Water Board Members are allowed to vote on approval of minutes even though they were not in attendance at that particular meeting. Call to Order The meeting was called to order by Chair Weierke at 5:00 p.m. 2. Approval of Minutes Motion by Wohlers to approve the minutes as presented for the August 25, 2025, meeting. Seconded by Weierke, Motion Carried. 3. Approve Bills a. Director Powell presented the bills for approval and clarified suppliers/amounts as needed. Motion by Weierke to approve the bills in the amount of $47,446.05. Seconded by Wohlers, Motion Carried. 4. Open Forum – Project & Information Updates a. Backflow Prevention Device Inspection: The 2020 MN Plumbing Code requires that all testable backflow devices be tested upon installation and at least annually thereafter by a certified backflow assembly tester. Reduced pressure (RPZ) devices have had testing requirements for many years. New and existing RPZ installations must be tested annually. The testing requirements for non-RPZ devices became effective for installations made on or after January 23rd, 2016. Building Inspections has been administering these inspections; Public Works now hsa this responsibility. Public Works plans to contract with Backflow Solutions, Inc. (BSI) for management of this data and notifications. b. Vita Attiva at South Creek Fourth Addition: The developer now plans to complete the final additions in the spring of 2026. The Water Board recommended expenditure of up to $195,000 for trunk-related water system improvements. Given the developer’s delay, the city may consider contracting directly for the installation of these improvements. Page 3 of 6 c. Well 1 and Well 2 Abandonment: At the September 2 meeting, the City Council awarded the contract to Keys Well Drilling for the abandonment of both wells for the estimated cost of $66,700. A $25,000 change order contingency was also approved. Work is expected to begin in early October. d. 220th Street Trunk Utilities: A Professional Services Agreement with I&S Group has been approved for preparation of the preliminary design/feasibility study for this project. The project includes a 12-inch trunk water extension from Denmark Avenue to just east of the Vermillion River. e. Northeast Area Trunk Utilities: The consultant assigned to this project will need access to a fifty-foot-wide corridor across three private properties to complete the topographic surveys and soil borings. Right of Entry documents have not yet been executed with each property owner. f. Comprehensive Land Use Plan: 2025 System Statements will be issued by the Met Council to guide communities in updating the Comprehensive Plans. The water system modeling can be finalized once all land use assumptions and timing have been identified. g. Lead Water Service Inventory: The city has received a grant from the Minnesota Department of Health for $75,000 in consultant assistance to identify water service materials for about 1,800 services. The consultant has started their review of building permit files. Properties requiring direct inspection will be notified; and the consultant will coordinate inspection appointments and perform the inspections. h. Watermain Leak Detection Survey: In 2024, citywide water leak detection surveys were initiated with about 50% of the system to be surveyed each year. Starting in 2026, 100% of the water system will be surveyed for leaks every year. i. Adjourn Motion by Wohlers to adjourn at 5:23 p.m. Seconded by Weierke, Motion Carried. The Water Board receives a detailed list of claims paid that is available to the public upon request. DISCUSSION: Staff will highlight the larger expenditures and is available to respond to questions regarding all disbursements. BUDGET IMPACT: The total for these bill reports is $92,801.50.
