A. SUPPLEMENTAL EMERGENCY AGENDA ITEM A.1 ORD-3634 Consider adopting Ordinance No. 3634 ordering postponement of the May 2, 2020 General Election for the purpose of electing persons to the Offices of Mayor and Councilmember District No. 2 to the November 3, 2020 Uniform Election Date; and take appropriate action Statement of Nature of Emergency: On March 18, 2020, after the date the agenda for the above referenced special council meeting was posted, the Governor of the State of Texas signed a proclamation waiving certain provisions of the Texas Election Code and the Texas Water Code and authorizing local governments who scheduled elections for the May 2, 2020, uniform election date to delay those elections until the November 3, 2020, uniform election date. The need to have certainty in the dates for the City’s elections and the need to take social distancing measures to slow the continuing spread of the Coronavirus Disease (COVID-19) within the community, such as avoiding personal contact in election polling places and the burden of constant sanitizing of electronic voting machines, makes it a matter of public necessity to add the above identified item to the meeting agenda to allow the Farmers Branch City Council to discuss and take any necessary action as soon as possible with respect to delaying the May 2, 2020, City Council election.
