Code §551.127, notice is hereby given that (i) one or more City Council members may be participating on a regular, non-emergency basis in this meeting by video conference, (ii) the location of the meeting will be at Farmers Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of the City Council will be physically present, which location will be open to the public, and (iii) it is the intent to have the quorum of members of the City Council present at said location for this meeting. A. CALL TO ORDER - STUDY SESSION (4 P.M.) A.1 24-089 Discuss regular agenda items. A.2 24-096 Presentation regarding the Planning and Zoning Commission’s work program for Fiscal Year 2023-2024. A.3 24-105 Discuss and affirm the costs associated with the projects for the 2024 Bond Election. A.4 24-081 Provide an update on the Multicultural Task Force and event details. A.5 24-088 Receive an update regarding commercial solid waste collection. A.6 24-090 Discuss future agenda items. B. EXECUTIVE SESSION The City Council may convene into executive session at anytime during the Study Session or Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item. G. REPORT ON STUDY SESSION ITEMS H. CONSENT AGENDA H.1 24-091 Consider approving the following City Council meeting minutes; and take appropriate action. · January 23, 2024 Regular Meeting H.2 24-093 Consider excusing the absence of Mayor Pro Tem Richard Jackson from the Study Session portion of the January 23, 2024, City Council meeting, and take appropriate action. H.3 ORD-3844 Consider adopting Ordinance 3844 calling the May 4, 2024 General Election for City Council Districts 3 and 5; authorizing the City Manager to execute an election services contract with the Dallas County Elections Department; and take appropriate action. H.4 ORD-3845 Consider adopting Ordinance No. 3845 calling a Special Election on proposed amendments to the Home Rule Charter to be held on May 4, 2024, authorizing the City Manager to execute an election services contract with the Dallas County Elections Department; and take appropriate action. H.5 ORD-3849 Consider adopting Ordinance No. 3849 calling a special bond election to be held on May 4, 2024, making provisions for the conduct of the election and authorizing the City Manager to execute an election services contract with the Dallas County Elections Department; and take appropriate action. H.6 R2024-018 Consider approving Resolution No. 2024-018 awarding the purchase of traffic signal equipment to Consolidated Traffic Controls, Inc. in the amount of $72,528 through the Houston-Galveston Area Council (HGACBuy); and take appropriate action. CITIZEN COMMENTS Public Comment is your opportunity to address your City of Farmers Branch elected officials directly about issues that are important to and your community, but there is a process that must be followed : Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the meeting unless the Citizen Comments form has been submitted. This process applies to all action items listed on the agenda. Speaker Request Online Form: https://www.farmersbranchtx.gov/101/City-Council There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. When called by the Mayor, please approach the podium and state your name and address prior to beginning your comment. If you have written notes you wish to present to Mayor and Council, please furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to the City Secretary. Please direct your comments to the City Council and not the audience. M. ADJOURNMENT Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72 hours prior to the meeting.
