Call to Order: Chair Mary Garlets called meeting to order at 9:30 am. Members Present: Mary Garlets, Pennie Page, Pat Hennen, Judy Janke, Blanche Reichert, and Jeff Spillman Members Absent: Rachel Edwards Others Present: Parks and Recreation Director Kellee Omlid, Recreation Supervisor Missie Kohlbeck 2. Approve Agenda Motion by Reichert to approve the agenda, seconded by Janke. All persons in favor (APIF). Motion carried. 3. Approve Minutes Motion by Spillman to approve May 12, 2025, meeting minutes, seconded by Reichert. APIF. Motion carried. 4. Presentations 5. Business Items 5.1 Purchase Roller Shades with Fundraising/Donations Monies Amy’s Windows, the vendor for the shades installed as part of the renovation project, quoted $4,731.76 for 21 matching Hunter Douglas roller shades including installation. Motion by Page, to purchase 21 Hunter Douglas roller shades from Amy’s Windows for $4,731.76 installed, seconded by Janke. APIF. Motion carried. 5.2 Breakfast and Silent Auction Fundraiser The advisory board discussed ordering egg bakes with the hash browns in them, cutting them into smaller pieces, and ordering more meat and cheese bakes. They also want to continue with fruit trays and cinnamon rolls cut into smaller servings. Motion by Page to host the breakfast and silent auction fundraiser on Saturday, October 11, 2025, seconded by Hennen. APIF. Motion carried. 6. Discussion Items 6.1 Review Veteran’s Steak Fry at the VFW The Veteran’s Steak Fry committee is giving the Future Farmers of America (FFA) students their own date. They no longer have a date for the Rambling River Center. The Veteran’s Steak Fry committee proposed in exchange for providing homemade desserts for some of the Veteran’s Steak Fry events and VFW related events they would still make a yearly donation to the Rambling River Center. Members donated desserts during Top the Tater Days. Advisory board members ask the Veteran’s Steak Fry committee let people know the desserts are from members of the Rambling River Center. 6.2 Review Veteran’s Recognition and Thank You Event Advisory board members felt it was a good first event and would like to keep it going. There were approximately 20 people in attendance. Several good stories were told and one of the veterans asked if this was going to happen monthly. Advisory board members are planning to hold another event on Page 4 of 18 Monday, November 10, prior to Veteran’s Day. It was also discussed to invite Trinity and schedule a volunteer driver to pick people up if they would like to come but can’t get a ride. The event will be scheduled from 8:30-9:30 am with the Rambling River Center Advisory Board meeting pushed back to 10 am. 6.3 Market and Promote the Rambling River Center to New Residential Developments in Farmington The Rambling River Center has been invited to the pickleball tourney at Vita Attiva on Saturday, July 26, 2025, from 10 am – 2 pm. We have been asked to offer demonstrations in the clubhouse. The schedule is as follows: 10 am Woodcarving 10:30 am SAIL Class 11 am Core Class 11:30 am Chair Yoga 12 pm Meditation 12:30 pm Model Railroad Club 1 pm Dulcimers 1:30 pm Book Club / Coffee Clubs There will be Rambling River Center bags with membership information, newsletters, pens, etc. The advisory board will also bring raffle tickets to sell. Reichert, Garlets, and Spillman will be there in the morning for their classes. Page and Janke will be there noon – 2 pm. 6.4 Grand Reopening of the Rambling River Center Director Omlid has invited all the project and community partners, Recreation Supervisor Kohlbeck is sending information to all the members, and Economic Development Coordinator Aman is spreading the word in the business community. Cakes have been ordered. The advisory board will assist with conducting tours. Advisory Board Chair Garlets, Mayor Hoyt, and possibly politicians will say a few words during the ribbon cutting. 6.5 Raffle Fundraiser with the Farmington Rotary The Rambling River Center has sold 25 tickets to-date. Discussion regarding selling the tickets at Vita Attiva on Saturday, July 26, 2025, and the grand reopening on Wednesday, August 13, 2025. Remind people this is a donation to the Farmington Rotary and the Rambling River Center. 6.6 2025 Work Plan Progress Chair Garlets reviewed the progress of the goals and objectives for the 2025 work plan. 7. Staff Report 7.1 Informational Updates • Director Omlid let the advisory board know the Parks and Facilities Tour has been moved to Thursday, August 21, 2025. If you cannot go on the full tour, but are available at 6 pm the tour will begin at the Rambling River Center. • Trips and tours continue both with Rosemount’s Steeple Center / Lakeville’s Heritage Center and the Rambling River Center van. • One of the original treadmills quit working during the move. David McKnight has graciously purchased and donated a new one. Page 5 of 18  • Farmington received the Minnesota Department of Natural Resources (DNR) Outdoor Recreation Grant to build a skate park with support amenities. Matching funds for this grant will come from the Farmington Liquor Store Community Projects Funds. • Dakota County awarded the Rambling River Center a Communities for All Initiative grant to purchase and install an adult changing table. It will be installed in the new bathroom in the banquet room. • Top the Tater Days was very successful. 