Code §551.127, notice is hereby given that (i) one or more City Council members may be participating on a regular, non-emergency basis in this meeting by video conference, (ii) the location of the meeting will be at Farmers Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of the City Council will be physically present, which location will be open to the public, and (iii) it is the intent to have the quorum of members of the City Council present at said location for this meeting. A. CALL TO ORDER - STUDY SESSION (2:00 P.M.) A.1 23-139 Discuss regular agenda items. A.2 23-438 Receive an update from Economic Development Director and Centurion American Development Group on the Boardwalk Development. A.3 23-393 Receive a biannual update from the Manske Library Board. A.4 23-432 Receive a report on the Mandatory Crime Reduction Program for designated apartments. A.5 23-451 Discuss combining the Parks and Recreation Board, Historical Preservation and Restoration Board, and Manske Library Board into one board, consider board structure, and appointment of members. A.6 23-429 Discuss amendments to the City’s Ethics Policy related to the endorsement of candidates. A.7 23-444 Discuss updates to the Board appointment process to include the implementation of a scoring system for appointments. A.8 23-450 Discuss and provide direction for the contracts for social services with non-profit organizations. A.9 23-433 Discuss the Christmas lighting and décor contract. CEREMONIAL ITEMS E.1 R2023-133 Consider accepting a donation from Roots Southern Table for the Youth Scholarship fund in the amount of $1,200; and take appropriate action. E.2 23-416 Recognize Kerry Phillips of the Parks and Recreation Department for 35 years of service to the City of Farmers Branch. F. ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. G. REPORT ON STUDY SESSION ITEMS H. CONSENT AGENDA H.1 23-419 Consider approving the following City Council meeting minutes; and take appropriate action. · June 20, 2023 Regular Meeting H.2 R2023-125 Consider approving Resolution No. 2023-125 authorizing an amendment of an existing professional planning services agreement exceeding $50,000 with Nancy Cardwell; and take appropriate action. H.3 R2023-144 Consider Resolution No. 2023-144 determining the costs of certain Townhome Site Direct Improvements to be financed within the Mercer Crossing Public Improvement District; approving a Preliminary Amended and Restated Service and Assessment Plan, including a proposed Assessment Roll; calling a public hearing for August 15, 2023, to consider an ordinance levying assessments on property located within the Mercer Crossing Public Improvement District; and directing publication of related notices; and take appropriate action. H.5 R2023-120 Consider approving Resolution No. 2023-120 for a Detailed Site Plan amendment for Cortland Galleria, a mixed-use development on approximately 7.76 acres located at 13465 Inwood Road; and take appropriate action. H.6 R2023-138 Consider approving Resolution No. 2023-138, authorizing the City Council to adopt a policy change for the installation of Non-Regulatory Signs; and take appropriate action. H.7 ORD-3797 Consider approving Ordinance No. 3797 amending the Property Maintenance Code and Building Code to address Substandard Structures; and take appropriate action. H.8 23-420 Consider City Council liaison appointments to external organizations; and take appropriate action. I. PUBLIC HEARINGS I.1 ORD-3803 Conduct a public hearing and consider adopting Ordinance No. 3803 for a Specific Use Permit for placement of cellular communication antennas on the existing municipal water tower and construction of an associated equipment shelter on an approximate 6.01-acre property located at 3725 Valley View Lane; and take appropriate action. J. REGULAR AGENDA ITEMS J.1 23-421 Consider approving the slate list of appointments to the Parks and Recreation Board; and take appropriate action. J.2 23-422 Consider Board and Commission appointments to the Farmers Branch Local Government Corporation Board of Directors, North Dallas County Water Supply Corporation, and the Planning and Zoning Commission; and take appropriate action. K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION L. CITIZEN COMMENTS City of Farmers Branch Page 3 Printed on 7/14/2023 City Council Meeting Agenda July 18, 2023 Public Comment is your opportunity to address your City of Farmers Branch elected officials directly about issues that are important to and your community, but there is a process that must be followed : Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the meeting unless the Citizen Comments form has been submitted. This process applies to all action items listed on the agenda. Speaker Request Online Form: https://www.farmersbranchtx.gov/101/City-Council There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. When called by the Mayor, please approach the podium and state your name and address prior to beginning your comment. If you have written notes you wish to present to Mayor and Council, please furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to the City Secretary. Please direct your comments to the City Council and not the audience. M. ADJOURNMENT The City Council may convene into executive session at anytime during the Study Session or Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item. Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are available at the main entrance facing William Dodson Parkway.
