367 M I NUTES AIRPORT ADVISORY COMMISSION August14,2018 The Airport Advisory Commission of the City of Farmington met on Tuesday, August 14, 2018, at 4:00 p.m ., in the Four Corners Regional Airport Office Conference Room, 1296 W. Navajo St., Farmington, New Mexico. Members Present: Richard Neely, Chairman Wayne Mangum Theresa Pacheco Richard Roderick Steve White Members Absent: Johnny Arrington, Pro Tern Staff Present: Mike Lewis, Airport Manager Jody Carman, Administrative Aide Others Present: Felicia Bekis, Atlantic Aviation Marieanna Yazzie, Atlantic Aviation Mike Arnold, Vernon Aviation Call to Order The AAC meeting was called to order at 4:00 p.m. by Chairman Richard Neely, there being a quorum present, the following proceedings were duly had and taken. Approval of the August 14, 2018 Agenda Chairman Richard Neely asked for a motion to approve the agenda for August 14, 2018. He asked if anyone had changes or wanted a discussion. A motion was made by Richard Roderick and seconded by Theresa Pacheco to approve the agenda for August 14, 2018 and passed unanimously by a vote of 5-0. Approval of the Minutes from the July 10, 2018, Regular Meeting of the AAC Chairman Richard Neely asked for a motion to approve the minutes from July 10, 2018. Richard Neely then asked if anyone had any changes or wanted a discussion. Administrative Aide Jody Carman noted she made an adjustment to the first paragraph of the July 10, 2018 minutes. The recorded date of June 12, 2018 date was incorrect, so it was crossed out and the appropriate date of July 10, 2018 was typed in. A motion was made to approve the minutes by Steve White and seconded by Wayne Mangum to approve the minutes of the July 10, 2018 regular meeting of the Airport Advisory Commission and passed unanimously by a vote of 5-0. Operations Report Airport Manager Mike Lewis presented the statistics included in the agenda for August 14, 2018. Mike Lewis noted operations were high this month and it was due to military activity. Richard Roderick told the commission he had escorted Aztec Airport Manager Wallace Begay to Four Comers Regional Airport to meet with Mike Lewis regarding above ground fuel tanks. Fuel comparisons were discussed and it was noted Aztec sells self service fuel at cost, which causes a loss to the City of Aztec. It was noted Atlantic should not be asked to match or compete with that price here in Farmington. There was a short discussion regarding how well No Worries is doing and they are in the process of building their conference room. Car Rental Agencies sales seem to be lucrative even though there is no commercial air service. Their business is locally driven through town sources. Additional Operations Information 1. Airport staff is in the process of generating the grant request for upgrades to the runways, with engineering and design to be completed during the current city fiscal year 2019. Construction will be completed next city fiscal year 2020. 2. It was announced the airport would be excluded from having to present any environmental studies for the runway upgrade project. It was explained by Mike Lewis there is no significant environmental impact to upgrade the runways. There is no water or excessive wildlife. He explained prairie dogs are not a consideration as they occupy all bluffs in Farmington. The airport was surveyed in June, 2018 and was found clear of any environmental conflict to construction on the runways. 3. The commission was updated regarding design costs generated by Armstrong Engineering. The Armstrong rate was evaluated by an independent fee estimator. Armstrong fees came within 8% of the professional evaluation. 4. Mike also note the city pays approximately $31,250 for every million granted in AIP funding.
