Dodson Pkwy Farmers Branch, TX 75234 Meeting Agenda Planning and Zoning Commission Monday, March 27, 2023 7:00 PM City Hall Study Session Meeting to be held at 5:30 PM in Study Session Room Additionally, the agenda packet is available for download from the City’s web site at www.farmersbranchtx.gov. This download may be accessed from any computer with Internet access. Any individual who wishes to speak on an agenda item should fill out a Registration Form for Appearance before the Planning and Zoning Commission (white card located in the back of the Council Chambers) and submit the completed card to The Chair member prior to the start of the meeting. A. STUDY SESSION A.1 22-712 Discuss Regular Agenda items. A.2 23-189 Discuss and receive presentation regarding the request to rezone approximately 41.8 acres from Planned Development District No.24 (PD-24); 51.5 acres from Planned Development District No.25 (PD-25); and 19.2 acres from Planned Development District No. 70 (PD-70) to Planned Development District No. 86 (PD-86) which, if approved, will be generally bound by: Havenhurst Street on the north; the BNSF railway right of way on the west; Springlake Road and Farmers Branch Lane on the south; Rawhide Creek, Valley View Lane, and the rear property line of properties on Nestle Street on the east. In addition, this rezoning includes a proposal to amend and restate in their entirety the use and development regulations for all property located within PD-86, to facilitate amendments that will improve the functionality of the code and the design elements of Downtown; and take appropriate action. A.3 23-158 Discuss agenda items for future Planning and Zoning Commission consideration. B. CITIZEN COMMENTS City of Farmers Branch Page 1 Printed on 3/23/2023 Planning and Zoning Commission Meeting Agenda March 27, 2023 This agenda item provides an opportunity for citizens to address the Planning and Zoning Commission on any matter that is not posted on the agenda. Anyone wishing to address the Commission should complete a Citizen Comments Registration Form and submit it to the Chairman prior to the start of the meeting. There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. The Planning and Zoning Commission is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the Planning and Zoning Commission may have the item placed on a future agenda for action; refer the item to the Director of Planning for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. C. REGULAR AGENDA ITEMS C.1 22-545 Consider approval of the February 27, 2023 Planning and Zoning Commission Minutes; and take appropriate action. D. PUBLIC HEARING D.1 23-ZA-02 Conduct a public hearing and consider the request to rezone approximately 41.8 acres from Planned Development District No.24 (PD-24); 51.5 acres from Planned Development District No.25 (PD-25); and 19.2 acres from Planned Development District No. 70 (PD-70) to Planned Development District No. 86 (PD-86) which, if approved, will be generally bound by: Havenhurst Street on the north; the BNSF railway right of way on the west; Springlake Road and Farmers Branch Lane on the south; Rawhide Creek, Valley View Lane, and the rear property line of properties on Nestle Street on the east. D.2 23-SU-02 Conduct a public hearing and consider the request for a Specific Use Permit for an animal kennel (without outside runs, play area) on a portion of an approximate 4.3-acre property located at 4280 Spring Valley Road; and take appropriate action. E. ADJOURNMENT This Board or Commission may convene into executive session at anytime during the meeting pursuant to Texas Government Code Section 551.071 (2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item.
