AIRPORT ADVISORY COMMISSION
January 9, 2018
The Airport Advisory Commission of the City of Farmington met on Tuesday, January 9, 2018, at 4:00 p.m.,
in the Executive Conference Room in the Municipal Building, 800 Municipal Drive, Farmington, New Mexico.

Call to Order
The AAC meeting was called to order at 4:02 p.m. by Chairman Richard Neely, there being a quorum present;
the following proceedings were duly had and taken.
Approval of the January 9, 2018 Agenda
Chairman Neely asked for a motion to approve the agenda for January 9, 2018. He asked if anyone had changes
or wanted a discussion. It was noted by Assistant City Manager Julie Baird there was an error on the first page
of the full Agenda. The date should have been January 9, 2018 in lieu of December 12, 2017. A motion was
made by Wayne Mangum and seconded by Richard Roderick to approve the agenda for January 9, 2018 and
passed unanimously by a vote of 4-0.
Approval of the Minutes from the December 12, 2017 Regular Meeting of the AAC
Chairman Neely asked for a motion to approve the minutes from December 12, 2017. He asked if anyone had
any changes or wanted a discussion. There was none. A motion was made by Wayne Mangum and seconded
by Richard Roderick to approve the minutes of the December 12, 2017 regular meeting of the Airport Advisory
Commission and passed unanimously by a vote of 4-0.
Election of Airport Advisory Commission Chairman Pro Tem
In order to satisfy item number four (4) on the agenda, the entire council expressed out loud they would like to
nominate Johnny Arrington as Chairman Pro Tem. The motion was made by Richard Roderick and seconded
by Wayne Mangum and all in favor said “aye” by a unanimous vote of 4-0. Everyone welcomed Johnny
Arrington as Chairman Pro Tem.

Operations Report
Airport Manager Mike Lewis presented the operations report for the month of December and highlighted a few of
the statistics included in the January 9, 2018 agenda.
There was a short discussion regarding Chairman Neely resigning his post as Chairman, so the newly elected
Farmington City Mayor would have the opportunity to choose who he wished, to fill the chairman seat. All
council members thought this was a good idea.
As Mike recapped enclosed charts in the agenda regarding the highs and lows of the airport fuel numbers,
Richard Roderick inquired as to why that number varies so greatly each month. Mike Lewis explained the
values that are reported represent the fuel deliveries made to Atlantic Aviation.
No Worries, airport restaurant numbers were presented, and a few commission members ruminated about the
numbers being lower during the fall. Chairman Neely noted he had heard the customers might be reacting to
NFL player kneeling, consequently creating a drop (boycott) of NFL games affecting business at No Worries
Bar and Grill. Richard Roderick inquired if the 5% net fee, No Worries pays to the city, affects their bottom line
of profit. Mike Lewis explained the totals reported were gross sales. Every calendar year, after net profits
reach $400,000, No Worries will pay 5% of their net sales in addition to their minimum monthly guarantee.
Mike Lewis reported the airport based car companies were holding steady and doing moderately well, even
with no air service to the airport. However, Mike noted that Enterprise Auto Rental (EAN) is considering
vacating their counter at the airport in order to better service their office on Main Street in town. Chairman
Neely added it should be stipulated if EAN leaves their airport counter, they could not return, as it would be
unfair to the other car rental agencies still operating out of the airport terminal. He added airport staff should
concentrate on taking care of our loyal car agencies on site.
Mike Lewis reported Vernon Aviation business was doing well and considering purchase of an additional
Pilatus aircraft to satisfy customer demand.
In addition to the charts included in the agenda for January 9, 2018, Mike reported the SkyWest visit in Utah
went well. However, if Four Corners Regional Airport wants to attract that size aircraft, the airport would need
to convert the airport from B-II to C-III status.
Mike Lewis added he was in the process of securing capital improvement plan funds. Mike updated the
commission with the information there would be a conference call tomorrow, with the FAA, to discuss those
issues. Mike explained he would also attend a conference in Dallas, TX FAA offices where he would be better
able to have more conversations regarding Farmington airport needs. Additional funds are needed for EMAS
construction at the end of each runway. This project has always been in the Four Corners Regional Airport
Master plan. Additionally, Taxiway A needs to be moved south fifteen (15) feet in order to satisfy C-III status.
Taxiway A has been in the capital improvement plan and needs to be overhauled anyway, so the cost of
moving Taxiway A could be combined with Taxiway A overhaul, and present fairly minimal additional cost.
Mike reported all hangars are currently rented. A massive sink hole appeared at the west end of Runway 5 at
the turn in the perimeter road. City crews are dumping and filling material into the hole.
Mike Lewis explained to the commission he met with administration from Navajo Preparatory School located on
Apache Road. The school claims flooding on their property was due to heavy rain runoff from the airport. It
was decided the airport is very well drained and blocked in order to prevent flooding to our neighbors. It was
determined the flooding to Navajo Preparatory School originated from an overflowing irrigation ditch running
across their property, and there were no storm drains on the entire campus.
Mike Lewis reported the city was attacked by a serious ransom virus. There was a short discussion between
Assistant City Manager Julie Baird and Airport Manager Mike Lewis, to update all in attendance the degree of
damage to city computers, and how they were determining priority to restore system operation to the various
city departments. It was noted the virus has affected companies nationwide. 70% of all city computers will
need almost four to seven ( 4-7) hours of updating and repair. Julie Baird stressed there was absolutely no
customer or employee data breach. She explained the Information Technology department is working around
the clock and has enlisted outside assistance from a number of different sources. Solutions have been
discussed by executive management and the information restore process is moving forward.

Mike Lewis introduced the newest commission member, Richard Roderick, appointed by Mayor Tommy
Roberts. Mike presented a short biography of Richard Roderick’s aviation background and his many years as
a commercial airline pilot. Richard Roderick leases a hangar at the airport and is well versed in the general
aviation world. He brings abundant aviation expertise to the Airport Advisory Commission and we welcome
him.
Mike Lewis noted airport operations personnel is repairing the outside airport perimeter fence. The poles were
originally installed in the dirt and do need a fair amount of reinforcement

There being no further business to come before the Commission, the January 9, 2018 meeting was adjourned
by Chairman Neely, the motion was made by Richard Roderick and seconded by John Arrington at 4:24 p.m.
