MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. Anyone wishing to address the City Council should complete a Citizen Comments Registration Card and submit it to the City Secretary or Mayor prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. The City Council is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the City Council may have the item placed on a future agenda for action; refer the item to the City Manager and/or City Administration for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. CONSENT AGENDA H.1 20-396 Consider approving the following City Council meeting minute(s); and take appropriate action · July 28, 2020 H.2 ORD-3644 Consider adopting Ordinance No. 3644 amending Ordinance No. 3619 ordering a General Election to be held on November 3, 2020, for the purpose of electing City Council Members for Mayor and District 2, designating polling places; ordering notice of election, authorizing execution of a joint election contract; and take appropriate action H.3 ORD-3646 Consider adopting Ordinance No. 3646 amending the City of Farmers Branch Code of Ordinances, Chapter 82, Traffic and Vehicles, Article II, Division 6, Section 82-95, amending No Parking Zones on Mercer Parkway; and take appropriate action H.4 R2020-90 Consider approving Resolution 2020-90 authorizing a partial release and quitclaim of a 10’ wide sanitary sewer easement located within Lot 3, Stanford Corporate Centre Filing No. 2; and take appropriate action H.5 R2020-94 Consider approving Resolution No. 2020-94 authorizing the City Manager to execute a Street Improvement Deferral Agreement with CP Logistics Valley View, LLC; and take appropriate action H.6 R2020-96 Consider approving Resolution No. 2020-96 allowing a temporary carnival for the Mary Immaculate Catholic Church Annual Parish Fall Festival, located at 2800 Valwood Parkway, to be held on October 3, 2020; and take appropriate action City of Farmers Branch Page 2 Printed on 8/6/2020 City Council Meeting Agenda August 10, 2020 H.7 R2020-98 Consider approving Resolution No. 2020-98 authorizing the City Manager to execute an Advance Funding Agreement (AFA) between the State of Texas and the City of Farmers Branch for portions of the Westside Art Trail; and take appropriate action H.8 R2020-88 Consider approving Resolution No. 2020-88 approving a construction project by the Valwood Improvement Authority of Dallas County, Texas, to be financed with Valwood Improvement Authority of Dallas County, Texas, Unlimited Tax Bonds, Series 2020, and take appropriate action H.9 R2020-104 Consider approving Resolution No. 2020-104 awarding a bid and authorizing the City Manager to execute a contract with Illuminations by Greenlee for installation of tree lighting and illumination of Rawhide Park; and take appropriate action I. PUBLIC HEARING(S) I.1 ORD-3645 Conduct a public hearing and consider adopting Ordinance No. 3645 to amend the Comprehensive Zoning Ordinance including but not limited to amending: Article 3.3. Measurement and Exceptions as it relates to front facing garages; and take appropriate action I.2 ORD-3648 Conduct a public hearing and consider adopting Ordinance No. 3648 relative to the Farmers Branch Youth Programs Standards of Care in compliance with the Texas Human Resource Code, Chapter 42.041(b)(14); and take appropriate action J. REGULAR AGENDA ITEM(S) J.1 ORD-3647 Consider adopting Ordinance No. 3647 amending Chapter 2 Administration, Article III Code of Ethics, by amending Section 2-278 Definitions, to add definitions of Campaign Contribution and Discretionary Contract, and amending Annual Certification and adding Section 2-287 prohibiting Campaign Contributions to City Council Candidates; and take appropriation action City of Farmers Branch Page 3 Printed on 8/6/2020 City Council Meeting Agenda August 10, 2020 J.2 ORD- 3643 Consider adopting Ordinance No. 3643 amending Planned Development No. 99 (PD-99), approximately 247.4 acres located generally on the south side of Valley View Lane, east and west of Luna Road, and approximately 19.5 acres located on the south side of LBJ Freeway, approximately 1,070 feet east of Luna Road, including but not limited to amending Article VIII. Administration and Appendices, as it relates to development performance standards and uses; and take appropriate action (This item was tabled from the July 28, 2020 City Council meeting) J.3 R2020-85 Consider approving Resolution No. 2020-85 authorizing the Second Amendment to Master Development Agreement with CADG Mercer Crossing Holdings LLC; and take appropriate action (This item was tabled from the July 28, 2020 City Council meeting) J.4 R2020-99 Consider Resolution No. 2020-99 for a Detailed Site Plan for a retail store on a 0.316-acre tract located at the northwest corner of Valley View Lane and IH-35E frontage road; and take appropriate action K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION L. ADJOURNMENT The City Council may convene into executive session at anytime during the Study Session or Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item. Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are available at the main entrance facing William Dodson Parkway.
