Govt. Code §551.127, notice is hereby given that (i) one or more City Council members may be participating on a regular, non-emergency basis in this meeting by video conference, (ii) the location of the meeting will be at Farmers Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of the City Council will be physically present, which location will be open to the public, and (iii) it is the intent to have the quorum of members of the City Council present at said location for this meeting. A. CALL TO ORDER - EXECUTIVE SESSION (4:00 P.M.) A.1 23-245 The City Council may convene into closed Executive Session pursuant to Section 551.087 of the Texas Government Code to discuss economic development incentives for Project Frito. A.2 23-253 The City Council may convene into closed Executive Session pursuant to Section 551.087 of the Texas Government Code to discuss economic development incentives for Project Teach. A.3 23-240 The City Council will convene into closed Executive Session pursuant to Section 551.074 Personnel Deliberation and Section 551.071(2) of the Texas Government Code, to discuss and review Code of Ethics complaints against Deputy Mayor Pro Tem Richard Jackson, Councilmember Omar Roman, and Councilwoman Tina Bennett-Burton, and receive a report from the City Attorney regarding said complaints. B. STUDY SESSION B.1 23-237 Discuss regular agenda items. B.2 23-246 Discuss and provide direction regarding contracts for services with non-profit organizations. ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. G. DISCUSS THE STATE OF THE CITY H. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION I. CONSENT AGENDA I.1 23-239 Consider approving the following City Council meeting minutes; and take appropriate action. · April 18, 2023 Regular Meeting I.2 R2023-067 Consider approving Resolution No. 2023-067 authorizing the City Manager to execute a professional services agreement with Freese and Nichols, Inc., in the amount of $109,247 for the Valley View Culvert Rehabilitation Project; and take appropriate action. I.3 R2023-059 Consider approving Resolution No. 2023-059 authorizing Quorum Architects, Inc. to provide conceptual design and related items for the Squire Park Project in the amount of $7,400.00; and take appropriate action. I.4 R2023-062 Consider approving Resolution No. 2023-062 authorizing the City Manager to execute an amendment to the Professional Services Agreement with Hunt Strategies, LLC in the amount of $14,700; and take appropriate action. REGULAR AGENDA ITEMS K.1 ORD-3793 Consider approving Ordinance No. 3793 amending Chapter 22, Buildings and Building Regulations Article III.5 Residential Code, Section 22-101 Amendments to International Residential Code of the Code of Ordinances by amending the expiration of certain permit applications and permits; and take appropriate action. L. CITIZEN COMMENTS Public Comment is your opportunity to address your City of Farmers Branch elected officials directly about issues that are important to and your community, but there is a process that must be followed : Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the meeting unless the Citizen Comments form has been submitted. This process applies to all action items listed on the agenda. Speaker Request Online Form: https://www.farmersbranchtx.gov/101/City-Council There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. When called by the Mayor, please approach the podium and state your name and address prior to beginning your comment. If you have written notes you wish to present to Mayor and Council, please furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to the City Secretary. Please direct your comments to the City Council and not the audience. M. ADJOURNMENT The City Council may convene into executive session at anytime during the Study Session or Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item. Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72 hours prior to the meeting.
