In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.
A. CALL TO ORDER - STUDY SESSION (3 P.M.)
A.1 23-515 Discuss Regular Agenda items.
A.2 23-518 Discuss topics for the Proposed Fiscal Year 2023-24 Budget meetings
and related timing.
A.3 23-430 Receive an update on mowing of private properties by the Parks and
Recreation Department.
A.4 23-506 Discuss Event Center rental fees.
A.5 23-480 Discuss fees for electric vehicle charging at City facilities.
A.6 23-491 Receive an update from Economic Development Director and Tourism
Manager on the National Pickleball Tournament 2023.
A.7 23-508 Review the proposed creation of a tiered enforcement solution for
aggressive dogs.
A.8 23-509 Discuss the addition of home occupation regulations to the City’s Business
Code.
A.9 23-516 Discuss future agenda items and events.
B. EXECUTIVE SESSION
B.1 23-390 Council may convene into closed Executive Session pursuant to Section
551.087 of the Texas Government Code to discuss economic
development incentives for Project Harbor.

E.1 23-445 Recognize the Farmers Branch Fire Department for receiving the nationally
recognized American Heart Association's Mission: Lifeline EMS® Silver
Achievement Award for its commitment to offering rapid, research-based
care to people experiencing the most severe form of heart attack and
stroke.
E.2 23-512 Presentation of the Employee of the Month Award to John Carpenter of the
Police Department.
F. ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.

H. CONSENT AGENDA
H.1 23-521 Consider approving the following City Council meeting minutes; and take
appropriate action.
· August 1, 2023 Regular Meeting
H.2 R2023-176 Consider approving Resolution No. 2023-176, authorizing the City
Manager to approve a Professional Services Agreement with Cobb,
Fendley, and Associates Inc. for a speed study on Valley View Lane not to
exceed $7,104.70, and take appropriate action.
H.3 R2023-177 Consider approving Resolution No. 2023-177 authorizing the City Manager
to execute a professional services agreement with FORVIS, LLP, for
Financial Audit Services for Fiscal Year-End September 30, 2023 in the
amount of $128,500; and take appropriate action.
H.4 R2023-165 Consider approving Resolution No. 2023-165 authorizing the purchase
and installation of radar equipment for the Farmers Branch Police
Department from Stalker Applied Concepts, Inc. through the
Houston-Galveston area Council Cooperative Purchasing Program; and
take appropriate action.
H.5 R2023-166 Consider approving Resolution No. 2023-166 amending the authorized
representatives relating to the City’s participation agreement with the
Texas Local Government Investment Pool; and take appropriate action.

H.6 R2023-168 Consider approving Resolution No. 2023-168 authorizing the City Manager
to execute Amendment No. 1 to the Household Hazardous Waste
Agreement with Dallas County, ratifying the original agreement and
authorizing execution of future amendments; and take appropriate action.
H.7 R2023-169 Consider approving Resolution No. 2023-169, authorizing the City Council
to adopt a policy change to the installation of Non-Regulatory Signs; and
take appropriate action.
H.8 ORD-3800 Consider approving Ordinance No. 3800, amending the Farmers Branch
Code of Ordinances, Section 56-10 “Definitions” and Section 56-53
“Maintenance of Crops” regarding the definition and maintenance of crops
grown with the City; and take appropriate action.
I. PUBLIC HEARINGS
I.1 ORD-3816 Conduct a public hearing and consider adopting Ordinance No. 3816
accepting and approving a Service and Assessment Plan and townhome
site direct improvement assessment roll for the Mercer Crossing Public
Improvement District; making a finding of special benefit to the property in
the townhome site of the district and establishing a lien on such property
within the townhome site of the district; levying assessments against
property within the townhome site of the district and establishing a lien on
such property; providing for the method of assessment and the payment of
the assessments in accordance with Chapter 372, Texas Local
Government Code, as amended; and take appropriate action.
J. REGULAR AGENDA ITEMS
J.1 23-458 Receive a presentation by North Texas Emergency Communications
Center.
J.2 23-493 Consider approving a motion to place a proposal to consider adopting a
maximum property tax rate of $0.573559 on the City Council agenda of
September 19, 2023 and schedule a public hearing on the proposed
maximum property tax rate for September 19, 2023; both meetings will be
held at 6:00 p.m. at the City of Farmers Branch, City Hall Council
Chambers, located at 13000 William Dodson Parkway, Farmers Branch,
Texas 75234; and take appropriate action.
J.3 ORD-3817 Consider approving Ordinance No. 3817, repealing Ordinance No. 3324,
amending the Code of Ordinances by repealing Division IV “City Marshal”,
Article III, Chapter 28; and take appropriate action.
J.4 R2023-174 Consider approving Resolution No. 2023-174 naming the event center;
and take appropriate action.

J.5 ORD-3796 Consider approving Ordinance No. 3796 amending Chapter 78 and
Chapter 26 requiring short-term rental listing services to collect and remit
hotel occupancy taxes, and to require up-to-date payments before the
approval of a Short-Term Rental License application; and take appropriate
action.

L. CITIZEN COMMENTS
Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
M. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
