Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City
Administration may report information on the following items: 1) expression of thanks,
congratulations or condolences, 2) information about holiday schedules, 3) recognition of
individuals, 4) reminders about upcoming City events, 5) information about community events,
and 6) announcements involving an imminent threat to public health and safety, and 7) reports
from Council Liaisons to supported organizations.
H. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address the City Council on any matter
that is not posted on the agenda. Anyone wishing to address the City Council should complete a
Citizen Comments Registration Card and submit it to the City Secretary or Mayor prior to the
start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak
with a reasonable limitation on speakers on one topic or item with a maximum of fifteen total
minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial.
The City Council is not permitted to take action on any subject raised by a speaker during Citizen
Comments. However, the City Council may have the item placed on a future agenda for action;
refer the item to the City Manager and/or City Administration for further study or action; briefly
state existing City policy; or provide a brief statement of factual information in response to the
inquiry.
I. CONSENT AGENDA
I.1 20-476 Consider approving the following City Council meeting minute(s);
and take appropriate action
· September 15, 2020 City Council meeting
I.2 R2020-95 Consider approving Resolution No. 2020-95 approving the City of
Farmers Branch Investment Policy; and take appropriate action
I.3 R2020-126 Consider approving Resolution No. 2020-126 for a Detailed Site
Plan amendment for an attached single-family development on an
approximately 0.75-acre lot located at 2620 Valley View Lane; and
take appropriate action
I.4 R2020-133 Consider approving Resolution No. 2020-133 awarding a contract to
Fuquay, Inc. for sanitary sewer main inspection and cleaning
through the Local Government Purchasing Cooperative (BuyBoard)
Contract # 555-18; and take appropriate action
I.5 R2020-136 Consider approving Resolution No. 2020-136 authorizing the City
Manager to execute an Interlocal Agreement with Dallas County for
Public Health Services, and take appropriate action.

J.1 ORD-3658 Conduct a public hearing and consider adopting Ordinance No.
3658 amending Planned Development District No. 86 (PD-86)
including but not limited to modifying signage regulations,
approximately 143.39 acres generally bounded by: Havenhurst
Street on the north; Harry Hines Boulevard/IH35 frontage road on
the west; Farmers Branch Lane on the south; Rawhide Creek,
Valley View Lane, and the rear property line of properties on Nestle
Street on the east; and take appropriate action.
J.2 20-418 Conduct a public hearing on the Proposed Fiscal Year 2020-21
Operating and Capital Improvement Program Budget in accordance
with Article IV of the City Charter; and take appropriate action
K. REGULAR AGENDA ITEMS
K.1 R2020-132 Consider approving Resolution No. 2020-132 authorizing Freese &
Nichols, Inc. to prepare a Wastewater Master Plan for the City
sanitary sewer system; and take appropriate action
K.2 ORD-3653 Consider adopting Ordinance No. 3653 approving and adopting the
City’s 2020-21 Operating and Capital Improvement Program Budget
and Strategic Plan and amending the City’s 2019-20 Operating and
Capital Improvement Budget; and take appropriate action
K.3 ORD-3654 Consider adopting Ordinance No. 3654 to levy and adopt the tax
rate for Fiscal Year 2020-21 (Tax Year 2020) and take appropriate
action
L. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
M. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or
Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of
seeking confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking
are available at the main entrance facing William Dodson Parkway. Persons with disabilities
planning to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids
such as sign interpreters or large print, are requested to contact the City Secretary at (972)
919-2503 at least 72 hours prior to the meeting.
