Business Items 5.1 Cancellation of the June 9, 2025 Meeting Summer seasonal recreation staff orientation and training fall during the week of the Rambling River Center Advisory Board’s (RRCAB) meeting on June 9. This requires Recreation Supervisor Kohlbeck’s attention. Motion by Reichert to cancel the June 9, 2025 RRCAB meeting, seconded by Edwards. APIF. Motion Carried. 6. Discussion Items 6.1. Review of Arts and Crafts Fundraiser The Arts and Crafts Fundraiser profited $1,597.78. We had 35 vendors that purchased 56 spaces and one (1) table. We spent more on advertising this year, $200 was spent on the Crown Rental sign and $65 on radio ads. Suggestions for next year include separating the information from the vendor application, vendor and volunteers participating in the raffles, a sign or banner by the arch on Spruce Street, cross promotion with Faith Church and the Community Room, and continue to utilize the National Honor Society Volunteers. 6.2 Market and Promote the Rambling River Center to New Residential Developments in Farmington Staff received an email request from Alyssa MacLeod to change the date of the Vita Attiva Pickleball Tourney to Saturday, July 26. Advisory board members agreed they would be there on this date. Advisory board members discussed inviting SAIL, Core, Yoga, Model Train Club, woodworkers, and Dum Ditties Dulcimer Club. Staff will talk with the various group leaders and the schedule of presentations will be finalized at the July meeting. 6.3 Grand Reopening of the Rambling River Center Page 5 of 23 A ribbon cutting with cake and coffee is scheduled for Wednesday, August 13 at 10 am. All project partners will be invited. We currently do not have a date for moving back into the building. 6.4 Veteran’s Recognition and Thank You Event Veterans are invited to the Rambling River Center for a Veteran’s Recognition and Thank You Event on Wednesday, July 2 at 9 am for rolls and coffee. Board members will come early to help decorate. Janke has all items for the event at home. As this event continues, the advisory board suggested inviting speakers from various veteran’s groups including the MN Veteran Affairs Office. 6.5 Veteran’s Steak Fry The Steak Fry will be held on Saturday, May 17 at the VFW from 4-8 pm. We currently have only 20 pre-sale tickets sold. Stacey has the volunteer schedule and we are in need of more help. Please share this need with your friends and have them call Stacey to volunteer. 6.6 2025 Work Plan Progress Chair Garlets reviewed the progress of the goals and objectives for the 2025 work plan. 7. Staff Report 7.1 Informational Updates • Director Omlid stated the concrete patio has been poured, big windows in the fitness room are installed, and the bathroom fixtures are in. • Programming continues as planned at Fire Station 1. • We are still waiting for the raffle permit to be approved by the State of MN for the raffle with Farmington Rotary. • Kiss the Pig and the Bike Auction are both on Saturday, June 28 as part of Top the Tater Days. Kiss the Pig cans will go out the week of Memorial Day. • The Spring Food Truck Event held in partnership with Empire Parks and Recreation Commission will be on Friday, May 16 from 5-8 pm at Stelzel Ball Fields in Empire. • City Administrator Lynn Gorski turned in her resignation. Her last day will be July 1. • Police Chief Rutheford is retiring. He invited advisory board members to his open house on Friday, May 30. Deputy Chief Siem will take over as Chief on May 31. 8.1. However, when removing the existing windows and having to make adjustments with installation of the new windows, the previous window treatments no longer fit. Staff contacted Amy's Windows, the vendor of the roller shades for the new windows in the Jack and Bev McKnight Fitness Center and Nicolai Board Room, for a proposal for the rest of the windows. The vendor was very interested in the Rambling River Center project and proposed to supply and install all 21 needed matching Hunter Douglas roller shades at a reduced cost of $4,731.76. Amy's Windows offered to contribute $1,200 towards the purchase and installation of the 21 roller shades making it more affordable for the Rambling River Center. Amy's Window's proposal is included in the packet. Staff asked Amy's Windows if it was possible to cut the existing shades to fit the new windows. Due to the shade type and fabric, cutting the shades would not only be visually undesirable, but the fabric would not be compatible with the saw, which could result in the saw being broken, jammed, and / or be dangerous for the person cutting the shades down if the saw pulls the fabric at all. Thus, Amy's Windows can't cut the existing shades. Staff plans to sell the existing shades through MinnBid, which provides services to various government agencies allowing them to sell surplus items through an online public auction. DISCUSSION: The cost for the 21 Hunter Douglas roller shades and installation is $4,731.76. Thus far in 2025, the Rambling River Center has fundraising and donations totaling $7,441. These monies are from the Son's of American Legion Omelet Breakfast, Arts