This meeting will be open to the public and/or viewable via Zoom Videoconference. Texas
Governor Greg Abbott has granted temporary suspension of the Open Meetings Act to allow
telephone or videoconference. These actions are being taken to mitigate the spread of
COVID-19.
The Planning and Zoning Commission will conduct the meeting by videoconference and live at
City Hall utilizing telephonic capabilities. Any residents wishing to speak are invited to attend the
Planning and Zoning Commission meeting at City Hall in person or via Zoom if related to the
Public Hearing item.
Members are entitled to participate remotely via Zoom Teleconferencing.

This agenda item provides an opportunity for citizens to address the Planning and Zoning
Commission on any matter that is not posted on the agenda. Anyone wishing to address the
Commission should complete a Citizen Comments Registration Form and submit it to the
Chairman prior to the start of the meeting. There is a three (3) minute time limit for each citizen to
speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen
total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial.
The Planning and Zoning Commission is not permitted to take action on any subject raised by a
speaker during Citizen Comments. However, the Planning and Zoning Commission may have the
item placed on a future agenda for action; refer the item to the Director of Planning for further
study or action; briefly state existing City policy; or provide a brief statement of factual information
in response to the inquiry.
C. REGULAR AGENDA ITEMS
C.1 20-496 Consider approval of the Attendance Matrix for the Planning and
Zoning Commission as presented; and take appropriate action.
C.2 20-497 Consider approval of the September 28, 2020 Planning and Zoning
Commission Minutes; and take appropriate action.
C.3 20-PL-11 Consider a request from Midway Urban Village, LLC for final plat
approval of Midway Urban Village Lots 1-3, Block A, located at 4040
McEwen Road; and take appropriate action.
D. PUBLIC HEARING
D.1 20-SU-03 Conduct a public hearing and consider a Specific Use Permit
request to allow guest quarters within a detached accessory
structure, on an approximately 1.0-acre property, located at 2973
Sunbeck Circle North; and take appropriate action.
D.2 20-ZA-06 Conduct a public hearing and consider the request to rezone
approximately 8.28 acres, located at 4050 Valley View Lane and
4051 Valley View Lane, from Planned Development District No. 71
(PD-71) and Multiple-Family Residence District-2 (MF-2) to Planned
Development District No. 71 (PD-71), including amending the
development standards to allow, including but not limited to,
multiple-family residential as a permitted use and establish related
development standards; and take appropriate action.
E. ADJOURNMENT
This Board or Commission may convene into executive session at anytime during the meeting
pursuant to Texas Government Code Section 551.071 (2) for the purpose of seeking confidential
legal advice from the City Attorney on any agenda item.

Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking
are available at the main entrance facing William Dodson Parkway. Persons with disabilities
planing to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids
such as sign interpreters or large print, are requested to contact the City Secretary at (972)
919-2503 at least 72 hours prior to the meeting.
