REPORT ON STUDY SESSION ITEMS G. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. H. CITIZEN COMMENTS This agenda item provides an opportunity for citizens to address the City Council on any matter that is not posted on the agenda. Anyone wishing to address the City Council should complete a Citizen Comments Registration Card and submit it to the City Secretary or Mayor prior to the start of the City Council meeting. There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. The City Council is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the City Council may have the item placed on a future agenda for action; refer the item to the City Manager and/or City Administration for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. PUBLIC HEARINGS City of Farmers Branch Page 2 Printed on 10/12/2020 City Council Meeting Agenda October 13, 2020 J.1 ORD-3660 Conduct a public hearing and consider adopting Ordinance No. 3660 amending Planned Development District No. 90 (PD-90) including but not limited to modifying the development standards and associated Conceptual Site Plan for a multi-family development on approximately 16.14 acres generally bounded by McEwen Drive on the north and Blue Lake Circle on the south; and take appropriate action J.2 ORD-3661 Conduct a public hearing and consider adopting Ordinance No. 3661 amending the Comprehensive Zoning Ordinance Article 4.3 Parking and Loading, related to parking requirements for residential and non-residential uses; and take appropriate action J.3 ORD-3662 Consider adopting Ordinance No. 3662 approving an annual update of the service and assessment plan and assessment roll for Mercer Crossing Public Improvement pursuant to Chapter 372 of the Texas Local Government Code; and take appropriate action K. REGULAR AGENDA ITEMS K.1 R2020-144 Consider approving Resolution No. 2020-144; authorizing the City Manager to execute a contract for social services with Metrocrest Services Inc. in the total amount of $205,000 in FY21, $210,124 in FY22, and $215,376 in FY23; and take appropriate action K.2 R2020-142 Consider approving Resolution No. 2020-142; authorizing the City Manager to execute a contract for business development services with the Farmers Branch Chamber of Commerce in the total amount of $30,000 in FY21, $20,000 in FY22, and $15,000 in FY23; and take appropriate action K.3 R2020-143 Consider approving Resolution No. 2020-143 awarding the bid and authorizing a contract with EAR Telecommunications, LLC. for the Traffic Signal Improvement Project for Webb Chapel at Valley View Lane; and take appropriate action K.4 R2020-145 Consider approving Resolution No. 2020-145 authorizing the City Manager to negotiate and enter into a contractual agreement for the replacement of the Manske Library roof; providing an effective date, and take appropriate action City of Farmers Branch Page 3 Printed on 10/12/2020 City Council Meeting Agenda October 13, 2020 K.5 R2020-146 Consider approving Resolution No. 2020-146 authorizing the City Manager to negotiate and enter into contractual agreement with Modern Contractors related to Phase One of the Recreation Center Renovation Project; providing an effective date and take appropriate action K.6 R2020-147 Consider approving Resolution No. 2020-147 authorizing the City Manager to award City bid 20-19 to Modern Contractors, Inc. related to the construction of Phase One of the Recreation Center Renovation Project; and take appropriate action L. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION M. ADJOURNMENT The City Council may convene into executive session at anytime during the Study Session or Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item. Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are available at the main entrance facing William Dodson Parkway.