and Crafts Fair, Veteran's Steak Fry, Kiss the Pig, Bike Auction, Happy Harry's and member donations. Staff is requesting to purchase the roller shades including installation with fundraising / donation monies. As a reminder, fundraising / donation money are to be used for building improvements at the Rambling River Center or to purchase new equipment and/or furniture. ACTION REQUESTED: Staff requests the Rambling River Center Advisory Board approve to spend $4,731.76 from fundraising / donation monies for 21 Hunter Douglas roller shades and installation from Amy's Page 8 of 23 Windows. DISCUSSION: In 2024, the profit from the breakfast was $173.58 and $3,538.52 from the silent auction for a total of $3,712.10. Expenses included egg bakes, fruit, cinnamon rolls, juice, and coffee. Recommendations after last year's event included to cut the egg bakes into smaller servings, order smaller cinnamon rolls, and keep the fruit trays. ACTION REQUESTED: Rambling River Center advisory board members are asked to come to the meeting prepared to make a formal decision regarding a date, caterer, menu, and ticket cost for the annual breakfast and silent auction fundraiser. Page 11 of 23  RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Review Veteran's Steak Fry at the VFW Meeting: Rambling River Center Advisory Board - Jul 14 2025 INTRODUCTION: The annual Steak Fry fundraiser was held at the VFW on Saturday, May 17, 2025 from 4-8 pm. The cost was $17, which included a Von Hanson's grilled steak, baked potato, salad, and dessert. The Rambling River Center sold 24 tickets. We were again paired with the Future Farmers of America (FFA) group from Farmington High School. A total of 240 steaks were sold and they ran out. The Rambling River Center profited $1,105 as a check for $588 was received from the Veteran's Steak Fry Committee and a check for $500 was received from the VFW and $17 was donated in cash for tickets purchased but not used. DISCUSSION: The Veteran's Steak Fry Committee contacted staff after the event. The FFA would like to branch out on their own. The Veteran's Steak Fry committee currently does not have additional steak fry dates for each organization to have their own date. The Veteran's Steak Fry committee proposed the FFA retain the date, but would still donate to the Rambling River Center without working an event. They asked that in exchange if they or one of the associated groups from the VFW (e.g., Son's of the American Legion, Auxiliary) needed help with desserts, staff would ask Rambling River Center members to make and donate a dessert. They asked for dessert assistance for their Purse Bingo Fundraiser held during Top the Tater Days. Eight (8) members provided dessert for the Purse Bingo Fundraiser. ACTION REQUESTED: Advisory board members should review the Steak Fry and discuss and help recruit members willing to donate a dessert to various events at the VFW. The tourney is for adults ages 55+ scheduled for Saturday, July 26, 2025, from 10 am - 2 pm. This event will be open to the public ages 55+. In addition to pickleball, they are planning for bocce ball and cornhole games. Vita Attiva also invited the Rambling River Center to have a display and program demonstrations in their clubhouse from 10 am - 2 pm. The raffle tickets cost $52 and will be limited to 300 tickets sold. Prizes will be awarded beginning September 9, 2025. There will be $100 given away weekly and $250 given away quarterly. Every ticket drawn will be thrown back in for the next drawing, meaning ticket holders are eligible to win 56 times. DISCUSSION: Ticket sales started Wednesday, May 28. Farmington Rotary was given 150 tickets to sell. Tickets will be sold until Tuesday, September 9 at 9 am, as the drawings will all be conducted beginning at 10:30 am. The first prize will be awarded Wednesday, September 10. Staff will provide an update on the number of tickets sold at the meeting. BUDGET IMPACT: The Rambling River Center and Farmington Rotary are both selling tickets. A total of 122 tickets must be sold to break even. Profit and/or loss will be split equally with the Farmington Rotary. There is potential to profit $4,650 each. Objectives: 1. By April 1, the grand reopening and ribbon cutting details will be finalized. Status: Completed. At their April 14, 2025 meeting, the advisory board chose August 13, 2025 as the preferred date and August 14, 2025 as the back-up date for the grand reopening and ribbon cutting. The ribbon cutting will be held at 10 am and coffee and cake will be served. It will be open to the public and all project partners will be invited. 2. By May 1, publicity will have started. 3. By September 30, a grand reopening and ribbon cutting will have happened. Goal #2: Complete and celebrate the addition of the Minnwest Bank Patio to the Rambling River Center. Objectives: 1. By March 1, the Advisory Board will have discussed the outdoor patio, furnishings, landscaping, etc. 2. By April 1, furniture will be selected for the outdoor patio. 3. By May 1, details for a Patio Party to dedicate the Minnwest Bank Patio will be finalized. 