February 20, 2019; and take appropriate action H.2 19-111 Consider excusing the absence of Council Member Bronson Blackson from the February 19 and February 20, 2019 City Council meetings; and take appropriate action H.3 R2019-27 Consider approving Resolution No. 2019-27 changing the name of the Barney Wood Athletic Complex to the Barney Wood Bark Park; and take appropriate action I. PUBLIC HEARINGS I.1 ORD-3558 Conduct a public hearing and consider adopting Ordinance No. 3558 amending Planned Development No. 24 (PD-24) as it relates to the allowable uses within the zoning district, approximately 105.59 acres generally located south of Valley View Lane and west of IH-35; and take appropriate action City of Farmers Branch Page 2 Printed on 2/27/2019 City Council Meeting Agenda March 5, 2019 I.2 ORD-3559 Conduct a public hearing and consider adopting Ordinance No. 3559 amending Planned Development No. 25 (PD-25) as it relates to amending the allowable uses within the zoning district, approximately 125.2 acres generally located north of Valley View Lane and west of IH-35; and take appropriate action I.3 ORD-3560 Conduct a public hearing and consider adopting Ordinance No. 3560 amending Planned Development No. 97 (PD-97) as it relates to amending the allowable uses within the zoning district, approximately 72.69 acres generally located on the west side of IH-35 and south of Springlake Road; and rezone an approximately 6 acre tract known as Morgan Parkway extending eastward from the Chicago, Rock Island, and Pacific Railroad to the Southbound Stemmons Service Road from Planned Development No. 88 (PD-88) to Planned Development No. 97 (PD-97); and take appropriate action J. REGULAR AGENDA ITEMS J.1 R2019-28 Consider approving Resolution No. 2019-28 approving Economic Development Incentives pursuant to the Commercial Facade Grant Program for 13500 Midway Rd.; and take appropriate action. K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION L. ADJOURNMENT The City Council may convene into executive session at anytime during the Study Session or Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item. Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72 hours prior to the meeting.
