Water Board Members are allowed to vote on approval of minutes even though they were not in attendance at that particular meeting. Call to Order The meeting was called to order by Chair Weierke at 5:00 p.m. 2. Approval of Minutes Motion by Wohlers to approve the minutes as presented for the September 22, 2025, meeting. Seconded by Cordes, Motion Carried. 3. Approve Bills a. Director Powell presented the bills for approval and clarified suppliers/amounts as needed. Motion by Weierke to approve the bills in the amount of $92,801.50, Seconded by Cordes, Motion Carried. 4. Open Forum – Project & Information Updates a. Backflow Prevention Device Inspection: The 2020 MN Plumbing Code requires that all testable backflow devices be tested upon installation and at least annually thereafter by a certified backflow assembly tester. Public Works has requested a proposal from Backflow Solutions, Inc. (BSI) for management of this data and notifications. a. Vita Attiva at South Creek Fourth Addition: The developer plans to complete the final additions in the spring of 2026. The Water Board recommended expenditure of up to $195,000 for trunk-related water system improvements. The developer will continue to contract for these improvements; the city will provide on- site inspection. c. Well 1 and Well 2 Abandonment: At the September 2 meeting, the City Council awarded the contract to Keys Well Drilling for the abandonment of both wells for the estimated cost of $66,700. Keys has started work on the site. Page 3 of 6 d. 220th Street Trunk Utilities: The project includes a 12-inch trunk water extension, and 10-inch sanitary sewer, from Denmark Avenue to just east of the Vermillion River. Soil borings and topographic surveys are complete; NNG gas main elevations have been field verified via hydrovacing. The city has requirements for connection to city utilities when they become available; water is one year and sewer is two years. e. Northeast Area Trunk Utilities: The project could include up to a 20-inch trunk water extension, and up to a 15-inch sanitary sewer. The consultant assigned to this project will need access to a fifty-foot-wide corridor across three private properties to complete the topographic surveys and soil borings. Right of Entry documents have now been executed with each property owner; as the crops have been cut down the consultant will soon mobilize onto the site. f. Comprehensive Land Use Plan: 2025 System Statements have been issued by the Met Council to guide communities in updating the Comprehensive Plans. The water system modeling can be finalized once all land use assumptions and timing have been identified. g. Lead Water Service Inventory: The city has received a grant from the Minnesota Department of Health for $75,000 of consultant assistance to identify water service materials for about 1,773 services. A review of City permit records reduced the list to 499 unknowns. Recently 70 inspections were completed by the consultant, and another 23 property owners self-reported, leaving a total of 406 unknown water services as of today’s meeting. h. Watermain Leak Detection Survey: Starting in 2026, 100% of the water system will be surveyed for leaks every year. i. December Water Board Meeting: The regular December meeting occurs on December 22; City Hall will be closed Wednesday and Thursday of that same week. The December meeting will be held as planned. j. Facilities: To gain familiarity with the city water system, tour/s of the city facilities will be planned for 2026. 5. The Water Board receives a detailed list of claims paid that is available to the public upon request. DISCUSSION: Staff will highlight the larger expenditures and is available to respond to questions regarding all disbursements. BUDGET IMPACT: The total for these bill reports is $122,168.16.
