AIRPORT ADVISORY COMMISSION
November 10, 2015
The Airport Advisory Commission of the City of Farmington met on Tuesday, November 10,
2015, at 4:00 PM, in the Executive Conference Room in the Municipal Building, 800 Municipal
Drive, Farmington, New Mexico.

Call to Order
The meeting was called to order at 4:00 p.m. by Chairman Neely, there being a quorum present;
the following proceedings were duly had and taken.
Approval of the November 10, 2015 Agenda
Commissioner Bennett made a motion to approve the agenda. The motion was seconded by
Commissioner White and passed unanimously by a vote of 4-0.
Approval of the Minutes of the October 13, 2015 Regular Meeting of the AAC
Commissioner Bennett made a motion to approve the minutes of the October 13, 2015, regular
meeting of the AAC. The motion was seconded by Commissioner White and passed
unanimously by a vote of 4-0.
Operations Report
Airport Manager Mike Lewis reported that enplanement numbers for the year will probably be
around 3, 142. He added that he had forwarded electronically a letter that the commissioners
could send to the FAA regarding showing support for the Great Lakes exemption. There were
only 4 cancellations in October 2015. Mr. Lewis shared that effective December 2, 2015 there
will be only 2 flights a day and both will go to Denver.
Fuel Flowage is based on what is ordered and last year the volume was 465,000 gallons and
this year is projected at approximately 338,000 gallons. Mr. Lewis added that Jaade Plante has
transferred to Casper, Wyoming and that Felicia Bekis is the new FBO Manager. Ms. Bekis
introduced Marie Yazzie as her replacement.
Air Traffic operations appear to be forecasted around 31,500 for the year, which is down about
9.5 flights a day. Mr. Lewis answered Commissioner Arrington’s question at the last meeting
regarding if a touch and go is counted as one trip. Mr. Lewis stated that a ‘touch & go” is

counted as two trips. He stated that a departure is counted as one trip and that a landing is also
counted as one trip, and that this is regardless if it is the same plane or not.
Mr. Lewis shared that the Taxiway E, F & G redesign will be ready to go to bid in the spring.
Some of the mandatory white numbers in the large red squares are peeling off. It appears that
during the painting process the paint stuck only to the beads and therefore has begun peeling
up as the beads come loose from the red layer of paint. Mr. Lewis shared that he is talking with
the state representative to see if the airport could get some financial help to have these
mandatory numbers repainted.
On a lighter note, Al Roker from Good Morning America landed at the airport on Monday
evening and there was a weather report from the Four Corners Monument early Tuesday
morning. There were two planes as part of their group and Atlantic Aviation provided all of their
catering needs.
Mr. Lewis informed the Commission that City Manager Rob Mayes & Assistant City Manager
Bob Campbell has been in contact with Guidance Aviation about reassessing their position to
bring a helicopter school to the Four Corners Regional Airport. It appears the bill that was
presented to reduce the federal funding amount for veterans has been rolled into another bill.
The projection is now at only 21% that those bills will pass. Guidance Aviation states up to 85%
of their students can be veterans.
No Worries has requested to place a tent within their outdoor patio to be able to use the space
in the winter. It is proposed that it will be anchored into the concrete and be only 15 feet high.
Mr. Lewis shared that Mr. Kellenaers has been asked by the public about private parties and
banquets and feels that this would be a temporary way to provide these services to the public.
Mr. Lewis reminded the commission that the contract for the restaurant will expire in 2017, and
then need to go back through the RFP process.
Chairman Neely asked if there were any specific requirements for taxi service at the airport. Mr.
Campbell thought only a city business license was required but suggested checking with the
City Clerk. Mr. Campbell asked if this business would be going to Durango and Chairman Neely
stated it would, like an executive rental.

Dee Dee Moore shared plans to have a Santa Fly-In in December and that Toys for Tots have
welcomed the idea to be involved. The tentative date is Saturday, December 19, 2015, 1-3pm.

4:24 pm.
