In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.
Study Session Meeting to be held at 4:00 p.m. that will include a Dinner Break.

G.1 23-032 Presentation of a Proclamation recognizing January 31, 2023 as Brother
Eddy Ketchersid Day.
G.2 23-033 Presentation of a Proclamation recognizing Carol Dorman for her
dedication to citizens though volunteerism.
G.3 23-019 Recognition of Farmers Branch Fire Department Quint 133 and Medic 133
for their actions in saving the life of a cardiac arrest victim on December
15, 2022.
G.4 23-028 Recognition of Farmers Branch Fire Department Captain Brandon
Baughman for his actions in saving the life of a cardiac arrest victim off
duty on January 6, 2023.
G.5 23-027 Presentation of a service award to Ken LeMoine for thirty-five years (35) of
service to the City of Farmers Branch in the Parks and Recreation
Department.
G.6 23-030 Presentation of a service award to Ross Pittman for thirty years (30) of
service to the City of Farmers Branch in the Parks and Recreation
Department.
H. ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
J. CONSENT AGENDA
J.1 23-024 Consider approving the following City Council meeting minutes; and take
appropriate action.
· January 17, 2023 Regular Meeting
J.2 23-053 Consider excusing the absence of Council Member Omar Roman from the
January 17, 2023 City Council meeting; and take appropriate action.
J.3 R2023-014 Consider approving Resolution No. 2023-014 authorizing the purchase of
one new universal turf maintenance machine in the amount of $63,510 from
United Ag & Turf through the Texas Buyboard Purchasing Contract; and
take appropriate action.
J.4 R2023-020 Consider adopting Resolution No. 2023-020 authorizing the City Manager
to approve the replacement of the City Hall Information Technology room
clean agent fire suppression system in the amount of $68,885 from Texas
Fire & Sound through the BuyBoard Contract; and take appropriate action.

L. REGULAR AGENDA ITEMS
L.1 R2023-015 Consider approving Resolution No. 2023-015 authorizing an Interlocal
Agreement between Dallas Area Rapid Transit and the City of Farmers
Branch for public transportation improvements; and take appropriate
action.

L.2 R2023-013 Consider approving Resolution No. 2023-013 authorizing the purchase of
a 2026 Pierce-Custom Velocity Aerial, HD Ladder 100’, Mid-Mount for the
fire department from the Siddons Martin Emergency Group through the
Houston-Galveston Area Council cooperative purchasing program in the
amount of $2,114,158.56; and take appropriate action.
L.3 R2023-018 Consider approving Resolution No. 2023-018 authorizing Gadberry
Construction to provide general contractor services and related items for
the construction of the Historical Park Event Center; and take appropriate
action.
L.4 23-029 Discuss Oakbrook Neighborhood in response to a request from the
Oakbrook Homeowner Association; and take appropriate action.
M. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
N. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
