Work Session to be held at 5:00 PM and Study Session Meeting to be held at 6:00 PM or immediately following the Work Session. In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more City Council members may be participating on a regular, non-emergency basis in this meeting by video conference, (ii) the location of the meeting will be at Farmers Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of the City Council will be physically present, which location will be open to the public, and (iii) it is the intent to have the quorum of members of the City Council present at said location for this meeting. Additionally, The agenda packet is available for download from the City’s web site at www.farmersbranchtx.gov. This download may be accessed from any computer with Internet access. Any individual who wishes to speak on an agenda item should fill out a Registration Form for Appearance before the Planning and Zoning Commission (white card located in the back of the Council Chambers) and submit the completed card to The Chair member prior to the start of the meeting. CITIZEN COMMENTS This agenda item provides an opportunity for citizens to address the Planning and Zoning Commission on any matter that is not posted on the agenda. Anyone wishing to address the Commission should complete a Citizen Comments Registration Form and submit it to the Chairman prior to the start of the meeting. There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. The Planning and Zoning Commission is not permitted to take action on any subject raised by a speaker during Citizen Comments. However, the Planning and Zoning Commission may have the item placed on a future agenda for action; refer the item to the Director of Planning for further study or action; briefly state existing City policy; or provide a brief statement of factual information in response to the inquiry. H. REGULAR AGENDA ITEMS H.1 24-448 Consider approval of the May 13, 2024 Planning and Zoning Commission Minutes; and take appropriate action. I. PUBLIC HEARING I.1 24 ZA-04 Conduct a public hearing and consider the request for a zoning amendment for industrial development on approximately 7.36 acres located at 1751 Valley View Lane within the Planned Development District No. 77 (PD-77) zoning district; and take appropriate action. I.2 23-ZA-06 Conduct a public hearing and consider the request to amend the Comprehensive Zoning Ordinance related to garage conversions and adopting applicable regulations including but not limited to amending: Article 4. “Site Development Standards” Section 4.3 “Parking and Loading” subsection K. “Carports and Garages” by amending paragraph 3 relating to garage conversions and adding paragraph 5 titled “Amnesty Program Permit”; and take appropriate action.
