In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.

D.1 25-32 The City Council will convene into a closed Executive Session pursuant to
Texas Government Code Section 551.072 (Real Property Deliberations) to
discuss the real property located at 13309 Josey Lane.
D.2 25-89 The City Council will convene into a closed Executive Session pursuant to
Texas Government Code Section 551.072 (Real Property Deliberations) to
discuss the real property located at 13333 Senlac Drive.
D.3 25-109 The City Council will convene into a closed Executive Session pursuant to
Texas Government Code Section 551.071 (legal consultation) to receive
legal advice from the City Attorney regarding a code of ethics complaint
filed on January 27, 2025.
D.4 25-103 The City Council will convene into a closed Executive Session pursuant to
Texas Government Code Section 551.071 (legal consultation) to receive
legal advice from the City Attorney regarding policies governing public
comments during City Council meetings.
D.5 25-123 The City Council will convene into a closed Executive Session pursuant to
Texas Government Code Section 551.074, Personnel matters, to receive
an update from the City Manager regarding employee and operational
matters.

G.1 24-976 Recognition of Farmers Branch Fire Department Medic 131 and Truck
131, NTECC, as well as the bystander that initiated CPR, for their actions
in saving the life of a cardiac arrest victim on November 5, 2024.
G.2 25-105 Presentation from Firehouse Theatre showcasing highlights from their
upcoming production “Million Dollar Quartet”.
H. ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
J. CONSENT AGENDA
J.1 25-77 Consider approving the following City Council meeting minutes; and take
appropriate action.
· January 21, 2025, City Council Meeting Minutes
J.2 ORD-3900 Consider adopting Ordinance No. 3900 authorizing the addition of
restricted prior service credit to the City’s offering under the Texas
Municipal Retirement System (TMRS); and take appropriate action.
J.3 R2025-027 Consider approving Resolution No. 2025-027 authorizing the City Manager
to execute a Residential Demolition/Rebuild Program Incentive Agreement
in the amount of $10,000 and a five (5) year property tax rebate for the
property owner located at 3062 Eric Lane; and take appropriate action.
J.4 R2025-018 Consider approving Resolution No. 2025-018 authorizing the City Manager
to execute an Assignment, Assumption, and Consent Agreement as part of
the Demolition/Rebuild Program for a four (4) year property tax incentive
for the property located at 12711 Epps Field Road; and take appropriate
action.
J.5 R2025-010 Consider approving Resolution No. 2025-010 and awarding a contract to
Mister Sweeper L.P. for annual city-wide street sweeping services in the
amount of $82,000; and take appropriate action.
J.6 R2025-006 Consider approving Resolution No. 2025-006 authorizing the purchase of
three 2025 Ford F-350 pickup trucks from Rush Truck Center through the
Texas Local Government Purchasing Cooperative BuyBoard in the amount
of $269,280 ($89,760 each); and take appropriate action.

J.7 R2025-014 Consider approving Resolution No. 2025-014 authorizing the purchase of
seven (7) vehicles from Sam Pack Ford through the Houston-Galveston
Area Council (H-GAC) Cooperative Purchasing Program in the amount of
$532,229.67; and take appropriate action.
K. PUBLIC HEARINGS
K.1 ORD-3897 Conduct a public hearing and consider adopting Ordinance No. 3897 for a
zoning amendment for a self-storage facility on approximately 9.72 acres
located at 11410 Mathis Avenue within the Planned Development District
No. 22 (PD-22) zoning district; and take appropriate action.
L. REGULAR AGENDA ITEMS
M. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION
N. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
