Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City
Administration may report information on the following items: 1) expression of thanks,
congratulations or condolences, 2) information about holiday schedules, 3) recognition of
individuals, 4) reminders about upcoming City events, 5) information about community events,
and 6) announcements involving an imminent threat to public health and safety, and 7) reports
from Council Liaisons to supported organizations.
H. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address the City Council on any matter
that is not posted on the agenda. Anyone wishing to address the City Council should complete a
Citizen Comments Registration Card and submit it to the City Secretary or Mayor prior to the
start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak
with a reasonable limitation on speakers on one topic or item with a maximum of fifteen total
minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial.
The City Council is not permitted to take action on any subject raised by a speaker during Citizen
Comments. However, the City Council may have the item placed on a future agenda for action;
refer the item to the City Manager and/or City Administration for further study or action; briefly
state existing City policy; or provide a brief statement of factual information in response to the
inquiry.

I.2 R2019-120 Consider approving Resolution No. 2019-120 approving Economic
Development Incentives pursuant to the Commercial Facade Grant

I.3 ORD-3586 Consider adopting Ordinance No. 3586 approving the 2019 tax roll
certified by the Dallas Central Appraisal District; and take

I.4 ORD-3594 Consider adopting Ordinance No. 3594 amending the Farmers
Branch Code of Ordinances, Appendix A - Fee Schedule relative to
fees for Application and Service Rates and Billing Procedure,
“Water Service Rates and Sewer Rates;” Application Plat Fees; and
take appropriate action
I.5 R2019-126 Consider approving Resolution No. 2019-126 authorizing the City of
Farmers Branch to utilize the Dallas County’s voting system in
election(s); and take appropriate action
I.6 R2019-127 Consider approving Resolution No. 2019-127 adopting a Charity
Care Policy pursuant to the Ambulance Supplement Payment
Program; and take appropriate action
I.7 ORD-3592 Consider adopting Ordinance No. 3592 amending the City of
Farmers Branch Code of Ordinances, Chapter 82, Traffic and
Vehicles, Article II, Division 6, Section 82-95, adding a No Parking
Zone on portions east Beltwood Parkway, repealing Ordinance No.
2432 relative to Hutton Drive in its entirety; and take appropriate
action
J. PUBLIC HEARINGS
J.1 19 PL-07 Conduct a public hearing and consider a request from Villas on
Hutton LLC, for final plat approval of the Villas on Hutton,
addressed at 13001 Hutton Drive; and take appropriate action
J.2 ORD-3598 Conduct a public hearing and consider adopting Ordinance No.
3598 amending the Comprehensive Zoning Ordinance including
amending: Article 6. Administration as it relates to nonconforming
regulations for uses, structures and other property improvements,
and jurisdiction of the Board of Adjustment; and take appropriate
action
J.3 19-381 Conduct a public hearing on the Proposed Fiscal Year 2019-20
Operating and Capital Improvement Program Budget in accordance
with Article IV of the City Charter; and take appropriate action

K.1 ORD-3600 Consider adopting Ordinance No. 3600 amending the City’s
Operating and Capital Improvement Program Budget for the 2018-19
fiscal year and amending prior acts relating to repayment of certain
fund transfers; providing for a repealing clause; providing for a
severability clause; providing for an effective date; and, take
appropriate action
K.2 ORD-3587 Consider adopting Ordinance No. 3587 approving and adopting the
City’s 2019-20 Operating and Capital Improvement Program Budget
and Strategic Plan and take appropriate action
K.3 R2019-109 Consider approving Resolution No. 2019-109 ratifying the property
tax revenue increase reflected in the 2019-20 fiscal year budget; and
take appropriate action
K.4 ORD-3588 Consider adopting Ordinance No. 3588 to levy and adopt the tax
rate for Fiscal Year 2019-20 and take appropriate action
K.5 19-439 Receive a report from Brookhaven College on the Free Application
for Federal Student Aid (FAFSA) Program
K.6 19-460 Consider Board and Commission appointments to the Planning and
Zoning Commission; and take appropriate action
L. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
M. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or
Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of
seeking confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking
are available at the main entrance facing William Dodson Parkway. Persons with disabilities
planning to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids
such as sign interpreters or large print, are requested to contact the City Secretary at (972)
919-2503 at least 72 hours prior to the meeting.
