In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.
A. CALL TO ORDER - STUDY SESSION (3 P.M.)
A.1 24-024 Discuss regular agenda items.
A.2 24-011 Presentation from the City’s Bond Counsel to discuss the 2024 Bond
Election, the timeline of events, and compliance with the Texas Law related
to a bond election.
A.3 24-010 Discuss appointments to the Arts and Culture Committee and create a
slate list for appointment consideration.
A.4 24-029 Discuss appointments to the Manske Library Board and the Zoning Board
of Adjustments and Building Code Board of Appeals.
A.5 24-046 Discuss casting a vote for Farmers Branch in the runoff election for Dallas
Central Appraisal District Board of Directors.
A.6 23-807 Discuss the American Rescue Plan Act (ARPA) Grant Fund Reallocation
for FY 2023 - 2024.
A.7 24-039 Discuss topics for the City Council Strategic Planning Session.
A.8 24-031 Discuss and provide feedback regarding draft landscape amendments to
the Comprehensive Zoning Ordinance.
A.9 24-056 Receive a report on the November 2023 National Pickleball Tournament.

The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking

H.3 24-028 Consider appointments and reappointments to the Arts and Culture
Committee; and take appropriate action.
H.4 24-030 Consider appointments to the Manske Library Board and the Zoning Board

H.5 R2024-001 Consider approving Resolution 2024-001 authorizing the City Manager to
execute a contract with Trane U.S., Inc. to install two air conditioning chiller
units for City Hall in the amount of $194,696 through a Buy Board Contract;

H.6 R2024-002 Consider approving Resolution No. 2024-002 authorizing the City Manager
to execute a contract for the removal, replacement, and installation of bay
doors for Fire Station No. 3 with DH Pace, Inc. in the amount of $86,482
through a Buyboard Contract; and take appropriate action.
H.7 R2024-003 Consider approving Resolution No. 2024-003 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 3324 Pebble Beach Drive; and take
appropriate action.
H.8 R2024-004 Consider approving Resolution No. 2024-004 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 3353 Pebble Beach Drive; and take
appropriate action.
H.9 R2024-005 Consider approving Resolution No. 2024-005 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 14617 Tanglewood Drive; and take
appropriate action.
H.10 R2024-006 Consider accepting a donation from Keep Farmers Branch Beautiful, LLC,
in the amount of $1,376.59; and take appropriate action.
H.11 R2024-007 Consider approving Resolution No. 2024-007 authorizing the City Manager
to accept a grant in the amount of $27,800 from the State Energy
Conservation Office for LED lighting retrofits; and take appropriate action.
H.12 R2024-008 Consider approving Resolution No. 2024-008 authorizing the City Manager
to execute a contract with Thomas Bus Texas, Inc. for the purchase of a
transportation bus for the Parks and Recreation Department through a
Buyboard Contract in the amount of $135,300; and take appropriate
action.

H.13 R2024-010 Consider approving Resolution No. 2024-010 authorizing the City Manager
to execute the purchase of four (4) Heavy Duty Mobile Lift Stations in the
amount of $55,878 from Reeder Distributors, Inc., through Buyboard
Contract; and take appropriate action.
H.14 R2024-012 Consider approving Resolution No. 2024-012 casting a vote for a
candidate in the runoff election for Dallas Central Appraisal District Board
of Directors; and take appropriate action.
H.15 R2024-014 Consider approving Resolution No. 2024-014, authorizing the City
Manager to execute a Professional Services Agreement with Kimley-Horn
for intersection improvement design services for the intersection of Valley
View Lane at Mercer Parkway in the amount of $101,300; and take
appropriate action.
H.16 R2024-015 Consider approving Resolution No. 2024-015 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 14272 Southern Pines; and take
appropriate action.
H.17 R2024-017 Consider approving an extension of an expired building permit for
construction of the property located at 2609 Leta Mae Lane, a new
single-family home; and take appropriate action.
H.18 ORD-3841 Consider adopting Ordinance No. 3841, amending City of Farmers Branch
Code of Ordinances, Chapter 66, Solid Waste, removing references to
PD-99 and PD-100; and take appropriate action.
I. PUBLIC HEARINGS
I.1 ORD-3838 Conduct a public hearing and consider adopting Ordinance No. 3838 for a
multifamily development on approximately 2.49-acres located at 12055
Luna Road, described as Lot 2, Block A, Royal Hospitality Addition, within
the Planned Development District No. 88 (PD-88) zoning district; and take
appropriate action.
J. REGULAR AGENDA ITEMS
J.1 R2024-021 Consider approving Resolution No. 2024-021 authorizing the City Manager
to execute a contract with Community Waste Disposal, LLC for residential
and municipal solid waste and recycling services; and take appropriate
action.
J.2 ORD-3847 Consider adopting Ordinance No. 3847 amending the City’s Code of
Ordinances, Chapter 86, Utilities, that govern public sewers and the
disposal of fats, oils, and grease; and take appropriate action.

J.3 R2024-016 Consider approving Resolution No. 2024-016 authorizing the City Manager
to execute Change Order No. 1 for the design-build contract for the
Multisport Facility with Lee Lewis Construction Inc. in the amount not to
exceed $454,839, and amend the budget accordingly; and take
appropriate action.
J.4 24-057 Receive an update on issuing Certificates of Obligation for a new facility
with the North Texas Emergency Communications Center.

L. CITIZEN COMMENTS
Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.

Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign

hours prior to the meeting.