8.1. Advisory Board Roundtable Reichert – Nothing Janke – Nothing Omlid – Nothing Page – What do the signs in the parking lot mean, can I park there? Director Omlid replied those are for the people who live above the businesses. Have we heard anything about the T-Mobile wayfinding grant? Director Omlid replied, The city’s application wasn’t funded, and the number of applicants was so large feedback on the city’s application wasn’t given. Staff updated the city’s application and resubmitted prior to June 30, 2025 for the next round of funding. Is the name of the library new? Staff replied no it was part of the room naming fundraiser in 2009. Jerry Ristow is a previous Mayor of Farmington. Does anyone know about the dilapidated house south of the roundabout on HWY 3? Board members responded that it has always been there. Director Omlid replied that it is privately owned. Has some information on a fundraiser called “Queen of Hearts” she will investigate it more. Can we do a Christmas craft sale here at the Rambling River Center? Staff will look at the dimensions of the building to see if a craft sale could fit in the space. Spillman – Has the idea to do a bake sale around the Holiday Lighted Parade. Hennen – Asked about an individual picking up day old bread. Staff replied he takes whatever is left for the animals. Also asked if we still have any promotional brochures. Staff replied we do, however with the remodel the pictures are old. Garlets – Would like to invite all first responders to stop by for coffee and treats on Tuesday, October 28, 2025 as part of First Responders Day. The time she suggested is 9-10 am. DISCUSSION: The advisory board approved Saturday, October 11 to host the annual breakfast and silent auction fundraiser. The breakfast will be catered by Ptacek's and includes hashbrown egg bakes and fruit trays. Cinnamon rolls have been requested as a donation from Kwik Trip. Silent auction item donation letters will be mailed to businesses in the end of August / early September. ACTION REQUESTED: Advisory board members are asked to come to the meeting prepared to discuss and approve the cost of breakfast tickets and time for breakfast and silent auction. The board should also discuss and set the volunteer schedule for basket making. DISCUSSION: At the March 10, 2025, meeting, the Rambling River Center Advisory Board (RRCAB) discussed hosting a celebration for members that would include food and live music. The board should continue the discussion by determining key event details including, but not limited to:  Date and time  Entertainment options (e.g., live band, DJ, solo performer)  Menu (catered meal, grill out, snacks, etc.)  Cost of meal tickets  Other celebration ideas (theme, decorations, door prizes, volunteer involvement, etc.) Minnwest Bank staff would be invited to the event to be thanked for and celebrate the addition of the new outdoor patio to the Rambling River Center. ACTION REQUESTED: The advisory board should come prepared to make and approve decisions to create an engaging and enjoyable, celebration event that brings the membership together and thanks Minnwest Bank for their very generous donation to build the outdoor patio. DISCUSSION: Vita Attiva held a pickleball tourney for adults ages 55+ on Saturday, July 26, 2025, from 10 am - 2 pm. This event was open to the public. The Rambling River Center was invited to participate by setting up a display and offering program demonstrations throughout the event. Advisory board members attended the event and were actively engaged with the participants. They handed out reusable bags containing Rambling River Center promotional materials including:  Membership information  Financial Support Program (FSP) applications  Current newsletter  Business card  Branded pen In addition to outreach, advisory board members facilitated several program demonstrations to showcase offerings at the Rambling River Center. ACTION REQUESTED: The advisory board should discuss what went well and identify areas for improvement as we prepare to engage with other new housing developments. Director Omlid invited the project partners, including Congresswoman Craig, Senator Smith, Senator Klobuchar, JLG Architects, Paulson and Clark, CM Construction Company, and the Farmington City Council. Community Development and Rambling River Center staff also extended invitations to members, local businesses and organizations, and the general public. There will be a few individuals including Chair Garlets who will provide brief remarks during the event. Staff has ordered a celebratory cake and advisory board members will be available to lead tours of the facility. At their April 14, 2025, meeting, the advisory board chose August 13, 2025, as the preferred date and August 14, 2025, as the back-up date for the grand reopening and ribbon cutting. The ribbon cutting will be held at 10 am and coffee and cake will be served. It will be open to the public and all project partners will be invited. 2. By May 1, publicity will have started. Status: Completed. The invitation was included in the River and Currents. Invitations were sent to all project partners, city staff, organizations, and Rambling River Center members on the email list. 3. By September 30, a grand reopening and ribbon cutting will have happened. Goal #2: Complete and celebrate the addition of the Minnwest Bank Patio to the Rambling River Center. Objectives: 1. By March 1, the Advisory Board will have discussed the outdoor patio, furnishings, landscaping, etc. 2. By April 1, furniture will be selected for the outdoor patio. Status: Completed. Patio furniture including tables with umbrellas, benches, swing, and trash and recycling receptacles have been ordered. 3. By May 1, details for a Patio Party to dedicate the Minnwest Bank Patio will be finalized. 4. By October 31, a Patio Party with Minnwest Bank will have happened to celebrate the addition of the patio. Goal #3: Review and recommend 2026 Rambling River Center fees and charges to the city council. Objectives: 1. By July 1, review and discuss the 2026 RRC fees and charges and determine if any revisions should be made to the 2026 fees and charges. 2. By August 1, forward recommended RRC fees and charges to the Parks and Recreation Commission. 