In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.

A.2 22-438 Discuss the Proposed Fiscal Year 2022-23 Balanced Budget.

B. EXECUTIVE SESSION
B.1 22-360 Council may convene into closed Executive Session pursuant to Section
551.072 of the Texas Government Code:
· To discuss the purchase, exchange, lease or sale of real property north
of Carrick, south of Valley View, east of IH-35, west of Denton Drive.

F. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.
G. CITIZEN COMMENTS
Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
H. CONSENT AGENDA
H.1 22-451 Consider approving the following City Council meeting minutes; and take
appropriate action.
· August 2, 2022 Regular City Council Minutes
H.2 22-452 Consider excusing the absence of Mayor Pro Tem David Merritt from the
August 2, 2022 regular portion of the City Council meeting; and take
appropriate action.
H.3 ORD-3757 Consider adopting Ordinance No. 3757 approving an amendment to the
City’s Fiscal Year 2021-22 Budget to provide funds for expenses not
originally anticipated at the time of adoption of the budget; and take
appropriate action.

H.4 R2022-100 Consider approving Resolution No. 2022-100 authorizing the First
Amendment to the Amended and Restated Master Development
Agreement with CADG Mercer Crossing Holdings LLC; and take
appropriate action.
H.5 R2022-107 Consider approving Resolution No. 2022-107 authorizing the purchase of
uniforms and related equipment for the Farmers Branch Police Officers
from Galls, LLC. in excess of fifty thousand dollars ($50,000.00); and take
appropriate action.
I. PUBLIC HEARINGS
I.1 22-453 Public Hearing to receive comments regarding proposed Redistricting
Maps for Districts, 1, 2, 3, 4, and 5.
J. REGULAR AGENDA ITEMS
J.1 22-440 Consider approving a motion to place a proposal to consider adopting a
maximum property tax rate of $0.589 on the City Council agenda of
September 20, 2022; schedule a public hearing on the proposed
maximum property tax rate for September 20, 2022 at 6:00 p.m. to be held
at the City of Farmers Branch, City Hall Council Chambers, located at
13000 William Dodson Parkway, Farmers Branch, Texas 75234; and, take
appropriate action.
J.2 2022-105 Consider approving Resolution 2022-105 establishing a moratorium on
tree stump enforcement.
K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
L. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
