Study Session Meeting - 5:30 PM
This meeting will be open to the public and/or viewable via Zoom Videoconference. Texas
Governor Greg Abbott has granted temporary suspension of the Open Meetings Act to allow
telephone or videoconference. These actions are being taken to mitigate the spread of
COVID-19.
The Planning and Zoning Commission will conduct the meeting by videoconference and live at
City Hall utilizing telephonic capabilities. Any residents wishing to speak are invited to attend the
Planning and Zoning Commission meeting at City Hall in person or via Zoom if related to the
Public Hearing item.
Members are entitled to participate remotely via Zoom Teleconferencing.

A. STUDY SESSION
A.1 20-346 Discuss Regular Agenda items.
A.2 20-382 Discuss nominations for the Chairman and Vice-Chairman to the
Planning and Zoning Commission.
A.3 20-384 Discuss and provide direction regarding draft amendments to the
Comprehensive Zoning Ordinance related to parking requirements
for residential and non-residential uses.
A.4 20-385 Discuss the IH-35E Corridor Vision Study including but not limited

to review and analysis of public engagement responses, and next
steps.
A.5 20-347 Discuss agenda items for future Planning and Zoning Commission
consideration.
B. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address the Planning and Zoning
Commission on any matter that is not posted on the agenda. Anyone wishing to address the
Commission should complete a Citizen Comments Registration Form and submit it to the
Chairman prior to the start of the meeting. There is a three (3) minute time limit for each citizen to
speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen
total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial.
The Planning and Zoning Commission is not permitted to take action on any subject raised by a
speaker during Citizen Comments. However, the Planning and Zoning Commission may have the
item placed on a future agenda for action; refer the item to the Director of Planning for further
study or action; briefly state existing City policy; or provide a brief statement of factual information
in response to the inquiry.
C. REGULAR AGENDA ITEMS
C.1 20-383 Nomination and Election of the Chairman and Vice-Chairman of the
Planning and Zoning Commission; and take appropriate action.
C.2 20-348 Consider approval of the Attendance Matrix for the Planning and
Zoning Commission as presented; and take appropriate action.
C.3 20-212 Consider approval of the June 22, 2020 Planning and Zoning
Commission Minutes; and take appropriate action.
C.4 20-260 Consider approval of the July 13, 2020 Planning and Zoning
Commission Minutes; and take appropriate action.
C.5 20-PL-09 Consider a request from MCI5 Land, LTD and Mercer Crossing
Industrial Land, LTD for final plat approval of Morgan Business
Park, Lot 1, Block A, located at 2261 Morgan Parkway; and take
appropriate action.
C.6 20-SP-03 Consider the request for a Detailed Site Plan for a retail store on a
0.316-acre tract located at the northwest corner of Valley View Lane
and IH-35E frontage road; and take appropriate action.
D. PUBLIC HEARING
D.1 20-ZA-04 Conduct a public hearing and consider a request to amend the
Comprehensive Zoning Ordinance including amending: Article 3.3.

Measurement and Exceptions as it relates to front facing garages;
and take appropriate action.
E. ADJOURNMENT
This Board or Commission may convene into executive session at anytime during the meeting
pursuant to Texas Government Code Section 551.071 (2) for the purpose of seeking confidential
legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking
are available at the main entrance facing William Dodson Parkway. Persons with disabilities
planing to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids
such as sign interpreters or large print, are requested to contact the City Secretary at (972)
919-2503 at least 72 hours prior to the meeting.