4. By October 31, a Patio Party with Minnwest Bank will have happened to celebrate the addition of the patio. Goal #3: Review and recommend 2026 Rambling River Center fees and charges to the city council. Objectives: 1. By July 1, review and discuss the 2026 RRC fees and charges and determine if any revisions should be made to the 2026 fees and charges. 2. By August 1, forward recommended 2026 RRC fees and charges to the Parks and Recreation Commission. 3. By September 30, the Parks and Recreation Commission will have reviewed and approved the 2026 RRC fees and charges and will recommend to the City Council to approve them. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2026 RRC fees and charges. Goal #4: Raise at least $15,000 from fundraising events and donations to fund future Rambling River Center capital improvements and/or equipment and furniture purchases. Objectives: 1. By March 1, discuss current fundraising events to see if any changes should be made to the existing fundraising events and a discussion should occur about creating a new fundraising event. Status: Completed. At their February 10 meeting, the board discussed adding an event. Ideas included a gala or casino night. Page 18 of 23  2. By July 1, assist with and complete at least one fundraising activity. Status: Completed. On May 3, 2025 the annual Arts and Crafts Fair was held. 3. By September 1, assist with and complete at least a second fundraising activity. Status: Completed. On May 17, 2025 a Steak Fry was held in conjunction with the Veteran’s Steak Fry Committee and Future Farmers of America students. 4. By October 1, assist with and complete at least a third fundraising activity. Status: Completed. Kiss the Pig and the Bike Auction were held on June 28, 2025 as part of Top the Tater Days. 5. By December 31, assist with and complete at least a fourth fundraising activity. Goal #5: Participate in a parks and facilities tour with the Parks and Recreation Commission and City Council. Objectives: 1. By March 1, the Advisory Board, Parks and Recreation Commission, and City Council will have identified a date to have a tour. Status: Completed. Wednesday, August 20, 2025 at 6 pm was chosen for the parks and facilities tour with the Parks and Recreation Commission and City Council. 2. By July 1, a final list of parks and facilities to tour will be approved by the Parks and Recreation Commission. 4. By October 1, a parks and facilities tour will have occurred. Goal #6: Collaborate with Veteran’s Groups for more involvement at the Rambling River Center. Objectives: 1. By March 31, a date, time, and details for a veteran’s recognition and thank you event (coffee and dessert) will have been discussed, finalized, and approved. Status: Completed. Board members chose Thursday, May 22 at 9:00 am to host the veteran’s recognition and thank you event. 2. By May 31, the Advisory Board will have hosted a coffee and dessert event for veterans. Status: Completed. Board members chose and hosted a veteran’s recognition and thank you event on July 2, 2025 at 9:00 am. 3. By August 1, the Advisory Board will have evaluated the coffee event and discussed additional ways to collaborate with veteran’s groups. 4. By September 1, the Advisory Board will have met with and learned more about the identified veteran’s groups and brainstormed with them ways to collaborate. 5. By December 1, a second collaboration with a veteran’s group(s) will have taken place. Goal #7: Market and promote the Rambling River Center to new residential developments in Farmington. Objectives: 1. By March 1, discuss and develop a plan for promotion of the Rambling River Center to new residential developments. Status: Completed. The board discussed and decided to purchase tote bags with the Rambling River Center logo and information on them, have an open house when the Page 19 of 23  Center reopens, visit with The Emery residents when occupancy rates are higher, and explore fitness classes and pickleball events at Vita Attiva. 2. By May 1, send Rambling River Center representative(s) to meet with residents of new residential developments (i.e. Vita Attiva, The Emery, etc.). 3. By July 1, mail Rambling River Center promotional materials to new residents. 4. By October 1, invite and host Farmington area residents to an open house and tour of the newly renovated Rambling River Center. Goal #8: Thank all City of Farmington staff and Rambling River Center members who facilitated the move and kept programming going during the Rambling River Center renovation project. Objectives: 1. By March 1, thank you idea(s) will have brainstormed and decided. Status: Completed. The board discussed that staff members and volunteers that assisted with the move will receive a gift bag/box with treats and a handwritten thank you. These will be distributed by advisory board members. 2. By April 1 all materials to facilitate the thank you will have been secured and/or arranged. Status: Completed. At their April 14, 2025 meeting, the advisory board finalized decisions regarding the thank you’s, bags, and items to be included in the bag. Staff ordered all the items. 3.
