1. Call to Order
The meeting was called to order by Chair Weierke at 5:02 p.m.
2. Approval of Minutes
Motion by Wohlers to approve the minutes as presented for the October 27, 2025,
meeting. Seconded by Weierke, Motion Carried.
3. Approve Bills
a. Director Powell presented the bills for approval and clarified suppliers/amounts
as needed. The Xcel Energy electric line item for Well 1 and Well 3 contains only a
small amount ($38.32) for Well 1, the remainder is for Well 3. Motion by Wohlers to
approve the bills in the amount of $122,168.16, Seconded by Weierke, Motion
Carried.
4. Open Forum – Project & Information Updates
a. Backflow Prevention Device Inspection: The 2020 MN Plumbing Code requires
that all testable backflow devices be tested upon installation and at least annually
thereafter by a certified backflow assembly tester. Backflow Solutions, Inc. (BSI) is
preparing a revised contract for management of this data and notifications.
b. Well 1 and Well 2 Abandonment: At the September 2 meeting, the City Council
awarded the contract to Keys Well Drilling for the abandonment of both wells for the
estimated cost of $66,700. Keys received approval from the MDH; and has started
placing concrete grout in the wells.

c. Lead Water Service Inventory: The city has received a grant from the Minnesota
Department of Health for $75,000 of consultant assistance to identify water service
materials for about 1,773 services. This includes the material on private property
and public property. We have narrowed the list down to 298 unknown material
locations on the private side, and 1,549 unknown material locations in the right of
way.
d. Comprehensive Land Use Plan: 2025 System Statements have been issued by
the Met Council to guide communities in updating the Comprehensive Plans. The
water system planning can be finalized once all land use assumptions and timing
have been identified. The land use assumptions should be determined early in
2026.
e. Salt Storage Building: The building is complete. The only remaining work is the
bituminous wearing course which will be placed in 2026 as part of the city’s annual
Mill & Overlay project.
f. Connections to City Water System: The city recently had two connections to the
water system from existing buildings; 6300 212th Street West (Bethel’s Rock Church)
and 21034 Chippendale Avenue (NAPA Auto Building). To eliminate the potential for
private/public cross connection, the existing private wells at these properties were
sealed as a prerequisite for connecting to the city system.
City Code section 8-3-5 states: All properties using a water system in the city,
except those properties considered as agricultural, shall connect to the water
system of the city within one year after the time that said system is available to the
property. Costs to connect to city water can be significant and include the service
installation cost from stub to house; rerouting of internal plumbing (if needed);
connection permit; Water Access Charge (WAC); water meter; and well sealing.
Especially for water users that may have newer wells, these costs can be a
hardship; the Water Board is open to discussing some connection timing flexibility
for these situations. They would also like an overview of where private wells remain
in the city.
g. 2026 Street Improvement (2nd Street – Ash Street to Spruce Street) Feasibility
Study: The scope of the proposed water system work related to this project include:
replacing the existing 4” and 6” main with 8” DIP; replacing the existing older 8” and
10” main with new; and installing a new 8” main between Walnut Street and Spruce
Street.

h. Willow Street MSA Improvements (5th Street to 8th Street) Feasibility Study:
The scope of the proposed water system work related to this project include:
replacing the existing 6” main with 8” DIP; and installing a new 8” main between 7th
Street and 8th Street.
i. December Water Board Meeting: The regular December meeting occurs on
December 22; City Hall will close Wednesday and Thursday of that same week.
Direction from the Board Members present is to cancel the December meeting.
j. Water Quality Testing: To better understand city processes, the Board inquired
about the city’s testing protocols for water quality; these will be presented in detail
at a future meeting.

The city has long recognized members of the advisory committees at the end of their
terms. Lacelle Cordes is completing her term as a Water Board Member this month after
having served on the Board from 2021 to 2026. This is an opportunity for the Board and
staff to recognize her extensive contributions to the city through service on the Water
Board.

Adhering to the required testing protocol involves extensive staff time as well as the use of
outside lab resources. These costs are inherent to operating municipal water system.

