Members Present: Chairman Richard Neely Tony Bennett Wayne Mangum Steve White Teresa Pacheco (alt) Members Absent: John Arrington Staff Present: Bob Campbell Russel Frost Mike Lewis Joanna Oliver Others Present: Felicia Bekis– Atlantic Aviation Marieanna Yazzie– Atlantic Aviation Call to Order The meeting was called to order at 4:00 p.m. by Chairman Neely, there being a quorum present; the following proceedings were duly had and taken. Approval of the December 8, 2015 Agenda A Motion to approve the agenda and made and seconded and passed unanimously by a vote of 5-0. Approval of the Minutes of the December 9, 2015 Regular Meeting of the AAC A motion to approve the minutes of the December 9, 2015, regular meeting of the AAC was made, seconded and passed unanimously by a vote of 5-0. Operations Report Airport Manager Mike Lewis reported that the previously forecasted numbers have not changed and the year end number will be just over 3,000 enplanements (approximately 3,026). Great Lakes is currently waiting to hear the outcome of their request to return the aircraft to 19 seats. The previous year’s numbers indicate that prior to the 9 seat restriction the enplanements were increasing. 2010 – 15,000; 2011 – 18,814, 2012 – 19,000. In 1995 there were 85,000 yearly enplanements with 14 flights a day to Albuquerque, 6-8 flights a day to both Phoenix and Denver. Mr. Lewis stated that he believes there is a capability for 15,000-20,000 enplanements 1 from the Four Corners Regional Airport, even with the Durango airport nearby (which hasn’t really expanded over the last few years). Mr. Lewis shared that there were a few more cancellation in December which could be attributed to the pilot hour restrictions, which are 100 hours per month and no more that 1,000 per year. So it could be that some of the pilots may have been out of hours until January 2016. Compared to last year the fuel has decreased approximately 68,000 gallons, which averages to about 168 gallons per day. There was actually an increase in the AVGas which may be from diversions and pilot lessons. The Air Traffic is slightly lower compared to Dec 2014 and down overall for the yearly operations by 4,253 flights. Mr. Lewis shared that he received an email form Homeland Security regarding the ReadID’s and that New Mexico was granted an extension until January 22, 2018 to meet all the federal benchmarks for the program. The snowplow has been used this year and is always ready to go 24x7. Airport staff is notified by dispatch if the sand trucks are sent out. Taxiway E, F & G rebuild is in progress and will ultimately remove two feet of existing dirt and rebuild the taxiways. This job is read to go to bid in the spring but probably won’t be built until August or September. Mr. Lewis answered that the federal funding will not be in jeopardy even if Great Lakes pull their service out of Farmington Mr. Lewis informed the Commission that he had received notice from Great Lakes that they would be vacating their hangar by January 31, 2016. Mr. Lewis shared that he is looking at various options for that location, including some type of avionics type business, or another maintenance hub. On April 10-13, 2016 Mr. Lewis will be attending an American Association of Airport Executives (AAAE) conference. Also attending will be Ray Hagerman with the San Juan Economic Development group. Mr. Lewis shared that Mesa Airlines flew one of their planes into Farmington, to return a terminally ill employee to her family in Farmington. The family was escorted to the plane and picked up the employee on the tarmac. Mesa Airlines really takes care of their employees. It was mentioned that there was a hangar for sale on Craig’s’ List. Mr. Lewis shared that some of the T-hangars on the east side are privately owned and there is a ground lease with Atlantic Aviation. Please refer any inquiries to Atlantic Aviation. In closing, Mr. Lewis mentioned that he had received a call for help in locating a plane. The gentleman passed away and the wife is trying to locate the plane.
