CITIZEN POLICE ADVISORY COMMITTEE MINUTES July 16, 2013 7:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, July 16, 2013, at 7:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Deb Dumont, Chairman; Chuck Culpepper, Lisa Martin, and Steve Grey Members Absent: Patricia Simpson, Rosalie Maez City Personnel Present: Keith McPheeters, Police Captain Casey Malone, Internal Affairs Sergeant Corporal Guy Postlewait, Patrol Supervisor Jason Eley, Assistant City Attorney Kim Parrish, Administrative Assistant Guests: Haley Postlewait I. CALL TO ORDER The meeting was called to order by Chairman Deb Dumont at 7:00 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETING Chuck Culpepper moved to approve the minutes of the regular meeting of May 21, 2013 as presented. Steve Grey seconded the motion. Motion carried. III. CHIEF’S REPORT, CAPTAIN KEITH MCPHEETERS Captain McPheeters discussed the budget that was just adopted for the new fiscal year, which was favorable for the Police Department. He stated that they are down 9 positions, but are in the process of hiring 3 CSO Transitional positions, 1 or 2 Records Technicians, 2 Administrative Assistants, and 1 Crime Scene Technician. They also already hired 9 police officers who are at different phases in the Police Academy, and 5 more officers who are in the final phases of the hiring process. This means they should hopefully be at full staff within the next 6 months. Captain McPheeters also discussed the possibility that a transition may be happening in the next few months to bring the Animal Control Officers/Park Rangers under the Police Department. Their job descriptions, previous employee evaluations, fleet, and budget have all been analyzed. They have also looked at the internal policies to make sure it will still be in line with the CALEA accreditation. Chief Westall would like to create a new classification for them, and make these employees “Park Police Officers” who would be fully trained officers, and able to carry a weapon, but  would be dedicated to patrolling and securing our community parks. Capt. McPheeters said they had been given 60 days to finish their review. IV. INTERNAL AFFAIRS REPORT, SGT. CASEY MALONE Sgt. Malone stated that there has been an increase in the number of investigations compared to last year. He gave an overview of the completed and pending investigations from May and June. Steve Grey asked about an incident in May in which shots were fired, and asked if the shots were fired by the suspect or the officer. Sgt. Malone replied that the officer was dispatched to a “shots fired” call. When he arrived on scene he located the suspect who then attacked the officer. It was later determined that the suspect was actually using a rock to break into vehicles. V. TRAINING Corporal Guy Postlewait gave an overview of the Police Department’s MDT system. He gave a demonstration of how the system works and what shows up on the officer’s computer screen when they go on calls. This is how they look up vehicle/license plate information, receive information from dispatch, communicate with other officers in the region, see what calls are pending or in progress, and much more. VI. OLD BUSINESS None. VII. NEW BUSINESS a. MEMBERS – Deb Dumont introduced Lisa Martin as the new CPAC member. b. CITIZEN INPUT – None. c. CASE REVIEW – None. VIII.