Subject: Water Sampling Requirements
Date: January 22, 2026
John,
As a public water system, we are required to sample the water frequently for numerous
contaminants and to monitor our required chemical additions. Some of the sampling is done by
the Minnesota Department of Health (MDH) or contractors hired by the MDH, but most of the
sampling is completed by City of Farmington Public Works staff. The MDH does provide us with
a monitoring schedule of our required sampling at the beginning of year.
Below I will break down the samples that Public Works staff collect based on monitoring
requirements and what is being tested in the sample.
• Bacteria
o 25 Required every month based on size of the city.
o A total chlorine sample is also collected with every bacteria sample.
• Nitrate
o 8 collected this year in April and August.
• Lead and Copper
o 120 Total this year, 60 each half of the year.
o Typically, we would only need to do 30 a year. We were required to
collect 120 this year because Well #9 was added as a water source to our
system after a routine Sanitary Survey.

o This was a difficult process as we had to mail multiple rounds of letters
searching for volunteers that met the specific criteria that the MDH had
for approving a sample site. (Built between 83’ and 85’, or before 1985)
• Water Quality Parameters (WQP)
o 17 required per quarter. These samples also require a PH sample at the
time of collection requiring us to purchase a PH tester.
o This is a new responsibility for Public Works this year as the MDH
collected these samples previously.
• Fluoride
o Daily testing.
• Consumer Confidence Report
o Published and distributed annually by July 1
o We were just notified that starting in 2027 we will need to publish 2
CCR’s, one by July 1 and the other by December 31 containing the same
information along with any updates.
• Turbidity
o None required in 2025 or 2026
• TOC (Total Organic Carbin)
o None required in 2025 or 2026
• Alkalinity
o None required in 2025 or 2026
• THM/HAA5 (Total Trihalomethanes, Haloacetic acids)
o 2 samples in September each year.

• Radiochemistry
o This varies quarter to quarter.
o 7 total required in 2025 and 5 total in 2026
• Beginning in 2026, the MDH is requiring a Chain of Custody Checklist be
completed and sent with all Chain of Custody forms.
• Iron and Manganese
o We collect samples quarterly to monitor levels.
o This sampling is not required.
• PFAS
o Beginning in 2025, the city will sample all wells annually.
• Hardness
o We collect samples semiannually.
o Residents reach out periodically for these results mainly for the purpose
of programming water softeners.
o This sampling is not required.
The MDH also conducts its own sampling at all our well sites. We provide access to the sites
and operate the wells as necessary. Well 9 is sampled quarterly as it is new to the system, but
assuming that there are no high results in 2025 it will be placed on the reduced monitoring
schedule with the other wells which are sampled once every 3 years.
Below is the list of contaminants for which the MDH collects samples:
• Inorganic Compounds
• Synthetic Organic Compounds
• Sodium

• Volatile Organic Compounds
• Diquat/Endothall
• Nitrite, this is sampled for once when a well is put in service, but the sampling is waived
if the system does not contain any Nitrite in their water.
• Occasionally the MDH will collect samples for arsenic and radium if systems have a high
level of either contaminant.
This sums up the current requirements for sampling and testing for our water system.

Subject: Willow Street MSA Improvements

INTRODUCTION:
Willow Street from 5th Street to 8th Street is a Municipal State Aid (MSA) route and will be
reconstructed in 2026. It is recommended that water system upgrades be completed as
part of the project.
DISCUSSION:
A 6-inch CIP watermain was installed on Willow Street in 1964. A portion of the main was
replaced at 5th Street as part of a past project, but 6-inch CIP remains between 5th Street
and 7th Street. There is also a 12-inch DIP trunk watermain crossing Willow Street at 8th
Street installed in 1972.
Due to its age, it is recommended to replace the existing 6-inch CIP with an 8-inch main to
comply with current city standards. Further, to loop the water system for enhanced water
flow and maintainability, it is recommended the new 8-inch main extend east and
connect to the existing 12-inch watermain on the west side of TH 3. The total length of new
8-inch main is estimated to be 1,200 feet.
BUDGET IMPACT:
A feasibility report has been prepared for the Willow Street MSA project. Based on the
preliminary estimate, the construction cost to replace the watermain on Willow Street,
including service, hydrant, and gate valve work is $232,310. After adding a 10%
construction contingency, along with 18% for indirect costs such as engineering, surveying,
soil borings, testing etc., the estimated cost is $301,538. This amount will likely be reduced
upon completion of final design and competitive bidding.
ACTION REQUESTED:
Recommend the expenditure of Water Funds in the amount of $301,538 for the Willow
Street MSA Improvement project.