3. By September 30, the Parks and Recreation Commission will have reviewed and approved the 2026 RRC fees and charges and will recommend to the City Council to approve them. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2026 RRC fees and charges. Goal #4: Raise at least $15,000 from fundraising events and donations to fund future Rambling River Center capital improvements and/or equipment and furniture purchases. Objectives: Page 13 of 18  1. By March 1, discuss current fundraising events to see if any changes should be made to the existing fundraising events and a discussion should occur about creating a new fundraising event. Status: Completed. At their February 10 meeting, the board discussed adding an event. Ideas included a gala or casino night. 2. By July 1, assist with and complete at least one fundraising activity. Status: Completed. On May 3, 2025, the annual Arts and Crafts Fair was held. 3. By September 1, assist with and complete at least a second fundraising activity. Status: Completed. On May 17, 2025, a Steak Fry was held in conjunction with the Veteran’s Steak Fry Committee and Future Farmers of America students. 4. By October 1, assist with and complete at least a third fundraising activity. Status: Completed. Kiss the Pig and the Bike Auction were held on June 28, 2025, as part of Top the Tater Days. 5. By December 31, assist with and complete at least a fourth fundraising activity. Goal #5: Participate in a parks and facilities tour with the Parks and Recreation Commission and City Council. Objectives: 1. By March 1, the Advisory Board, Parks and Recreation Commission, and City Council will have identified a date to have a tour. Status: Completed. Wednesday, August 20, 2025, at 6 pm was chosen for the parks and facilities tour with the Parks and Recreation Commission and City Council. 2. By June 1, a draft list of parks and facilities to tour will be reviewed by the Advisory Board. Status: Completed. The Rambling River Center will be the first stop on the tour. Other locations might include the Rambling River Park warming house, Troy Hills Park, and Daisy Knoll Park. 3. By July 1, a final list of parks and facilities to tour will be approved by the Parks and Recreation Commission. Status: Completed. The Parks and Recreation Commission approved the tour stops and schedule at their July 9, 2025 meeting. 4. By October 1, a parks and facilities tour will have occurred. Goal #6: Collaborate with Veteran’s Groups for more involvement at the Rambling River Center. Objectives: 1. By March 31, a date, time, and details for a veteran’s recognition and thank you event (coffee and dessert) will have been discussed, finalized, and approved. Status: Completed. Board members chose Thursday, May 22 at 9:00 am to host the veteran’s recognition and thank you event. 2. By May 31, the Advisory Board will host a coffee and dessert event for veterans. Status: Completed. Board members chose and hosted a veteran’s recognition and thank you event on July 2, 2025, at 9:00 am. By August 1, the Advisory Board will have evaluated the coffee event and discussed additional ways to collaborate with veteran’s groups. Status: Completed. The event was well received; plans have been made to hold another veteran’s thank you coffee event the day before Veteran’s Day. 3. By September 1, the Advisory Board will have met with and learned more about the identified veteran’s groups and brainstormed with them ways to collaborate. 4. By December 1, a second collaboration with a veteran’s group(s) will have taken place. Page 14 of 18 Goal #7: Market and promote the Rambling River Center to new residential developments in Farmington. Objectives: 1. By March 1, discuss and develop a plan for promotion of the Rambling River Center to new residential developments. Status: Completed. The board discussed and decided to purchase tote bags with the Rambling River Center logo and information on them, have an open house when the Center reopens, visit with The Emery residents when occupancy rates are higher, and explore fitness classes and pickleball events at Vita Attiva. 2. By May 1, send Rambling River Center representative(s) to meet with residents of new residential developments (i.e. Vita Attiva, The Emery, etc.). Status: Completed. Advisory board members and group leaders attended and talked with people at the pickleball tournament at Vita Attiva on Saturday, July 26. 3. By July 1, mail Rambling River Center promotional materials to new residents. Status: Completed. Advisory board members handed out 24 Rambling River Center logo bags with membership information, FSP applications, River (newsletter), business card and pen at the pickleball tournament at Vita Attiva on Saturday, July 26. 4. By October 1, invite and host Farmington area residents to an open house and tour of the newly renovated Rambling River Center. Goal #8: Thank all City of Farmington staff and Rambling River Center members who facilitated the move and kept programming going during the Rambling River Center renovation project. Goal Completed Objectives: 1. By March 1, thank you idea(s) will have brainstormed and decided. Status: Completed. The board discussed that staff members and volunteers that assisted with the move will receive a gift bag/box with treats and a handwritten thank you. These will be distributed by advisory board members. 2. By April 1 all materials to facilitate the thank you will have been secured and/or arranged. Status: Completed. At their April 14, 2025, meeting, the advisory board finalized decisions regarding the thank you’s, bags, and items to be included in the bag. Staff ordered all the items. 3. By May 31, thank you’ s / thank you event will have happened. Status: Completed. Rambling River Center Advisory Board members brought Thank You’s to staff, firefighters, and city council the third and fourth weeks in June.
