MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. H. CITIZEN COMMENTS Public Comment is your opportunity to address your City of Farmers Branch elected officials directly about issues that are important to and your community, but there is a process that must be followed : Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up to 30 minutes prior to the regular meeting. No person may register to speak more than once within any 30 day period on the same subject matter. Individuals will not be recognized to speak during the meeting unless the Citizen Comments form has been submitted. This process applies to all action items listed on the agenda. CONSENT AGENDA I.1 21-460 Consider approving the following City Council meeting minute(s); and take appropriate action · September 21, 2021 City Council Regular I.2 R2021-134 Consider approving Resolution No. 2021-134 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 3150 Damascus Way; and take appropriate action City of Farmers Branch Page 2 Printed on 10/14/2021 City Council Meeting Agenda October 19, 2021 I.3 R2021-135 Consider approving Resolution No. 2021-135 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 3243 Damascus Way; and take appropriate action I.4 R2021-140 Consider approving Resolution No. 2021-140 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 13460 Briarbrook Drive; and take appropriate action I.5 R2021-137 Consider approving Resolution No. 2021-137 authorizing the City Manager to execute an agreement with AdvanceOne Development for the installation of an elevated flare at Camelot Landfill; and take appropriate action I.6 R2021-138 Consider approving Resolution 2021-138 authorizing the City Manager to negotiate and execute a fourth contract amendment with Camelot Landfill TX, LP; and take appropriate action I.7 ORD-3705 Consider adopting Ordinance No. 3705 amending the Code of Ordinances, Amending in its Entirety Chapter 66 “Solid Waste” Relating to Regulation of the Collection and Disposal of Solid Waste and Recyclable Materials; and take appropriate action I.8 ORD-3706 Consider adopting Ordinance No. 3706 amending Chapter 2 “Administration” Article II “Board, Committees, and Commissions” Division 9A “Art and Culture Committee” by amending a scrivener error in Section 2-257 “Purpose and Authority” and Chapter 2 “Administration,” Article II “Board, Committees, and Commissions” Division 10 “Senior Advisory Board” amending Section 2-266 “Organization; Meetings; Rules of Procedures; Quorum; Vote” of the Code of Ordinances; and Section 2-268 “Duties and Responsibilities” relating to the organization, meetings, and duties of the Senior Advisory Board; and take appropriate action I.9 ORD-3707 Consider adopting Ordinance No. 3707, amending and restating Chapter 34 “Environment” Article XII “Municipal Setting Designations” of the Farmers Branch Code of Ordinances relating to the application for and approval of Municipal Setting Designations Ordinances to prohibit the use of groundwater in areas designated as contaminated in accordance with the State law; and take appropriate action I.10 R2021-141 Consider approving Resolution No. 2021-141 authorizing the City Manager to enter into an Enterprise Agreement for GIS Software licensing and maintenance with Environmental Systems Research Institute (ESRI); and take appropriate action City of Farmers Branch Page 3 Printed on 10/14/2021 City Council Meeting Agenda October 19, 2021 I.11 R2021-145 Consider approving Resolution No. 2021-145 adopting the Texas Term Sheet and its intrastate allocation schedule regarding the Global Opioid Settlement in the amount of $94,532; and take appropriate action J. PUBLIC HEARINGS J.1 ORD-3704 Conduct a public hearing and consider adopting Ordinance No. 3704 for a Specific Use Permit and associated Detailed Site Plan for open storage on an approximate 10.66-acre property located at 4721 Simonton Road; and take appropriate action K. REGULAR AGENDA ITEMS K.1 ORD-3708 Consider adopting Ordinance No. 3708 amending the Code of Ordinances Chapter 56, the Property Maintenance Code, to include a new exemption for parcels used for cropping purposes from certain mowing and outside storage requirements of Chapter 56; and take appropriate action K.2 21-480 Receive a Third Quarter Economic Development Update L. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION M. ADJOURNMENT The City Council may convene into executive session at anytime during the Study Session or Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item.
