Members Present: John Arrington Wayne Mangum Steve White Members Absent: Chairman Richard Neely Tony Bennett Teresa Pacheco (alt) Staff Present: Bob Campbell Dee Dee Moore Others Present: Cliff Booton Debbie Meador Jaade Plante Bart Sisson Kathy Williams Call to Order The meeting was called to order at 4:00 p.m. by Acting Chairman Mangum, there being a quorum present; the following proceedings were duly had and taken. Approval of the July 14, 2015 Agenda Commissioner White made a motion to approve the agenda. The motion was seconded by Commissioner Arrington and passed unanimously by a vote of 3-0. Approval of the Minutes of the June 9, 2015 Regular Meeting of the AAC Commissioner Arrington made a motion to approve the minutes of the June 9, 2015, regular meeting of the AAC. The motion was seconded by Commissioner White and passed unanimously by a vote of 3-0. Recommendation regarding a Temporary Business License for Bart Sisson, dba Black Bart Aviation Mr. Bart Sisson approached the Commission stating that he would like for them to support and make a recommendation for the approval of a Temporary Business License at the airport. Commissioner White asked Mr. Sisson what his proposal was. Mr. Sisson stated that there are several pilots that would like for him to continue doing maintenance on their planes and this would give owners/pilots a choice. Assistant City Manager Bob Campbell stated that he was 1 happy to see this type of business and if an approval recommendation was reached today, it would be forwarded to City Council in a couple weeks. Commissioner White asked if he had a hangar to work from. Mr. Sisson stated that he is in the process of obtaining a sub-lease agreement with H-10 as part of the Airport Application process. Commissioner Arrington stated he was happy to see this type of request before the Commission because the Commission doesn’t want to restrict this type of activity. By adding this type of option to the customer it removes any monopoly currently in place. Commissioner White asked how many other businesses provide the same type of services Mr. Sisson is proposing. Mr. Sisson stated that only Bode Aviation provides these services. Commissioner Arrington felt that this is a good deal for the airport. Commissioner White concurred, stating he thinks this is a great opportunity. Commissioner White made a motion to recommend to City Council that they approve a Temporary Business License for Black Bart Aviation. The motion was seconded by Commissioner Arrington and passed unanimously by a 3-0 vote. Discussion regarding the Minimum Monthly Guarantee rent for Car Rental Agencies located in the Four Corners Regional Airport Terminal Mr. Cliff Booton and Ms. Kathy Williams of Hertz asked the Commission if they would look into the possibility of discussion with management regarding lowering the minimum rent for a period of time. Because of the reduction in air passengers all of the rental agencies have seen reductions in gross sales. Ms. Williams shared that they are looking at a minimum of around $1,500 or lower. Mr. Campbell stated that he felt that this request was not inappropriate to consider a reduction based on the fact that Great Lakes are bringing in a lot less people. Mr. Campbell stated that when Mr. Lewis returned to the office next week a meeting would be set up with the four (4) rental car agencies. Commissioner White stated he would like to hear staff’s input and made a motion to recommend that this item be included as an action item in the next Airport Advisory Committee Meeting on August 11, 2015. Operations Report Mr. Campbell reported that with the current rate of enplanements this year is forecasted to only have a little over 3,000 enplanements. Also all cancellations were caused by pilot shortages. Atlantic Aviations fuel flowages are down and the projection for the year with current statistics appears to be about 100,000 gallons less then last year. As stated last month the Air Traffic numbers are also projected to be about 12 flights less per day for the remainder of 2015. No Worries Sports Bar and Grill is scheduled to open on Monday, July 20, 2015. Business from the Floor: Great Lakes Manager Debbie Meador shared that there will be two (2) new flights added to the current schedule. There will be another flight to Denver and a flight to Los Angeles with a stop in Prescott Valley, Arizona, beginning in August 2015. 2 Jaade Plante of Atlantic Aviation wanted to remind everyone of the free burgers on the last Friday of each month in their hangar from noon to 2:00pm. Business from the Chairman: There was no business from the Chairman Business from the Commissioners: Commissioner Arrington asked if the Commission could do something to honor Jose Soto, Tower Chief. Ms. Moore stated that Mr. Lewis was in discussions to provide a bench and plaque to place in front of the Tower. She added that when this is finalized, a presentation could be made to his wife. Details will follow. Business from the Staff: Mr. Campbell reiterated that the Four Corners Regional Airport continues to position itself to be a good general aviation airport, especially when the fuel prices become competitive, over the next few years. Adjournment: There being no further business to come before the Commission the meeting was adjourned at 4:23 pm. _____________________________ ______________________________ Wayne Mangum - Acting Chairman Dee Dee Moore – Administrative Aide 3  CITY OF FARMINGTON FOUR CORNERS REGIONAL AIRPORT Memorandum TO: Airport Advisory Commission FROM: Michael Lewis, Airport Manager DATE: August 11, 2015 ______________________________________________________________________ SUBJECT: Rental Car Space Minimum Monthly Guarantee ______________________________________________________________________ Staff is proposing that the Airport Advisory Commission recommend to City Council that the minimum monthly guaranteed base rent for all airport rental car agencies to be adjusted from $ 2,500 to $ 1,250. This proposal has been discussed with all rental car agencies in response to their concerns about drastically reduced customer counts. They unanimously indicated that this adjustment would allow them to continue doing business at the airport. The drastic decline in customer base for the rental car agencies at the airport is due to the implementation of the new minimum airline pilot experience rules mandated by the Airline Safety and Federal Aviation Administration Extension Act of 2010. This act, which went into effect in 2013, caused Farmington’s air carrier Great Lakes to experience an ongoing severe pilot shortage resulting in many cancelled flights. In addition to cancelling flights, this regulation has forced Great Lakes to operate all flights with only nine seats in order to get some relief from this rule. Prior to this rulemaking and its effects upon boardings, the total number of enplaned/deplaned passenger at the Four Corners Regional Airport was averaging 18,000 to 20,000 passengers per year. Since the effects of the rule have been realized, the enplanements are forecasted to be only 3,000 in 2015. 4 OPERATIONS REPORT July 2015 5 6 7 8 9
