In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.

“Fire Prevention Month” in Farmers Branch.
E.2 22-549 Consider accepting a donation of $1,985.89 to fund a park bench in
memory of Barbara Dale Johnson; and take appropriate action.
F. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone

any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
H. CONSENT AGENDA
H.1 22-566 Consider approving the following City Council meeting minutes; and take
appropriate action

H.2 R2022-124 Consider approving Resolution No. 2022-124 denying Oncor Electric
Delivery Company LLC’s application to change rates within the City of
Farmers Branch; and take appropriate action
H.3 R2022-134 Consider approving Resolution No. 2022-134 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 3165 Golfing Green Drive; and take
appropriate action
H.4 R2022-137 Consider approving Resolution No. 2022-137 authorizing an agreement
with SHI Government Solutions for Managed Detection and Response
Services and Vulnerability Management Services through the State of
Texas Department of Information Resources (DIR) contract number
DIR-TSO-4288 for a three-year term, subject to annual appropriations; and
take appropriate action.
H.5 R2022-139 Consider approving Resolution No. 2022-139 affirming the appointment of
a shared Board Member with the City of Plano to serve on the Dallas Area
Rapid Transit Authority (DART) Board of Directors; and take appropriate
action

H.6 R2022-135 Consider approving Resolution No. 2022-135 for a Detailed Site Plan for
The Station, a One-Family Attached or townhome development, on
approximately 1.007 acres tract of land located at 3940 Spring Valley
Road, generally east of the intersection of Spring Valley Road and
Vitruvian Way and on the south side of Spring Valley Road; and take
appropriate action.
H.7 22-584 Consider appointment to the Planning and Zoning Commission, and a City
Council liaison appointment to the Metrocrest Hospital Authority; and take
appropriate action.
H.8 R2022-133 Consider approving Resolution No. 2022-133 authorizing the Interim City
Manager to enter into a Microsoft Enterprise Volume Software License
Agreement with SHI Government Solutions, utilizing the Department of
Information Resources (DIR) contract number DIR-TSO-4092 for a
three-year term subject to annual appropriations; and take appropriate
action.

J. REGULAR AGENDA ITEMS
J.1 22-587 Receive an Economic Development video update.
J.2 22-565 Receive an update on the Texas Department of Transportation I-35 Phase
2 Project from TXDOT staff.
J.3 R2022-112 Consider approving Resolution No. 2022-112 authorizing a contract with
Klutz Construction, LLC for Cooks Creek Channel Improvements; and take
appropriate action.
J.4 ORD-3766 Consider adopting Ordinance No. 3766 amending the Farmers Branch
Code of Ordinances, Appendix A - Fee Schedule, relating to fees
established pursuant to Chapters 86 “Utilities”, Article IV “Service Rates
and Billing Procedure”, Section 86-276(a) “Water Service Rates”, to
address a temporary rate and take appropriate action.
K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
L. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
