H. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.
I. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address the City Council on any matter that is
not posted on the agenda. Anyone wishing to address the City Council should complete a Citizen
Comments Registration Card and submit it to the City Secretary or Mayor prior to the start of the City
Council meeting. There is a three (3) minute time limit for each citizen to speak with a reasonable
limitation on speakers on one topic or item with a maximum of fifteen total minutes on the same topic
item. Anyone wishing to speak shall be courteous and cordial.
The City Council is not permitted to take action on any subject raised by a speaker during Citizen
Comments. However, the City Council may have the item placed on a future agenda for action; refer
the item to the City Manager and/or City Administration for further study or action; briefly state existing
City policy; or provide a brief statement of factual information in response to the inquiry.

J.1 20-535 Consider approving the following City Council meeting minute(s);
and take appropriate action

J.2 R2020-153 Consider approving Resolution No. 2020-153 authorizing the City
Manager to accept a grant from the United States Department of
Justice, Bureau of Justice Assistance Bulletproof Vest Partnership
Program; and take appropriate action

J.3 R2020-155 Consider approving Resolution No. 2020-155 authorizing the
abandonment of the public street Right-of-Ways known as Mira
Vista and Lago Real located between Lago Vista West and Lago
Vista East, south of Mira Lago Boulevard; and take appropriate
action.
J.4 R2020-157 Consider approving Resolution No. 2020-157 authorizing the City
Manager to execute an agreement with SKC Communications to
replace the existing building audiovisual System for the Recreation
Center Renovation Project through the TIPS purchasing contract in
the total amount of $65,330 and take appropriate action
J.5 R2020-159 Consider approving Resolution No. 2020-159 reappointing Dr. Paul
Lonquist and Cristal Retana to serve as the City of Farmers Branch
appointees to the Metrocrest Hospital Authority Board of Directors;
and take appropriate action
J.6 R2020-163 Consider approving Resolution No. 2020-163 authorizing the City
Manager to approve the purchase of one replacement sewer jetter
truck in the total amount of $139,390 from Texas Underground
through the Houston-Galveston Area Council Purchase
Cooperative; and take appropriate action
J.7 R2020-165 Consider approving Resolution No. 2020-165 awarding a unit price
contract for 2020-2021 Street Sweeping Program to Mister Sweeper
LP; and take appropriate action
J.8 ORD-3666 Consider adopting Ordinance No. 3666 extending the term of
Farmers Branch Financing Zone No. Two for ten years; and take
appropriate action
J.9 R2020-166 Consider approving Resolution No. 2020-166 authorizing Birkhoff,
Hendricks & Carter, L.L.P. to prepare a Water Master Plan for the
City water distribution system; and take appropriate action
K. PUBLIC HEARING(S)
K.1 ORD-3665 Conduct a public hearing and consider adopting Ordinance No.
3665 approving a Specific Use Permit request to allow guest
quarters within a detached accessory structure, on an
approximately 1.0-acre property, located at 2973 Sunbeck Circle
North; and take appropriate action.

Automation, LLC to provide SCADA Design and Implementation

N. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
