1. CALL TO ORDER
The meeting was called to order by Chair Rotty at 7:00pm
Members Present: Rotty, Snobeck, Baerg, Tesky, Windschitl
Members Absent: None

2. APPROVAL OF MINUTES
MOTION by Windschitl, second by Tesky to approve minutes of the Planning
Commission for August 12th, 2025, regular meeting and September 9th joint Planning
Commission and City Council meeting. APIF MOTION CARRIED
3. PUBLIC HEARINGS
3.1 Variance Request – KEMPS – Planning Manager Wippler presented the
request. KEMPS Farmington Cultured Business is seeking variances from required
front yard setback and maximum building coverage requirements of I (Industrial)
zoning district to construct a 3,900sq ft. building addition onto existing KEMPS
facility located at 15 Fourth St.
Discussion-
• Proposing 3,900sq ft. addition onto western side of existing facility
• Proposed addition would be set back zero (0’) ft from western property line
adjacent to Fourth St.
o Minimum required front yard setback in the I (Industrial) zoning
district is 50ft (50ft variance being requested).
• With proposed addition the building coverage would be 51.35%
o Maximum building coverage allowed in I (Industrial) zone is 35%;
existing building coverage for this site is 48.41%
• Similar variances granted in 2020 to accommodate new boiler room.
Variances included:
o Variance of 19.42 ft from property line adjacent to Fifth St.
o Variance to increase building coverage to 48.41%
• Expansion will require removal of existing pylon sign. Any new exterior
signage will require a sign permit to be applied for and approved.
Grace Rostetter with Kimley-Horn (representing KEMPS) was available for
questions.
Commissioner Tesky asked if KEMPS foresees any future expansion, Ms. Rostetter
responded at this time she is not aware of any other expansions.

Commissioner Windschitl asked if the height will be the same as the current
building. Ms. Rostetter stated the design is not finished yet, but it will likely not be
taller than the current building.
Commissioner Snobeck asked about sidewalk in front of the building since it is a
busy area. Ms. Rostetter said that has not been thought of yet. Planning Manager
Wippler stated Willow St. will be reconstructed in the next year and would discuss
the idea with public works department.
Commissioner Baerg asked about safety exiting the north parking lot. It will not be
for trucks, loading etc.
Chair Rotty discussed the sightlines on the curve of the road and safety. He
requested KEMPS keep that in mind.
MOTION by Snobeck, second by Windschitl to close public hearing. APIF MOTION
CARRIED
MOTION by Tesky, second by Windschitl to approve the two variance requests
subject to the following:
1. Obtaining all necessary building permits.
2. Sign permit shall be applied for and approved for any future exterior
signage.
APIF MOTION CARRIED.

Subject: Final Plat - Parkview Ponds Second Addition

INTRODUCTION:
The City of Farmington is seeking approval of the Parkview Ponds Second Addition Final
Plat. The plat consists of the conversion of an outlot into a single buildable residential lot.
The subject property is located at the intersection of Embers Avenue and 198th Street W in
the Parkview Ponds neighborhood (see attached aerial).
DISCUSSION:
This property was platted as Outlot H with the Parkview Ponds subdivision in 2005. At the
time of the final plat for the Parkview Ponds subdivision, the City Council requested that the
developer prepare for a potential future road connection from 198th Street to Akin Road.
This requirement was shown with the platting of Outlots H and G of the Parkview Ponds
plat. The City Council did indicate at that time that upon build-out of the Parkview Ponds
development that Outlot H may be converted to a standard residential lot if it's
determined that a roadway connection to Akin Road along the 198th Street alignment is
not warranted. Staff has determined that the connection is not warranted based on
current traffic patterns.
The attached Parkview Ponds Second Addition plat converts Outlot H to a single buildable
residential lot. The lot (Lot 1, Block 1 Parkview Ponds Second Addition) is 11,783 square feet
in size with a lot width of approximately 85 feet, meeting the minimum lot size and width
requirements in the R-1 zoning district which are 10,000 square feet and 75 feet,
respectively. The city's intent upon this replat is to have the property appraised in
preparation to be sold. A buyer for the property has not yet been identified.
Outlot H was platted with a blanket drainage and utility easement that must be vacated.
A public hearing has been scheduled for this vacation for the November 17th City Council
meeting. Standard drainage and utility easements (10 foot wide along the front and rear
property lines and 5 foot wide along the side lots lines) will be dedicated on the lot with the
Second Addition plat.
As shown on the attached survey, there is an existing 10-foot-wide bituminous trail near the

southern end of the lot the extends from Embers Avenue westerly into the Farmington
Preserve Park which is adjacent to the west. The trail will remain on this lot and a separate
trail easement will be required to cover the trail section and will have to be executed and
recorded at time of closing for the sale of the lot.

ACTION REQUESTED:
Recommend approval of the Parkview Ponds Second Addition Final Plat contingent upon
the following and forward the recommendation to the City Council.
1. The vacation of the blanket drainage and utility easement on the property legally
