In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.

G.3 R2024-225 Consider accepting a donation on behalf of the Animal Adoption Center in
the amount of $400,000 from the Margaret Fontebasso Estate and
approving Resolution No. 2024-225; and take appropriate action.
H. ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
J. CONSENT AGENDA
J.1 24-779 Consider approving the following City Council meeting minutes; and take
appropriate action.
· October 8, 2024, City Council Meeting
J.2 R2024-141 Consider approving Resolution No. 2024-141 approving the City’s 2025
Legislative Platform; and take appropriate action.
J.3 R2024-177 Consider approving Resolution No. 2024-177 authorizing the City Manager
to enter into an agreement with Excellence Ecological Services for
asbestos abatement at the Senlac Service Center located at 13333
Senlac Drive in the amount of $83,750; and take appropriate action.
J.4 R2024-178 Consider approving Resolution No. 2024-178 authorizing the City Manager
to enter into an agreement with JJ Red Construction Company for the roof
replacement at the Senlac Service Center located at 13333 Senlac Drive
in the amount of $188,846; and take appropriate action.
J.5 R2024-189 Consider approving Resolution No. 2024-189 awarding a contract to Road
Master Striping, LLC. for maintaining pavement markings on various City
streets through a Cooperative Purchasing Agreement with the City of Allen
in the amount of $130,000; and take appropriate action.
J.6 R2024-213 Consider approving Resolution No. 2024-213 authorizing the City Manager
to execute an amendment to a Residential Demolition/Rebuild Program
Incentive Agreement in the amount of $20,000 and a four (4) year property
tax rebate for the owner of the property located at 3140 Valley View Lane;
and take appropriate action.

K. PUBLIC HEARINGS
L. REGULAR AGENDA ITEMS
L.1 R2024-217 Consider approving Resolution No. 2024-217 authorizing the City Manager
to execute an Interlocal Cooperation Agreement (ILA) with Metrocrest
Hospital Authority, the Town of Addison, the City of Carrollton, and the City
of Coppell to purchase land for the new North Texas Emergency
Communication Center (NTECC); and take appropriate action.
L.2 R2024-173 Consider approving Resolution No. 2024-173 authorizing the purchase of
two 2028 Pierce-Custom Velocity Pumpers and one 2028 Pierce-Custom
Velocity Aerial 105’ Ladder for the Fire Department from the Siddons
Martin Emergency Group through the Texas Local Government purchasing
cooperative BuyBoard in the amount of $3,677,627; and take appropriate
action.
L.3 R2024-180 Consider approving Resolution No. 2024-180 authorizing the City Manager
to enter into a five-year agreement with Samsara, Inc. for the purchase of
fleet and asset tracking software and licensing in the amount of $289,351
utilizing Sourcewell Cooperative Agreement; and take appropriate action.
L.4 R2024-140 Consider approving Resolution No. 2024-140 and Resolution No.
2024-219 authorizing the City Manager to negotiate and execute a contract
with UMR for medical insurance and ProAct for pharmacy insurance for the
plan years 2025 and 2026 in the budgeted amount of $5.4 million; and take
appropriate action.
M. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
N. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
